A Public Hearing was held by the Town Board of the Town of Wappinger on
November 19, 2003 at the Town Hall, 20 Middlebush Road, Wappingers
Falls, New York to hear objections to the Assessment Rolls for Special
Improvement Districts and Special Improvement Areas. Supervisor Ruggiero
opened the meeting at 7:35 p.m.

The Town Clerk offered for the record the Affidavits of Posting, Publication
and Mailings dul=y signed and notarized. (These Affidavits are attached
hereto and made part thereof the Minutes of the Meeting).
Supervisor Ruggiero announced that the reason the Public Hearing has been
called tonight is because under State Law we are required to notify the
residents of the setting of the special improvement districts which are known
as the water and sewer districts throughout the Town of Wappinger and
would set the capital rates which is the amount that appears on your tax bill
in January. At this time Supervisor Ruggiero wished to read into the
record, the water and sewer capital charges as they were in 2003 and the
change as they will be in 2004. The Fleetwood Water District for 2003
capital charge was $183.71 and will be reduced to $179.82 for 2004. The
Oakwood Water capital charge for 2003 was $13.26 which is being paid off.
Because Oakwood Water has connected into the Wappinger Central Water
District will have a capital charge of $148.89. The Central Wappinger Water
District which hail a charge of $32.50 for 2003 will have a charge and its final
payment of $32.48. After that payment in 2004, that bond will be retired.
The Tall Trees Water District capital charge for 2003 is $26.02 will go down
$24.45 for 2004. The Wappinger Park Water District has a bond
indebtedness of $234.55 for 2003 and for in 2004 $238.53. The Myers Corner
District will have a capital payment for 2003 of $645 down to $628 for 2004.
The North Wappinger Water District in 2003 has $7.35 per year of bonding
indebtedness and in 2004 will be $7.00. Wappinger Cranberry Water for
2003 will have a capital charge of $10.10 and in 2004 will go down to $9.78.

We have a water improvement project called 99-1 project which has a 2003
charge of $11.22 and will drop to $9.37 in 2004. The Wappinger Water
Et Improvement Project know as 99-2R has a capital charge of $66.96 for 2003
and in 2004 will have a capital charge of $63.43. In 2003 the sewer bonding
I for the Wappinger Sewer Improvement Area I was $143.68 and in 2004 will

f be reduced to $130.90. Wildwood Sewer had a $43.74 charge for 2003 and
will be reduced in :2004 to $41.92. Sewer Transmission Treatment #1 which
is the Tri -Municipal had a $267.00 charge for 2003 which will be reduced to
$248.46 for 2004. Wappinger Sewer Transmission Treatment #2 has two
different charges. There is a charge of $59.69 for residents who have 100%
utilization of that facility. There will be no change in that charge for 2004.
For those residents who are paying for a transmission pipe they will be
paying $44.77 which is 75% of the full cost of the full benefit and there will be
no change in 2004. Our newest sewer Wappinger Sewer Transmission
Treatment #3A was paying $495.50 and in 2004 $487.30. Watch Hill Sewer
in 2003 was $48.11 and in 2004 will be $48.11. There is no capital
indebtedness for Mid -Point Sewer System or Fleetwood Sewer for 2003 or
2004. Next are the Operation and Maintenance charges which are quarterly
charges for those units that are currently hooked into a water or sewer
district which are billed quarterly by the town. The Fleetwood Water District
was $48.40 for 2003 and will remained unchanged for 2004. The Oakwood
Water District was $85 for 2003 and in 2004 will pay $30.25 per quarter.
This reduction is due to hooking into the Central Wappinger Water District.
The Central Wappinger Water District was $25 for 2003 and will increase to
$27.50 in 2004. The Ardmore Water District will go from $24 a quarter in
2003 to $27.50. The Tall Trees Water District paid $85 per quarter in 2003
and will remain unchanged in 2004. Wappinger Park Water paid $85 in 2003
and for the first three quarters they are projecting $85, but once they are
hooked into the larger water system will be paying $30.25 per quarter.
Myers Corner II Water District which is industrial commercial use and has
no residents paid $2,762 in 2003 and will pay $3,038 in 2004. North
Wappinger Water District currently pays $26.25 per quarter and in 2004 will
pay $27.50. Wappinger Sewer Improvement Area No. I for 2003 will pay $95
a quarter and $95 in 2004. Wildwood Sewer currently pays $85 per quarter
and in 2004 will pay $90. Phase 3A Sewer currently pays $65 a quarter and
in 2004 will pay $65. Mid -Point Sewer for 2003 pays $140 per quarter and in
2004 will pay $14-5. Fleetwood Sewer Currently pays $100 per quarter and in
2004 will pay $105. At this point Supervisor wished to open the meeting for
questions or comments. Dick Bickerman of 1 Primrose Court wished to know

what water district he was in. Mr. Paggi, Engineer to the Town informed Mr.
Bickerman he wits in the Central Wappinger Water Improvement Area,
Wappinger Cranberry, 99-1 and 99-2-R. Dan Takacs of VanVooris Terrace
wished to know if the areas that don't get water pay for the areas that do get
water or maintenance of the system. Supervisor Ruggiero answered "no" but
there is a bond that many residents of the town are paying for an oversized
transmission pipe for sewer that will ultimately be hooked into the homes.
There was a lapse in the plan to hook in sewers for years, but we recently
sent out over 4,000 water/sewer surveys and received over 3,000 responses.
We are looking for areas that are hot spots, then come up with a plan to serve
the rest of the Phase 3D area. There is no plan at this time to hook up
water, but now that we received all the responses we are compiling all that
data into a GIS snap and then work with our sister communities to come up
with a real plan. There will be some areas that are not economically feasible.
Mr. Takacs also wished to know how the cost of water to each resident is
calculated. Supervisor Ruggiero went on to explain the procedure to
determine the cost. Neil Fick of 3 Beechwood Circle said few years back
Beechwood Circle was originally part of a sewer expansion and it was cut out
because it was finally determined that there was not enough capacity in the
sewage treatment plant. He would like an explanation why he has been
paying for it on his tax bill every year. Supervisor Ruggiero explained that
the town was told by the Tri -Municipal Sewer Commission that we first were
going under the premise that we had a large capacity out there before we
needed to do a plant expansion. When we were told that the capacity that
was left in there was much smaller than what we were told, it forced us to
curtail our 3A project. Now that we are going into Phase 3B we are going to
have to do a plant expansion and those costs have to be figured out, but the
cost your are speaking of has nothing to do with the plant expansion. It goes
back to that Transmission #2 line which you will use when you do come in.
You are not paying for something that your not getting. When we do the
next phase of Tri. -Municipal and we have to do a plant expansion, then those
costs will be included in your bonding. You pay $44.77 per benefit unit in
2003 and $44.77 in 2004. This is strictly for the sewer transmission line. Mr.
Fick also wished to know if there were any plans on the table for Phase B.
Supervisor Ruggiero answered, "yes". Lawrence Byrne of Vorndron Drive
wished to know the water and sewer district he lived in. Jay Paggi, Engineer
to the Town replied he lived in the Rockingham Sewer District Transmission
& Treatment No. 1 &2. For Water he is in Central Wappinger, Wappinger
Cranberry, 99-1 .and 99-2R. Mr. Byrne also wished to know the remaining

term of the capital bonds on those projects. Mr. Terwilliger answered that
the remaining bond for Central Wappinger Water will paid up in 2004.
Wappinger Cranberry has eight years to go. The 99-1 bond has nineteen
years to go, and 99-2R bond is still under bond anticipation notes. Mr. Byrne
wished to know if his rates would go up to fund the capital fund improvement
at Keenan Acres Development. Mr. Paggi answered, "no" as a matter of fact,
his would go down. The developer installs the pipe extensions in that new
street at zero cost to the town, but the base of the indebtedness is now larger
so the per unit charge will decrease. Mrs. Olivieri of Old Hopewell Road
wished to know what district she was in. Supervisor Ruggiero answered
Phase 3A. Liz Rapozzi of 85 DeGarmo Hills Road was wondering when they
were going to be moving into the 21"t century. Supervisor Ruggiero
answered that her area was part of the Phase 3B study that was mentioned
earlier. Ann Acquanita of 10 Vorndran Drive wished to know will all the new
developments that are going in have sewer and water hook-ups. Supervisor
Ruggiero answered that it depended on the development. Some are within
the water and sewer districts. If they have the capacity, they are entitled to
receive service. Tim Stinson of Cameli Drive wished to know who was going
to pay for the Bond for proposed Wappinger Park Water. Mr. Paggi
informed Mr. Stinson that the residents of that district and commercial
properties that are going to be in that water district will pay for the Bond.
Sheila Vantine of Lane Gate Road wished to know when her area was going
to get town water and sewer. Mr. Paggi responded that she was not in a
water district, and there are no formal plans for bringing water to the
Wyndam Crossing area. She is however, in the overall town sewer district,
but it has not been decided which Phase.
There were no other questions or comments.
Councilman Paoloni moved to close the Public Hearing, seconded by
Councilman Valdati and unanimously carried.
The Public Hearing closed at 8:25 p.m.
