The Zoning Board of Appeals recommends that a Special Use
Permit be issued upon compliance of the following conditions:
1. Approval of the Town of Wappinger Highway Superintendent
shall be obtained.
2. Approval of the Dutchess County Department of Health
shall be obtained.
3. Appellant shall comply with the requests of the Hughsonville
Company in accordance with their letter dated August 14th, 1979.
A copy of said letter is attached.
4. Any signs to be erected shall comply with the requirements
of the Town of Wappinger Zoning Ordinance. The Appellant shall
contact the Zoning Administrator before any signs are erected.

Dear Mrs. Russ:
After reviewing the application of the above, Hughsonville
Fire District has the following requests/comments:
1. Basement cannot be used by children unless two approved
exits are provided. Also emergency lighting.
2. The exit from the kitchen to the basement is definitely
not an approved exit.
3. Are smoke detectors battery~operated or permanent 110
volt system connected to a fire alarm system.
4. Fire extinguishers must be approved by the Board of Fire
Prevention of the Hughsonville Fire Co. and the location
of moutings to be determined by Lt. Bartholomew. In con-
junction with this, an inspection should be made before
the building is occupied.

To Whom It May Concern;
This application for zoning approval is one of the first
steps towards my fulfilling a personal ambition of owning and opera-
ting a pre-school playgroup. I feel my playgroup would not only be
of personal benefit, but would be an asset to the To~~ of ~appinger.
I currently hold a B.A. in psychology from Marist College,
and am working towards an M.A. in community psychology. For the past
several years I have been employed by the Astor Day Treatment Center
as a recreational and educational therapist for pre-schoolers. While
I have enjoyed working with handicapped children, I feel the time has
come for me to expand my horizons.
I am a certified in lifesaving, first aid, and C.P.R., all
of which would be of assistance in running a program. for young chj ).dren.
I have done a great deal of volunteer work with children, particularly
at St. Mary'S Church, Wappingers Falls. I not only have directed many
programs, but have also developed programs when the need warranted.
Neighborhood Playmates will be a playgroup for children
aged three to five years. It will operate two sessions, a morning
session from 9:00 A.M. to 12:00 noon, and an afternoon session from
1 :00 P.M. to 4:00 P.M.
The Neighborhood Playmates program will be geared towards
providing a variety of experiences for pre-schoolers. They vall parti-
cipate in activities involving arts and crafts, music, cooking, and
creative dance. Children graduating frm our center \ull also be adequate-
ly prepared to make the transition from playgroup to kindergarten. The
program will also acquaint the children with their local community
through field trips to local agencies and businesses.
The staff of Neighborhood Playmates are competent and very
enthusiastic. All have had experience working ~~th young children. In
addition to the regular working staff, field-work students from Dutchess
Community College will be placed at the center. Prese~tly, the center
will be affiliated with the Recreation Leadersl1..ip program, and future
plans are to include students from the Chiad Care and Nursery Education
programs.
I hope that this short surmnary has given you an idea of the
nature of the Neighborhood Playmates program. If you feel the need for
further elaboration, I would be glad to do a more extensive presentation.

Room uses and descriptions;
Bathroom - Contains one sink and toilet - proposal to add
two more toilets and one sink.

Kitchen - To be used by staff only. storage for snack and
cooking project materials.
Office - To be used by staff only. Contains general office
equipment , smoke detecter, and fire extinguisher.
General Activity Room - Children will use area for snack time
and for table work.
Play Room - Children will use room for free play activities,
contains smoke detector and fire extinguisher.
Quiet Room - Children will use room for reaiing, resting,
and other types of quiet activities.
Art Activity Room - Children will use room for arts and crafts
and other types of creative projects.
Entrance Foyer - Children will use this as entrance and exit
for sessions. Clothing and individual storage areas will be located here.
Large Motor Room - Children will use this area for indoor
play during rainy or cold weather. Contains bikes, '.r:ater table, indoor
sandbox and several other "outdoor" activities. Contains smoke detector
and fire extinguisher.
Main exits are located in the entrance foyer and general activity room.
The kitchen has an exit to the basement. Doors in the play room and
large motor room will be kept open during operating hours.
First aid kit is kept in the office.
Outdoor playground equipment includes two gym sets, one climbing dome,
one merry-go-round, and a sandbox. A fence is proposed for the future,
of the dimensions 50' x 50'.
