RESOLUTION AUTHORIZING THE ZONING ADNIINSTRATOR TO ATTEND
THE NEW YORK STATE DEPARTMENT OF STATE CODES DIVISION
CERTIFICATION COURSES
At a regular meeting of the Town Board of the Town of Wappinger,
Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls,
New York, on the 23rd day of September, 2002, at 7:30 P.M.
The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll
being called, the following were present:

The following Resolution was introduced by Mr. colsey and seconded

WHEREAS, the Town Board wishes to authorize Tatiana Lukianoff, Zoning
Administrator to the Tow of Wappinger to attend New York State Department of State
Codes Division Certification Courses to be held on October 16-18, 2002 and October 22-
24 at the Westchester County Fire Training Center, Dana Road, Valhalla, New York.
NOW, THEREFORE, BE IT RESOLVED, as follows:
The recitations above set forth are incorporated in this Resolution as if
fully set forth and adopted herein.
2. Tatiana Lukianoff, Zoning Administrator to the Town of Wappinger is
hereby authorized to attend the New York State Department of State Codes Division
Certification Courses to be held on October 16-18, 2002 and October 22-24, 2002 at
Westchester County Fire Training Center, Dana Road, Valhalla, New York, in
accordance with the letter dated September 12, 2002 from Tatiana Lukianoff, Zoning
Administrator to the Town of Wappinger with no cost to the Town.

I respectfully request permission to attend the first course in a series of certification
courses held by the New York State Department of State Codes Division. These
certification courses, a series of five overall, are to be conducted this year and the neat and
consist of tutorial sessions which conclude with competency exams. They are being
conducted locally, either in Dutchess or the adjoining counties, and present no cost to the
Town. Successful completion of said courses would allow me, not only to better perform
my own job but also to fill in for the other code enforcement officials in our Town's
Building/Zoning/ Fire Department.

Attached please find the schedule for the educational programs being offered by the New
York State Department of State Codes Division. These programs are divided into the following
categories:
Basic Trainin Pro -gram - Four of the five Basic Training Courses have been developed
and are included on this schedule. The first course "Introduction to Code Enforcement" is a two-
part course conducted three days a week over two consecutive weeks. This course must be
attended as a single (6 days) scheduled course. (In other words, you cannot attend the first three
days of one course and the second three days of another). The three other courses on the Basic
Training Schedule "Inspection of Existing "Structures", "General Construction Principles" and
"Residential Code of New York State" will be conducted over a one-week period. The fifth
course in the basic training series is currently in the process of development and will be available
on the schedule for May or June of next year. Each of these courses will conclude with a
competency examination.
Successful completion of Courses 40 and 41 will qualify an individual for certification as a
Code Compliance Technician (Fire Inspector) for those whose jobs relate strictly to the conduct
of fire and property maintenance inspections. Successful completion of all five courses in the
Basic Training Program will qualify an individual for certification as a Code Enforcement Official,
for those individuals whose job may encompass the complete realm of code enforcement (fire as
well as construction inspections).
Advanced In -Service Training - This program combines both Phases 1 and 2 of the
Transitional Training Program for individuals previously certified in the New York State Code.
THIS COURSE WILL BE THE LAST OFFERING OF THIS PROGRAM prior to the expiration
of the regulation providing for this means of re -certifying for the new code. This course is
intended for those individuals who were previously certified but have not yet attended the
Transitional Training, or were unsuccessful in their previous attendance at this training course.
This course will conclude with a 2'/z hour competency examination.
Special Educational Programs - These programs are sponsored by the New York State
Building Officials Conference or the New York State Fire Marshals and Inspectors and their
affiliated chapters, to provide required in-service training to the code enforcement community.
Tracking of code enforcement officials annual in-service training records will commence in 2003.

Please read the following instructions carefully to avoid a delay in the processing of your application form. If you have
any questions or require additional information, please contact the Codes Division, Educational Services Unit at
(518) 474-4073.
Registration Form:
1. The form must be typed or printed legibly. Illegible applications will not be processed.
2. The entire form must be completed. Incomplete forms may require us to return your application for
completion and delay your registration into the requested course(s).
3. Only those students entering their Social Security No. will be entered into our computer data system.
4. You must include where you are currently employed. For example, City of , Town of _, Village of ,
County ofState (Name of Agency), Fire Department (Name of Department) or Private (Name of
Employer)
5. Application forms must be received at least 21 days prior to the scheduled starting date of the course for
which you are applying.
6. A confirmation letter will be sent to you upon acceptance into the course. Do not plan to attend unless
confirmation of registration has been received or verified by this office. You will not be allowed into class
unless you are preregistered and have been confirmed to attend.
7. Phone registrations will not be accepted.
8. Please do not contact the Department of State or the NYS Fire Academy to check on your
registration status unless you have not been notified within 10 calendar days of the class starting- date.
Prerequisites:
Basic Courses: Participants must complete the course prerequisites as indicated in the course listing. A copy of
the prerequisite certificate must be submitted with your registration form or as soon as the prerequisite course is
completed. Failure to submit the prerequisite certificate will result in your application not being processed for the
subsequent course.
Transitional Training Courses: Participants must be New York State Code Enforcement certified. This will be
the last offering of this programa
Fees: Courses conducted at the NYS Fire Academy in Montour Falls (listed as Schuyler County - Academy) require a
registration fee of $25. Payment must accompany this form. Checks or money orders should be payable to the
Academy of Fire Science. This fee is NON-REFUNDABLE. A registration fee is not required at any other location.
Materials: Students are required to bring their own copy of the "Codes of New York State". Those in need of these
code books must order them in advance of the scheduled course using the information on the last page of this schedule.
A hand-held calculator, paper and pencils are also required.

INTRODUCTION TO
CODE ENFORCEMENT PRACTICES
Part 1 - REGULATIONS, ADMINISTRATION AND
ENFORCEMENT
This program will discuss the role of the Code Enforcement
Official and the practices necessary to carry out the job for a
local government, including the process; from permit issuance,
inspections, records and paperwork, through enforcement actions
and legal recourse. In addition, a quick historical side trip will
provide a perspective for the laws and regulations which have
been enacted to create a uniform statewide approach to code
enforcement.
Part 2 - FIRE SAFE DESIGN
The focus of this portion of the course is to understand the basic
principles which create a building that will endure the effects of
fire and enable its occupants to safely escape. The New York
State Uniform Fire Prevention and Building Code provides this
blueprint. This course addresses the basic concepts in the code
which establish the minimum construction standards for all new
buildings, and demonstrates how the code balances the potential
hazards of the occupancy with the benefits of fire resistant
construction techniques, notifications and suppression equipment
and systems, and proper planning.
Both Parts 1 and 2 of the Introduction to Code Enforcement
Practices must be attended as a single (6 days) scheduled course.
This will provide 42 hours of classroom training including a 1.5
hour final exam at the conclusion of Pari 2.

COURSE 41 (CODES COURSE 2)
INSPECTION OF EXISTING STRUCTURES
Prerequisite: Course 40
Course 41 will provide the individual with the skills required to
conduct inspections of existing buildings using the Fire and the
Property Maintenance Codes of New York State. The course
will consist of standard lecture on a topic, followed by a virtual
inspection, requiring the student to utilize the information
gained from the lecture. An inspection form following the
course outline is included in the student handout material. The
course is designed to provide 24 hours of classroom training
including a 1.5 hour final exam.

RESIDENTIAL CODE OF NEW YORK STATE
Prerequisites: Course 40 & 42
This course will address the construction requirements for one
and two-family dwellings and low-rise multiple dwellings using
the Residential Code of New York State as the compliance
method. The program is designed to take the student through the
steps of a typical code enforcement permit process, including
code research, plan review and the inspection process. This
course will provide 24 hours of classroom training including a
1.5 hour final exam.

TRANSITIONAL TRAINING

"I" CODE REFRESHER WITH
NEW YORK STATE MODIFICATIONS
This program will prepare code enforcement officials for the
adoption and enforcement of the International Codes in New
York State. Providing code enforcement officials with the skills
essential for proper enforcement is a priority. This training
program will begin the process of familiarization with the
International Codes. An introduction and overview of the
International Codes will be covered, with attention being given
to new language and concepts. The New York State
Modifications to the International Codes will be addressed, and
an examination of competency will be administered at the
conclusion of the program. This program has been accredited
for New York State certified in-service training credit. This
course requires students to he certified in the original New
York State Uniform Code
