RESOLUTION EMPLOYING ENGINEERING SERVICES FOR
THE TOWN OF WAPPINGER
At the regular meeting of the Town Board of the Town of Wappinger, Dutchess
County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New
York, on the 20th day of December, 2004, at 7:30 P.M.
The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll
being called, the following were present:

The following Resolution was introduced by Mr. Bettina and seconded by
Ms. McCarthy
BE IT RESOLVED, that Joseph E. Paggi be and he hereby is employed and
retained for the purpose of furnishing to the Town Board, its Officers and Agencies, such
engineering advise and services as may be required and shall receive compensation
therefore in accordance with a proposal submitted to this Board.
The foregoing was put to a vote which resulted as follows:

Dear Supervisor Ruggiero & Board Members:
Please accept this letter as a formal request from Paggi, Martin & Del Bene, LLP,
Consulting Engineers and Land Surveyors, to establish rates to furnish engineering
and surveying services to the Town of Wappinger for the calendar year 2005.
As you know, our firm has provided the Town with these services for the last nineteen
(19) years, and would very much like to continue to provide these services.
We feel that we have provided the Town with excellent services over the past nineteen
years and have been able to design and implement cost-effective engineering
solutions to the Town 's infrastructure needs. We have focused on designing and
managing projects to remain within budget and achieve the design goals. I feel that
we have achieved this to a very high degree.
Most recently, the significant projects that have been successfully completed and
brought in under budget include the following:
Wappinger Water Improvement 99-2(R)
Connection of the Wappinger Park Water District to Central Wappirigei ra«�
Improvement Area
These projects are typical of the necessary improvements that the Town has faced
over the last number of years, and through innovative design techniques and personal
attention to successful completion of the project, the residents are now enjoying a
benefit they previously went without.
We propose to continue these efforts in the future for what we feel will be a critical
time in the development of the Town. Water and sewer issues, highway issues, and
the large development pressures facing the Town will be in the forefront of our efforts.
Another area in which we feel we have given invaluable assistance to the Town is
providing day to day support to the staff at Town Hall. We feel we have done this for
various offices in the Town, including the Building, Zoning, Planning, Comptroller, and
the Highway Superintendent.

RE: Engineering Services -2005
Our extensive knowledge of the Town has allowed us to provide backup information
and quick response time to the everyday needs.
I have enclosed our proposed hourly fee schedule for your review for 2005. As you
can see, our rates have risen compared to the rates charged to the Town in calendar
year 2004.
The rates show an increase of approximately 10% over the rates charged for 2004.
Please be advised that our rates had remained steady for the last two years, but i do
feel now that I need to raise them. Our costs to operate our business have increased
significantly over the last year. Our medical plan for partners and employees has
risen 12% and our professional liability insurance has risen 8%. Fuel costs have risen
to a level not previously realized and obviously our employees have received much
deserved raises.
I would also like to point out that we do not charge the Town for mileage, copies,
(except large contracts), fax, etc. When we utilize subcontractors, there is no markup
on their invoices when included in our bill. When comparing our rates to other rates in
the Dutchess County area, I find they are probably an average of 25%-50% lower than
our competitors.
It has been a pleasure working with you and your administration over the past years,
and we look forward to working with you and the Board Members over the next year.
