SNOWDEN February 13, 1973 Town Board Town of Wappinger Wappingers Falls, New York Gentlemen: The atUched figures are my annual representation to you of the activities over which I have presided during the past year, 1972. You will no doubt note that there has been a signi- f"icant increase in both cases and income during the past year. I am not in any position to indicate whether this increase will hold in 1973, but if increased popUlation is any criteria, certainly a significant portion of" it most probably will continue. The increased number of cases has brought at times, a severe strain on our physical facilities. There have been ocassions when a line of people awaiting entrance to the courtroom extended from the courtroom down the stairs to street level. Obviously, we are in need of more and better space f"or the Town Court. There are no facilities for attorneys to discuss matters with their clients or with attorneys for the opposition in private, thereby either compromising their case or delaying its settlement. It is also difficult to conduct those matters which might not be carried on in open court on a busy evening because of the number of attorneys and law enforcement officers who wish to see the Judge in private. I hope that you will bear these factors in mind in your planning for better facilities for Town government. I ,.. .. JUSTICE COURT TOWN OF WAPPINGER MILL STREET WAPPINGERS FALLS. NEW YORK 12~90 Page - 2 - It has come to my attention that there has been discussion within the official family of the Town, con- cerning the non-payment of a fine by a defendant in this court. These discussiomwhich took place with town per- sonnel, who had no need to be involved, were conducted in a public place by a town officer who has never discussed the matter with me, and were completely in error. A re- view of the attached records and your annual audit, either by your personal review of the court book; and records, or by an accountant engaged on behalf of the Town, will show that all fines and fees due and owing this court, have been paid. As always, I stand ready to discuss any of these or other matters with you gentlemen at your convenience and have my books ready and available for audit as required by statute by you or your designated representative. Gentlemed~ Attac~d are the statements I have been providing to you over'a number of years as to activities, actions and cases that I have handled and monies I have collec~ ted during the prior years. You will note a decrease in the number of vehicle and traffic cases. This decrease I attribute to a policy of the New York State POlice, which they refer to as "selective enforcement.! By this, they mean that they use radar and other devices primarily in those areas where lower speed zones have been established and where accidents occur. MY attempts to establish a driver improvement clinic in this area have not as yet been fruitful. The County Traffic Safety Board has proposed the establishment of a clinic at what they consider to be a more geographically convenient location; the Millbrook area.
