TELECOMMUNICA TIONS MANAGEMENT - THE ITC ROLE
The effective management of a company's telecommunications system enhances every aspect of
business operations and perfonnance. However, with so many choices available, it can be
difficult for company managers to select the products and services, which best match their
business' unique requirements.
ITC analyzes each customer's specific needs and recommends a customized solution designed to
maximize cost effectiveness and system perfonnance. ITC has developed strategic relationships
and acts as a central contact between the business user and the various teleconm1Unications
vendors contributing to the system, allowing the customer to address a range of issues with a
single phone call.
lTC's role includes:
. Local Trunldng and Facilities Management - We will engineer the proper trunking
facilities and coordinate installation for all voice applications. Whenever trunks, lines or data
facilities are needed, we will provide a single point of contact to ensure the integrity of all
services.
. Long Distance Recommendations and Implementation - provide ongoing negotiation
with long distance caITiers on the customer's behalf, providing increased savings, enhanced
features, and efficient, pro-active service. We will also serve as the central coordinator for
all service implementation issues, ensuring that all vendors perform to contractual
specifications.
. Corporate Cellular Service Implementation - We leverage cellular service to allow for
simple dispersed communications while controlling monthly expenditures.
. Data Connectivity and Internet Access Assessment and Implementation - We will
provide needs assessment and recommendations on the customer's behalf, providing best in
class providers with highly available and reliable infrastructures.
. Customer Service Contact - We will serve as the primary point of contact for customer

responsibility for all your equipment and service needs.

TRAINING & IMPLEMENT A TION
TRAINING
At lTC, every system we install is designed with the customer in mind, and is intrinsically easy
to use. However, effective implementation and acceptance of any new office system requires a
structured, ongoing training program. Our staff of highly trained customer service
representatives work with each customer to develop a training program designed to maximize the
potential of your system and your staff.
How It Works
Prior to installation, our Operations Team will contact you to discuss the scope of the training
service and material available, and to work with you to create an effective learning experience
for your staff. Training usually consists of classes at your facility conducted in groups of
approximately ten employees who all share similar job duties, or who will be using the same
type of telephone. The functionality of the system will be thoroughly discussed, activation of
various features will be demonstrated, and employees will receive hands-on operation
experience. Each employee will also receive a Instrument Users Guide to keep for future
reference and a custom Basic Phone System Procedures Guide - a simple easy to use reference
piece providing step by step instructions on the most widely used features.
Your main system operator and back-ups serve as your telephone "front door", and their ability
to answer and process incoming calls is critical. These staff members will receive special
attention to ensure their complete familiarity and confidence with the system.
On the day of final installation and activation, staff will be on-site to assist operators in
processing "live" calls, and will be available to the rest of the staff for questions and follow-up.

SOLUTION DESIGN OVERVIEW
During our discovery phase it is apparent that your telecommunications system is a mISSIon
critical component for the Town and the primary method of communications to and from your
constituents, vendors and other government agencies.
Although the existing system works, it is severely inhibited and will not meet the application

Comments:
Attached find the letter which was sent to all the vendors proposing a bid for the
phone system. As you know, an upgrade such as this requires a minimum of three
(3) bids.
In review of my records, the May 11th letter was faxed to your attention, but using
the Troy fax number.
The letter was sent to each vendor as we are required to have bids that are
essentially equal. The change in the number of phones reflects a decrease in
employees due to budgetary layoffs in January.

Request for Proposals - Phone System
Revised Specifications
Dear
I apologize for the belated response in respect to your proposal of a new phone system for the
Town of Wappinger Town Hall.
When this process originated, the Town of Wappinger had a greater population of employees. Due
to a re-organization of departments, the exposure has changed. Please accept the below as a revised
list of specifications for which we request a modified proposal from your company:
Phone Lines
1. Current number of full-time (35+ hours/week) employees: 25
2. Current number of part-time (17 hours/week) employees: 4
3. Necessary fax lines: 11
4. Building Central Station Monitoring line: 1 (may be shared w / above)
Phone Features
Each phone should have the following:
1. V oicemail retrievable off-site
2. Call-ID
3. Ability to transfer calls between departments
4. Ability to forward calls (internal & external destinations)
Conference Room (1) shall have ability to conference multiple outside parties. Conference room is
counted as a "part-time" phone above.
Full-time employees: Packaged local/long distance
Part-time employees: Pay per call local/long distance

Auto-Attendance/DID
The phone system shall have the following features:
1. Main phone number such as 298-1000, etc.
2. Auto Attendant enabling caller to choose department/party by menu
3. DID option for outside callers to call party without auto-attendant
4. Ability to change auto-attendant on temporary basis to outgoing message in the event of
an emergency situation, closing, etc.
Thank you for your attention to these revisions. In order to provide the Town Board with a
resolution considering the awarding of a bid at the June 8,2009 meeting, I will need your written
