RESOLUTION AUTHORIZING ALL DEPARTMENT HEADS TO ATTEND
PERFORMANCE EVALUATION SEMINAR
At the regular meeting of the Town Board of the Town of Wappinger, Dutchess
County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New
York, on November 22, 2004 at 7:30 P.M.
The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll
being called, the following were present:
PRESENT: Supervisor - Joseph Ruggiero
Councilmember- Robert L. Valdati
Vincent F. Bettina
Joseph P. Paoloni
Maureen McCarthy
ABSENT:
The following Resolution was introduced by Mr. Valdati and seconded
by Ms . McCarthy
WHEREAS, the Town Board wishes to authorize the Town Supervisor,
Comptroller, Building Inspector, Fire Inspector, Zoning Administrator, Receiver of
Taxes, Town Clerk, Recreation Chairman, and Chief Court Clerk to attend a class
sponsored by Lorman Education Services on "What Makes Performance Evaluations
Effective in New York" on January 11, 2005 in Albany, New York.
NOW, THEREFORE, BE IT RESOLVED, that the Town Supervisor,
Comptroller, Building Inspector, Fire Inspector, Zoning Administrator, Receiver of
Taxes, Town Clerk, Recreation Chairman, and Chief Court Clerk, is hereby authorized to
attend a class sponsored by Lorman Education Services on "What Makes Performance
Evaluation Effective in New York," on January 11, 2005 in Albany, New York, at a cost
of $299.00 per attendee with a total cost not to exceed Two Thousand Six Hundred
Ninety One dollars and no 00/100 ($2,691.00)

Harriet Rifkin
Harriet Rifkin is a principal of HR Consulting, LLC, a member of the BST
Advisory Network. Her practice focuses on human resource management and
the development of people within organizations. She has over 25 years of
experience in this field. In addition to launching her own human resource
consulting firm, As. Rifkin was previously a banking officer and then a principal
and corporate director of human resources for Einhorn Yaffee Prescott
Architecture/Engineering P.C. She has taught as an adjunct faculty member
for Siena College School of Business, Comell University School of Industrial
and Labor Relations Management Certificate Program and the Human Resource
Master's program of New School University. She has also been a speaker for
many programs highlighting issues relevant to recruitment, retention, 360 -
degree feedback and performance management. She received her B.A. degree _
in psychology and sociology from the University of Rochester and an M.S.
degree in career and human resource management from Rochester Institute
of Technology. Her involvement in the Capital District community has been
extensive over the years. She has written articles related to performance
management for the Capital District Business Review and Insights (a
newsletter for the American Council of Engineering Companiew?4assachusetts).
Throughout the years, Ms. Rifkin has guided marry of her clients through the
development of forms and processes for performance evaluations and
performance management Organizations often realize there is a strong
correlation between high performance, client satisfaction and profitability;
