Gentlemen:
As has been my annual custom, I attach various tables
setting forth activity in Town Oourt for the preceding year.
Table F sets forth for you the increases in cases of
various categories whioh I have handled in 1974.
I know not the causes of these increases; whether they
be population growth; increased police protection; breakdown
of respeot for the rights of others; or a oombination of all.
I do know, however, that these increases have plaoed an in-
tolerable burden on the court facilities, as I set forth last
year.
The citizens, defendants, witnesses, attorneys and staff
are both discomforted and impeded by the inadequate facilities
of our Town Court.
As same of you know, I have offered various rental locations
as potential new facilities and your oommittee has brought forth
othe rs .
I learned informally in October of 1974 that you had made a
selection.
At present, I know nothing further and am at a loss as to
your thinking on this very real problem which poses inconvenience
to some of our citizens and shame to all of us.

Gentlemen:
The sheets appended to this letter set forth the
cases disposed of, by me, in Town Oourt in 1974; the
income and disposition of those funds; and a detailed
accounting of the balances remaining under my con trol.
As you are no doubt aware, the physical facilities
for conducting the Oourt of the Town which you represent
and govern/are rapidly deteriorating.
Space is inadequate for defendants, members of their
families and for the attorneys who represent them. There
have been instances where, with court in session, the line
of those waiting to be heard, extended to the street.
Facilities for hearing those cases required to be
heard privately are non-existent; there are no provisions
for clients to discuss matters with their counel, nor for
the minimal detention of prisoners. Lastly, but certainly
no means least, are there any provisions for a secure area
where fines mayl:e paid and the income from. such fines safe-
guarded, apart from the presence of those with business be-
fore the court. Both Judge Francese and I have personal re-
sponsibility for those funds, are bonded against their loss
at Town expense, and hereby put the Town Board on Notice that
we cannot continue such responsibility without further safe-
guards.
Further, the stairs to the courtroom are in disrepair;
the roof leaks, the lavatory facilities are minimal and are
not properly maintained, and the heating is abominable.

With these ite~ in mind, I have attempted to find
suitable spaoe at a fair prioe and was suooessful at one
point. However, beoause government is slow to aot, the offer
was withdrawn and the area leased to private enterprise.
May I ask that you gentlemen take urgent steps to seoure
adequate faoilities for this arm of our Town government. I
shall be at your disposal to offer any assistanoe loan.
