2001-11-08 PH11/08/2001.PH A Public Hearing was held by the Town Board of the Town of Wappinger on November 8, 2001 at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York on the Preliminary Budget for 2002. COUNCILMAN VALDATI opened the Meeting at 7:05 p.m. Present: Robert Valdati, Councilman Vincent Bettina, Councilman Joseph Ruggiero, Councilman Joseph Paoloni, Councilman Gloria J. Morse Town Clerk Others Present: Gerald Vergilis, Acting Town Attorney Graham Foster, Highway Superintendent Absent: Al Roberts, Attorney to the Town Constance Smith Supervisor COUNCILMAN VALDATI explained that he received word that Mrs. Smith is on vacation and her deputy was unable to attend, so as senior member of the board he will be conducting tonight's meeting. The Town Clerk offered for the record the Affidavit of Posting and Publication duly signed and notarized. (These Affidavits are attached hereto and made part thereof the Minutes of the Meeting). COUNCILMAN VALDATI wished to know if there were any questions or comments from the audience. One of the residents wished to know where he could get a copy of the budget. COUNCILMAN VALDATI explained that copies are available through the Town Clerks office with a Freedom of Information Request. COUNCILMAN VALDATI explained, that since a Preliminary Budget was not adopted by the Town Board about ten days ago we have been left with a 52% tax increase. He announced that the board will work diligently to bring this budget down to an acceptable level that people can live with. The Media was notified today there would be a meeting on Tuesday the 13th of November and we will be having a Public Hearing on the Benefit Assessments Improvement Areas and Districts and then adopt the budget. There were no more questions or comments. At this time COUNCILMAN PAOLONI moved to close the Public Hearing, seconded by Vincent Bettina and unanimously carried.. COUNCILMAN RUGGIERO moved that we amend the Workshop meeting on Tuesday November 13th Agenda from adopting the budget, to a Regular budget workshop for further deliberation of the budget and move by resolution of the Town Board, the Town Clerk provide notices to all Town 1 11/08/2001.PH Board members and Supervisor that we will be meeting Thursday, November 15th for a budget Workshop and Monday, November 19th at 7:00 p.m. for the purpose of adopting the budget. Seconded by Mr. Bettina Motion Unanimously Carried COUNCILMAN RUGGIERO requested Attorney, Gerald Vergilis to give an opinion tomorrow on the appropriateness of the above resolutions in case some questions are raised as to their validity. COUNCILMAN BETTINA wished to have it on the record, that he did call the Town Clerk on October 29th and inform her he was ill and would not be able to attend the meeting that night. COUNCILMAN VALDATI moved that the Minutes of October 29th be amended to reflect that Mr. Bettina did in fact call the Town Clerk informing her that he was too ill to attend the meeting. Seconded by Mr. Paoloni Motion Unanimously Carried At this time Judy Pavelock of 3 Fleetwood Drive wished to know how the Board was going to go about decreasing the increase. COUNCILMAN VALDATI explained that what we have is the Supervisors Tentative Budget which is now the Preliminary Budget. That in itself contains the 52% increase. The Board will then proceed to remove the items that it feels are not necessary at this time, in terms of equipment and expenditures. We will also look at our Fund Balance and the types of money that we need in order to maintain a good cushion for the town in order to do business. We will also look at projections of sales taxes and what they should be. We will also look at expenditures for the different departments. By the time we finish we will have a more professional document in hand.. COUNCILMAN RUGGIERO announced, in all fairness to the Board, we were only given ten days to work on the budget and that's why we were unable to come to an agreement on the Preliminary and are still sitting with the Tentative, but there is still enough time to get everything done that we need to. COUNCILMAN VALDATI wished to have it on the record that a very important member of any budgetary concerns is missing tonight, the Comptroller. Resident Al Casella wished to know, if the board knew that they had a contingency why did they put out a 52% tax increase. The Board explained that this was the Supervisors budget. COUNCILMAN RUGGIERO explained yes, Mr. Casella was partially correct, during the period when we were in between budget workshops we only had 3 meetings and the Supervisor and Comptroller decided that they would come back with a 27% 2 11/08/2001.PH tax increase instead of a 52% tax increase. We have been saying from day one that we have ample surpluses to offset these increases. We were way under estimating revenues and overestimating expenses. COUNCILMAN VALDATI explained that we requested the Comptroller to come back with projections and they were not accurate to the levels we wished to see. We were given a document that was done in a totally different fashion. COUNCILMAN RUGGIERO informed Mr. Casella that none of the Board members was polled as to what they wanted on the budget. COUNCILMAN VALDATI moved to close the Public Hearing seconded by Mr. Ruggiero and unanimously carried. The Public Hearing closed at 7:25 p.m. At this time, 7:30 p.m. Mr. Terwilliger the Comptroller arrived. He explained that he had been informed by the Supervisor that this evenings meeting was to start at 7:30 p.m. COUNCILMAN BETTINA moved to reopen the meeting, seconded by Mr. Paoloni and unanimously carried.. COUNCILMAN VALDATI moved authorize the Town Clerk to purchase a FAX machine appropriate to the needs of her office. Seconded by Mr. Ruggiero Motion Unanimously Carried The Town Clerk wished to know if she had to submit 3 quotes for the FAX machine and Mr. Terwilliger informed her that they had just received 3 quotes for a FAX for the Justice court and are in the process of purchasing one so we can use those quotes in order to purchase a FAX for the Town Clerk. There was no other business to come before the Board. COUNCILMAN VALDATI moved to close the Public Hearing, seconded by Mr. Paoloni and unanimously carried..
