2009-285Resolution Authorizing Town Engineer to Determine Presence of Asbestos on Lower Roofs of the Carnwath Mansion and to Provide Updated Costs for Permanent Repairs to the Carnwath Mansion Roof At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on September 14, 2009. The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor Councilmembers ABSENT: Christopher J. Colsey William H. Beale (arrived at 7:05 PM) Vincent F. Bettina Maureen McCarthy (departed 10:13PM) Joseph P. Paoloni The following Resolution was introduced by Councilman Beale and seconded by Councilwoman McCarthy. WHEREAS, the proposed repairs and restoration to the roof of the Carnwath Mansion were put out to bid by the Town Board in 2007; and WHEREAS, the work for the proposed repairs and restoration was not awarded; and WHEREAS, Robert J. Gray of Morris Associates, re-examined the proposed repairs to the Carnwath Mansion in June 2008; and WHEREAS, by report dated July 31, 2009, Robert J. Gray submitted a report to the Town Board itemizing the costs for both temporary and permanent repairs to the lower flat roof, first floor angle bay roof, partial demolition of the two chimneys on the main roof and remedial roof repairs to the seams in the main upper roof, a copy of said report is affixed hereto; and WHEREAS, it was determined that there was asbestos in the main upper roof at the Carnwath Mansion; NOW, THEREFORE, BE IT RESOLVED: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. The Engineer to the Town, Robert J. Gray, is hereby authorized to employ the services of an asbestos remediation professional to determine the presence of asbestos in the lower flat roof and the first floor angle bay roof located on the north side of the Carnwath Mansion and provide estimated costs for the abatement, remediation or removal of any asbestos contained in the roof of the Carnwath Mansion, 3. Robert J. Gray is further authorized to conduct an engineering study to update the costs of the permanent repairs to all of the roofs located on the Carnwath Mansion. 4. The total cost of the engineering study to be made pursuant to this Resolution, including the employment of an asbestos remediation professional, shall not exceed the sum of Three Thousand Dollars ($3,000.00). The repairs and restoration were not awarded. A Project Manual was prepared Swartz Architectural Group, P.C. entitled "Camwath Farms Mansion Roofing Rehabilitation — Cobblestone Road — Wappingers Falls, New York" dated August 3, 2007 and let for bid with bids due back on August 30, 2007. This bid for the rehabilitation of the mansion roof was to include demolition, reconstruction and rehabilitation of the Mansion roofs, fascias, soffits and associated ceiling framing and miscellaneous masonry demolition, repair and re -pointing. All Mansion roofs were to be demolished and re -framed with either new structural steel or wood, or both depending upon location. The new roofing was to be fully adhered EPDM single ply membrane and mechanically attached lead coated copper flat seam metal roofing depending on location. The work at the soffits and fascias required shop fabrication and replication of historical detailing with sections of the fascia/soffits preassembled offsite. The Town received and opened bids for this project on August 30, 2007, and the lowest acceptable bid was by Piazza Brothers Construction, Inc. of Valhalla, New York for a total price of $894,980.00. This included the base bid price or $837,660.00 and three alternates totaling $67,300.00. The three alternates included (1) fabricate all new standing and running trim (including brackets) in cedar ($9,800.00); (2) provided new lightning protection system ($35,000.00); and (3) provide new winter temporary roof protection ($12,500,00). The Town Board decided ndt to award this bid, so no further action was undertaken at that time to repair the roofs. ■ There was a second bid manual prepared for the Town by Quality Environmental Solutions & Technologies, Inc, and dated August 12, 2007; which pertained to the removal and disposal of lead based paint on the interior walls of the Mansion and the asbestos abatement of the existing rooting material. In June, 2008 Morris Associates presented a proposal from Vanguard Roofing for the repairs to the mansion, as follows: A. Temporary Tarp 1 — Lower fiat roof below the main upper roof at roof access hatch - $2,387,00, Provide temporary roof coverage for water -proofing over the existing roofing material on the lower roof of the mansion. This roof is currently leaking and is causing damage to the flooring and walls inside the mansion. This work should be performed as soon as possible to prevent further damage. The roof will eventually need to be replaced. An alternate for permanent repair of the lower flat roof included replacement of sheathing as needed and install an EPDM roof in lieu of a temporary tarp for $12,463.00. . 13. Temporary Tarp 2 First floor angle bay roof , $1,973„00 Provide temporary roof coverage for water -proofing over the existing roofing material, which is leaking and causing damage to the flooring and walls inside the mansion. This work should be performed as soon as passible to prevent further damage. The roof will eventually need to be, replaced. An alternate for permanent repair of the angle bay roof included replacement of sheathing as needed and install an EPDM roof in lieu of a -temporary tarp for $1,3,419.110. C. Partial demolition of 2 prick chimneys In the maim upper roof - $6,244,00 This, proposal is to remove the top 2/3's portion of the 2 chimneys, and seal off the chimney that is not connected to the furnace, and to provide a water- proof chimney cap and galvanized metal cover to the second chimney, which will allow the furnace to be operated_ The top two -third's of the chimneys, which are brick, have deteriorated and the mortar has worn away leaving the bricks loose. Remedial roof repairs to the seams in the roofing on the' main upper roof • $8,232.00 This proposal is for removal and repair of "blisters" in the existing asphalt membrane roofing, and to provide reinforcing and water -proofing to the seams that have opened up in the roofing material. These open seams are allowing water to seep into and underneath the roofing, and will likely cause damage to the wood deck and structure below the roof. The total cost for this work is $18,836.00 or $40,358.00 with permanent repairs to the lower flat roof and angled bay roof.
