2000-11-08 SPM11/08/2000.SPM A Special Meeting of the Town Board of the Town of Wappinger was held on November 8, 2000 at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York. SUPERVISOR SMITH called the meeting to order at 7:40 p.m. Present: Constance Smith, Supervisor Robert Valdati, Councilman Joseph Ruggiero, Councilman Joseph Paoloni, Councilman Elaine H. Snowden, Town Clerk Absent: Vincent Bettina, Councilman Al Roberts, Attorney to the Town Jay Paggi, Engineer to the Town The Supervisor scheduled the Meeting on November 8, 2000 for the purpose of appointing secretaries (2) to the Planning & Zoning Board. Supervisor wished to appoint Barbara Roberti for the full time position as secretary to Planning and Zoning starting November 13, 2000 according to first step of salary study. COUNCILMAN RUGGIERO moved to authorize the appointment of Barbara Roberti as full time secretary to the Planning & Zoning Board at salary as set as per salary study, step one. Seconded by Mr. Valdati Motion Unanimously Carried Supervisor Smith also wished to appoint Pat Toddaro for the part time position as secretary to the Planning and Zoning Board at $10 per hour for 17 1/2 hour week. COUNCILMAN VALDATI moved to authorize the appointment of Pat Toddaro to the part time position of secretary for the Planning & Zoning Board at a salary of $10 per hour for a 17'/2 week. Seconded by Mr. Paoloni Motion Unanimously Carried There was no other business to come before the board. Supervisor Smith announced that the Preliminary Budget shows an increase in A Fund from $1.04 in 2000 to $1.08 in 2001. The B Fund rate was $2.75 in the Preliminary Budget and is now $2.55. The Non -Homestead Town wide which is the B Fund was $2.54 and is now $2.24. The other commercial rate was $5.66 at the setting of the hearing, and is now $5.25. By taking the funds out of the Highway Department we were able to use the Fund Balance which appears in the B Fund which is very difficult to use. We can not use it until the highway fund is depleted. Once we deplete what we have in there, then we will take it from the fund balance on a case by case basis for him to get what he needs. We also opted not to put Recreation in the A Fund. Supervisor Smith asked if there were any questions or comments from the audience. Mrs. Pace wished to know what the non -homestead rate was last year. Comptroller Terwilliger announced that last years rate was $2.04 There were no further questions or comments from the audience.
