Several years ago, it was decided that additional fees should be charged to those people who had outstanding building permits and never called for tinal inspections. 1 belIeve the source of that came from one of Karl' s predecessors, but basically it is my understanding that anyone who has an expired building permit was supposed to pay the retroactive fee in order to get a Certificate of Occupancy issued.
