The Workshop Meeting of the Town of Wappinger was held on June 11, 2001,
at the town hall, 20 Middlebush Road, Wappingers Falls, New York.
Supervisor Smith opened the meeting at 7:35 p.m.

Supervisor Smith wished to have it to noted in the records that Mr. Valdati
was absent due to illness.
The first item on the agenda is the Meadowood Proposal. Supervisor Smith
announced that we have been negotiating with Mr. Domber for the
Meadowood Wells located on All Angels Hill and Old Hopewell Road. The
Town has been negotiating and has finally come up with a proposal which is
acceptable with this board.
COUNCILMAN BETTINA moved to authorize the development of a formal
contract for the purchase. Development of an amendment of a Map, Plan and
Report of 99-2(R). Development of Map, Plan and Report for the Meadowood
Water District.
Seconded by Mr. Paoloni

Next is the Piqwon proposal. The Town Board had some concerns with the
application that was submitted. The word "warehousing" was a concern. The
owners proposed abdicating the use of heavy storage because they have
substantially less equipment than they used to. The don't plan to hide it or
keep it in buildings. There is no guarantee that the equipment may go back
to the shop for repair, but the activity would be substantially reduced. It is
customary for Piqwon to receive ceiling tile and hold it for a week until the
project is ready for receiving, that's the sort of warehousing they are talking
about. They will have scaffolding, drills, skill saws, that is their intent meant
by warehousing and storage. Mr. Roberts informed the owners, that's what
has to be clarified. What we have is a neighborhood business zone that has
some pre -established non -conforming uses, that at one time, were validated
prior to that. We cannot allow or permit something that is not permitted in

our zone unless there is some confirmation of a status as a non -conforming
use. Just to say, "warehousing and storage" could be anything. The owners
must draft an application and be specify what materials will be stored. They
must also be more specific with, what is grandfathered. Discussion followed.
COUNCILMAN RUGGIERO moved to authorize Supervisor Smith and
Attorney to the Town Al Roberts work with the owners in scoping out the
facts and authorize Mr. Roberts to write a determination of facts as to what is
permitted under the circumstances.

Next is Dr. Vilardi's request. Dr. Vilardi is constructing a new residence in
the Town of Wappinger and the property extends from frontage on
Baxtertown Road in the Town of Fishkill to vacant land which fronts on
Kretch Circle in the Fleetwood Manor Subdivision. There is a 50 ft. right of
way which is a paper road owned by Gallo Brothers Holding Company. The
Gallo Brothers were under the impression that the Town owned the road and
the property has gone untaxed for 30 years. All efforts to acquire the 50 ft
runway have failed and he is requesting the Town Board to condemn it and
turn it over to him. Discussion followed.
COUNCILMAN BETTINA moved to authorize Supervisor Smith to contact
Dr. Vilardi informing him that the town does not wish to participate in this
action.

Kevin Jeffreys of Northeast Computer went over the cost breakdown for the
development of a Website for the Town of Wappinger.

Mr. Jeffreys also informed the board that he received a print out from Blue
Shark Web Design. He called them and feels that this is an unbelievable
deal. There is a $370 one time fee for them to develop 25 pages including
animations, sound, gifts, etc. on the Website, including web enabling your
town. There is also a monthly fee of $40 per month to host the Website.
There is no way that Northeast Computer can compete with this. Mr.
Jeffreys contacted them and was told they also wrote the software. We fill
out the information about the town, provide the seal etc., and they will design

the whole thing in less than a week. He feels that this should be
investigated further. Discussion followed.
COUNCILMAN PAOLONI moved to authorize Kevin Jeffreys to investigate
Blue Shark Web Design for the Town of Wappinger and revise his proposal.

At the May 2001 Town Board meeting, Jay Paggi, Engineer to the Town was
authorized to prepare a desktop study to determine the cost of replacement
of the existing concrete curbs in the Rockingham Subdivision. The curbs are
proposed to be replaced with poured -in-place concrete curbing trying to
achieve a 6" reveal from existing pavement. It was determined the total
length of curbs to be approximately 45,600 feet. Total project cost to replace
the 45,600 foot of curb is estimated to be $2 million. Discussion followed.
COUNCILMAN RUGGIERO moved to authorize Mr. Paggi to prepare an
analysis of Benefit Units as if it were just a district and an analysis of a town
wide charge.

COUNCILMAN RUGGIERO moved to authorize Al Roberts, Attorney to the
Town to look into issues regarding a district charge and if residents have a
vested right to continued maintenance of curbs.

The next thing on the agenda is the Doyle Drive Orange Ooze.
SUPERVISOR SMITH announced that she received a letter from the DC
Department of Health informing her that the seepage entering the drainage
ditch near 27 Doyle Drive was sampled for fecal coliform on May 16, 2001 and
May 29,2001. The results from both samples indicate that fecal coliform was
not detected. A screening test for iron and manganese was also performed.
The results of the screening test indicated high levels of both metals. The
elevated iron and manganese levels appear higher than that caused by
natural conditions and may be the results of buried metal corroding.
COUNCILMAN RUGGIERO moved to authorize Al Roberts, Attorney to the
Town to obtain permission to gain entrance on private property.

At the May 21st 2001 meeting of the Planning Board, a discussion commenced
regarding the acquisition of land needed for the enlargement of the
intersection of Widmer Road and New Hackensack Road. Cranberry Hills is
willing to make the road improvements needed, but the land in question is
privately held and needs to be purchased. The Planning Board would like to
recommend the Town initiate the purchase of this land. Discussion followed.
COUNCILMAN RUGGIERO moved to authorize Jay Paggi, Engineer to the
Town to identify the horizontal and vertical deficiencies.

Highway Superintendent to work together in obtaining the necessary paper
work for the acquisition of the land.

Engineer to the Town, Jay Paggi submitted the draft copy of the Map, Plan
and report for Oakwood Knolls Water District. The total capital cost to
construct the proposed improvement is $205,000. To retire the estimated
debt of $205,000, it is proposed to issue serial bonds over a period of 20 years,
to be paid for by the existing 79 benefit units in the Oakwood Knolls District.
Maximum first year capital cost utilizing net level debt service, a term of 20
years, and an interest rate of 6% are calculated to be $248 per BU and the
O&M charge would be between $25-$30 per quarter.
COUNCILMAN RUGGIERO moved to set a public informational meeting.
Seconded by Mr. Paoloni

There was no other business to come before the Board.
COUNCILMAN PAOLONI moved to close the meeting, seconded by Mr.
Bettina and unanimously carried.
