Smith, Supervisor Re: Cellular Towers Moratorium Our File No: 12951.0212951.0293 Dear Connie: I enclose herewith proposed Local Law adopting a Cellular Tower Moratorium, together with the Introductory Resolution, Short Form EAF and Notice of Public Hearing. I also enclose correspondence and resume from Walter A. Cooper, a consulting telecommunications engineer. Mr. Cooper was one of the panelists who discussed cell towers at the Farm and Home Center seminar in Millbrook this past September. As I am sure you are well aware, the telecommunications industry is as about as "high tech" as you can get. In order to have a meaningful cell tower law, we will need the experience and advice of someone with credentials similar to those of Mr. Cooper. Warren Replansky is the Attorney for the Town of North East, and Mr. Replansky advises that the Town was very pleased with Mr. Cooper's services. Mr. Cooper's presentation at the Farm and Home Center was very informative and his credentials and expertise very obvious. Accordingly, I would recommend that the Town employ Mr. Cooper as its consulting engineer in connection with this project. It must be remembered that the moratorium is only for a period , Town Board, Town of Wappinger Attn: Hon. Constance O. Smith, Supervisor November 5, 1997 Page 2 of four months, and, accordingly, the Board must act quickly to appoint an appropriate consultant to guide the Board in its investigative studies.
