L The Reorganization Meeting of the Town Board of the Town of Wappinger was held on January 3,2000 at the Town Hall, 20 Middlebush Road, Wappingers Falls, Dutchess County, New York. Supervisor Smith opened the Meeting at 7:30 p.m. Present: Constanc.e Smith, Supervisor Robert Valdati, Councilman Vincent Bettina, Councilman Joseph Ruggiero, Councilman Joseph Paoloni, Councilman Elaine H. Snowden, Town Clerk Others Present: Albert Roberts, Attorney to the Town Jay Paggi"Engineer to the Town Graham Foster, Highway Superintendent The SUPERVISOR asked all to join in the Pledge of Allegiance to the Flag. The Supervisor confirmed the appointment of Deborah Viggiano as Deputy Supervisor/ Confidential Secretary and Angie Paustian as Bookkeeper. The TOWN CLERK confirmed the appointment of Sandra Kosakowski as First Deputy Clerk, and Florence Hannon as Second Deputy Clerk. The HIGHWAY SUPERINTENDENT confirmed the appointment of Glenn Thomas Heady as Deputy Highway Superintendent. SUPERVISOR SMITH moved to appoint Mark Liebermann as Civil Defense Director for the Town of Wappinger, to the Dutchess County Office of Disaster Preparedness. Seconded by Mr. Ruggiero Motion Unanimously Carried Before the close of the meeting, Mr. DiNonno and several member of the Planning Board came to the meeting as requested, in order to discuss appointment of a Planning Board member. SUPERVISOR SMITH questioned Mr. DiNonno on the Planning Boards decision whether or not to reappoint Mr. Gagne. Mr. DiNonno answered, that at the last meeting, the Planning Board left the decision in the hands of the Town Board. COUNCILMAN RUGGIERO announced that he had attended the meeting of the Planning Board, where they voted in favor of recommending Mr. Gagne again. Mr. DiNonno explained, that after that meeting he received phone calls from several of the members, and brought up the nomination of Mr. Gagne at the Executive Session of the December 20th meeting. COUNCILMAN RUGGIERO informed Mr. DiNonno, that at the December 6th meeting that he attended, Mrs. Visconti made a motion to nominate Mr. Gagne, and after some discussion, the Planning Board members voted in favor 6-1 for Mr. Gagne. Mr. DiNonno explained that after that vote, there was some misunderstanding by the board members. They thought they were voting on the chairmanship, so in Executive Session on December 20th it was discussed again, at which point it was decided by the members who were present, that no recommendation FOR or AGAINST, would be made, they would leave it in the hands of the Town Board. Mrs. Visconti informed the Board that that she was absent from the December 20th meeting, but at the December 6th meeting, she made a motion, that the Planning Board make a recommendation to the Town Board, that Mr. Gagne be re-appointed, there was a second, there was a vote, and it was unanimous at their meeting. It was determined at that meeting that a letter of recommendation be sent and none was sent. It was also alleged that the Planning Board Minutes did not reflect the December 6th vote having been taken. SUPERVISOR SMITH explained that the reason there was no letter of recommendation sent to the Town Board, was because of confusion among the Planning Board members. They thought they were voting for the Chairmanship. They had another meeting to straighten this out. COUNCILMAN RUGGIERO said, according to discussion that went on at the meeting he can't see how such competent people could misunderstand what they were voting on. It was very clear by the vivacious discussion. To tell this Board at this point, that there was a misunderstanding, I feel you J J j 32 Ol103/2000.REO.MTG. 1 '- are doing yourselves and the Board a disservice. COUNCILMAN BETTINA wished to know if the Secretary was present the night of the 6th recording the minutes, and Mr. DiNonno replied that she was. COUNCILMAN P AOLONI moved to authorize the Planning Board Secretary, prepare a verbatim transcript of the Minutes of the December 6th Meeting for the Town Board. Seconded by Mr. Ruggiero Motion Unanimously Carried There was some discussion on the possibility of editing of the Minutes. Mr. DiNonno stated there was no editing of the Minutes of the meeting in question, however, the day after the meeting Mr. DiNonno did receive several phone calls about the vote. At that point he told, Christina not to send a letter of recommendation until they discussed it. COUNCILMAN RUGGIERO said if there was a motion made by the Planning Board and it was a part of Public Record, no one has the authority to strike that from the record at any time. He wishes to find out why it is not reflected in those Minutes. i i... COUNCILMAN RUGGIERO moved to offer the name of Guy Gagne be appointed as a member of the Planning Board. Mr. Musto explained that at the meeting in question, everyone was present, and a vote was taken. Mrs. Visconti made a motion, but he does not remember who seconded it. Mr. Musto began to have second thoughts about voting for Mr. Gagne. He wasn't being very honest with himself. One person did speak up (Mr. Parsons). The reason Mr. Musto objects to the appointment of Mr. Gagne is because he is a civil engineer. We have a civil engineer (Engineer to the Town, Jay Paggi). It is very disruptive for Mr. Paggi to come in and give his opinions and recommendations, which we have not had a problem with for years. Now we have Mr. Gagne. There is a conflict. We have an Engineer that we pay, for recommendations and suggestions. Mr. Musto explained he should have voted Nay, but the vote came up so fast, that he did not expect it. For chairman, yes. COUNCILMAN BETTINA moved to adjourn the Reorganizational Meeting, seconded by Mr. Ruggiero, and unanimously carried.
