The property is adjacent and west of the Hughsonvi11e Fire Department. The subject property was pur- chased by the applicant for the sum of $18,000.00 in April, 1975. Prior to that, and on or about J'1arch 27, 1975, Michael Schwall made application for a Building Permit for the al- teration of a n existing building on the subject property. By letter dated April 11, 1975, Mr. Schwall was advised that he could park his business trucks on the subject property unti 1 such time as the site plan was approved oy the P1an- ning Board or 60 days, whichever carne first. A copy of said letter is attached hereto and marked Exhibit ",A tf. Subsequent thereto, and by letter dated May 7, 1975, ap- plicant was advised that th-e term "parking" did not include storage. Applicant was also informed of complaints of odors and f1ie& in the area and that the matter would be report~d to the Board of Health. In any event, the matter was placed on the Planning Board's agenda for 'June 2, 1975, at which time the applic~nt was again advised that this moratorium was in effect and that the plans could nQt be considered. In the meantime, the Health Department had conducted its investigation of the complaint of flies anG odors at the subject property, and by letter dated June 26, 1975, the applicant was advised that there was nQ ~ II . . . nuisance condition . . . at the time of the inspec- ., A t ion . . .
