The Workshop Meeting of the Town of Wappinger was held on April 8, 2002,
at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York.
Supervisor Ruggiero opened the meeting at 7:30 p.m.

DISCUSSIONS/PRESENTATIONS
1. SMITHTOWN ROAD REPORT, Jay Paggi, Engineer to the Town. Mr.
Paggi presented several designs for the reconstruction of the curve on
Smithtown Road. After his office performed the necessary survey
work he felt the 30 mph speed design would work best while
maintaining the existing trailer, an existing septic and the existing
well. His office had estimated the cost of the project last year to be
$185,000, but that did not include the cost of land acquisition, but did
include the cost of the house demolition, which has been done at a cost
of $30,000, which could be deducted. Graham Foster recommended
this project be a CHIPS project instead of going out to bid. It would be
considered a capital project. Discussion followed NO ACTION TAKEN
2. REPLACEMENT OF RECREATION DIRECTOR, Ralph Holt,
Chairman. Mr. Holt informed the board that Stephen Lowery has left.
Recreation has advertised for a replacement and received a number of
excellent candidates. They believe they have found a replacement for
Mr. Lowery. His name is Cyril J. Rottkamp and Mr. Holt is
requesting the approval of the Town Board to hire him. He has a very
lengthy resume, and Mr. Holt feels he possesses the skills and
experience to perform this function. COUNCILMAN VALDATI
explained that it has been the practice of the Town Board to interview
for any positions that are vacant in the Town of Wappinger. None of
the prospective candidates were interviewed. Mr. Holt informed the
board that he would be delighted to turn the interviews over to the
board.. There were nine interviews. He has been doing this for the
last nine years. COUNCILMAN VALDATI felt this should be part of
the Town Boards responsibility. COUNCILMAN VALDATI would like
to schedule the short list of those that would be eligible for interviews.

SUPERVISOR RUGGIERO scheduled the interviews for April 10, 2002
at 7:00 p.m.
3. RECREATION/PARK MAINTENANCE PERSONNEL, Ralph Holt.
Mr. Holt explained that Recreation has not been successful in the
hiring of full time people for their maintenance staff. They find people
qualified to perform the job, but have been unable to meet the salary
requirements. The people they are looking at have the ability to drive
most heavy equipment and perform functions far beyond the
capabilities of just a laborer. Mr. Holt submitted two (2) resumes for
the board to look at in the hope that the Town's salary policy will be
adjusted so that we may offer these two candidates a job with
recreation maintenance. Discussion followed.
COUNCILMAN VALDATI moved to eliminate the part time position in
recreation and create two (2) full time positions, upon the recommendation of
Mr. Holt.
Seconded by COUNCILMAN PAOLONI
Motion Unanimously Carried
4. BILL VERLIN REQUEST. Mr. Verlin is requesting permission to
have some trees removed that are on town property (Grid #985355). If
he could get permission to have these trees taken down, it would
enhance the view not only his property, but also that of the towns
park. Discussion followed. SUPERVISOR RUGGIERO informed the
board that he would contact Mr. Verlin and inform him that town will
not remove the trees.
COUNCILMAN PAOLONI moved to accept the correspondence and place it
on file.

RESOLUTION NO. 2002-123
RESOLUTION AWARDING CONTRACT NO. 2002-03 (21)
FOR SPOOK HILL ROAD RECREATION PARK
The following Resolution was introduced by COUNCILMAN COLSEY and
seconded by COUNCILMAN PAOLONI.
WHEREAS, the advertisement for bids for Contract No. 2002-03(21) was
published in the Southern Dutchess News and Poughkeepsie Journal
newspapers on March 6, 2002; and
WHEREAS, bids were received and reviewed by the Engineers to the Town,
Paggi, Martin & DelBene; and
WHEREAS, the Engineers to the Town, Paggi, Martin & DelBene, have
provided an award and recommendation to the Town Board..

NOW THEREFORE, BE IT RESOLVED, that the Contract No. 2002-03(21)
for the Spook Hill Recreation Park is hereby awarded to Sun Up Enterprises,
Inc., in the amount of $25,930.00 in accordance with the award
recommendation dated April 2, 2002 from Joseph E. Stankavage, Paggi,
Martin & DelBene, Engineers to the Town, to the Town Board members;
BE IT FURTHER RESOLVED, that Supervisor Joseph Ruggiero is hereby
authorized to execute said Contract on behalf of the Town.

RESOLUTION NO. 2002-124
RESOLUTION AUTHORIZING A PUBLIC HEARING
The following Resolution was introduce by COUNCILMAN VALDATI and
seconded by COUNCILMAN BETTINA.
WHEREAS, the Town Board of the Town of Wappinger previously authorized
the construction of the Wappinger Sewer Transmission/Treatment
Improvement Area Phase 3A which was to provide sewer services to
additional areas of the Town;
WHEREAS, the Sewer Improvements are nearing completion and property
owners within the Wappinger Sewer Transmission/Treatment Improvement
Area Phase 3A have been authorized to connect to the sewer system; and
WHEREAS, the Town Board wished to establish a Public Hearing on the
establishment of the operation and maintenance charges for those property
owners who connect to the sewer system authorized by the Wappinger Sewer
Transmission/Treatment Improvement Area Phase 3A.
NOW THEREFORE, BE IT RESOLVED, that the Town Board hereby
schedules a Public Hearing on the establishment of operation and
maintenance charges for those properties that connect the sewer facilities
within the Wappinger Sewer Transmission/ Treatment Improvement Area 3A
to be held at the Town Hall, 20 Middlebush Road, Wappingers Falls, New
York, on the 13th day of May, 2002, at 7:30 p.m., and that the Town Clerk be
directed to post and publish Notice of Public Hearing in the form annexed
hereto. Said publications are to be made in the Southern Dutchess News and
the Poughkeepsie Journal at least ten (10) days prior to the scheduled Public
Hearing.

RESOLUTION NO. 125 - 2002
RESOLUTION FOR AUTHORIZATION TO REQUEST THE
NEW YORK STATE LEGISLATURE FOR HOME RULE
LEGISLATION CREATING A LIBRARY DISTRICT FOR THE TOWN
OF WAPPINGER
The following Resolution was introduced by COUNCILMAN PAOLONI and
seconded by COUNCILMAN VALDATI.
WHEREAS, the Town Board wishes to create a Library District for the
purposes of funding the Town's financial obligations to Grinnell Library; and
WHEREAS, a special act by the New York State Legislature is required to
create a Library District; and
WHEREAS, the Town Board requires and seeks the assistance of Albert P.
Roberts, Attorney to the Town, to undertake the process of contacting the
appropriate members of the State Legislature, including State Senator,
Stephen Saland, and Assemblyman, Joel Miller, to begin the preparation of a
bill to submit to the New York State Legislature for Home Rule Legislation
creating the aforesaid Library District;
NOW, THEREFORE, BE IT RESOLVED, that Supervisor Joseph
Ruggiero, and Albert P. Roberts, Attorney to the Town, are hereby authorized
to take whatever steps are necessary to establish a Library District for the
Town of Wappinger and to contact the appropriate members of the State
Legislature, including State Senator, Stephen Saland, and Assemblyman,
Joel Miller, to begin preparation of a bill to submit to the New York State
Legislature for Home Rule Legislation creating the aforesaid Library District.
