The Workshop Meeting of the Town of Wappinger was held on May 10, 1999
at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York.
Supervisor Smith opened the meeting at 7:38 p.m.

The first order of business, is Phil DiNonno, Chairmen of the Planning Board
speaking on behalf of Linda Nguyen, Secretary for the Planning Board and
Zoning Board of Appeals. The secretary is planning to leave her position if
she does not receive some sort of compensation for the work she is required to
perform. Discussion followed. Mr. Ruggiero said we need to address this
issue globally. Mr. Bettina said in order to be fair, a study must be done
ASAP. At this time Linda Nguyen was recognized, and she feels she deserves
a raise, deserved it a long time ago. Several years ago, Bill Parsons spoke on
her behalf and was told there was no money in the budget. Linda also spoke
to Mrs. Smith, stating she needed help in her office and wished to be
compensated. She feels Board does not know what many of the employees
do, or what their job responsibilities are. Mr. Valdati replied, do you realize
what would happen in this Town Hall if we gave you a raise, and did not look
at the rest of the town? We did not give the assessors aide a raise, we gave
the position a raise. We are trying to raise the salaries and reclassify jobs.
Further discussion followed.
COUNCILMAN RUGGIERO moved that the Town of Wappinger contact
Amtek Management Services, to perform a salary study on or before August
1st, for the Town of Wappinger and its employees, set a ceiling of no more
than $20 K for the study, with the funds to come out of Fund Balance and
the letters received from the employees stating their dissatisfaction also be
included in the study.

COUNCILMAN RUGGIERO explained that the second issue that Linda
brought to his attention regardless of the salary structure of her position,
there is to much work for only one individual in her office. He feels that is

something the Town Board should address. Perhaps some part time
assistance to help Linda carry out her duties as Planning Board and Zoning
Board Secretary. Linda had explained to Mr. Ruggiero earlier, a list of
tasks that she performs in her duties as secretary for the Planning Board and
Zoning Board of Appeals. Discussion followed.
COUNCILMAN RUGGIERO moved to create a part time position to assist
the Planning Board & Zoning Board of Appeals.

SUPERVISOR SMITH asked Linda if she would accept getting a part time
person to assist her until such time as we get the salary study done, to which
Linda replied "no".
At this time 8:10 p.m. COUNCILMAN BETTINA moved to go into Executive
Session to discuss Personnel with Mr. Roberts in attendance, seconded by
Mr. Valdati and unanimously carried.
The meeting reconvened at 8:31 p.m. with all board members present.
SUPERVISOR SMITH moved to do a salary study, to be completed by August
19t, and if accepted by the Town Board, raises for all Town Employees will be
retroactive to June 18t, 1999.

Correspondence from Astor Home with a request to build a nursery school
between the Masonic Hall and Myers Corners School. It would house thirty
five children all together. It will include 3-5 year olds, and twelve infants.
Mr. Roberts has done some research on this proposal and explained that the
zoning requires a minimum lot size of ten acres. The parcel here is 4.8 acres.
In order to use the property in its present form for a nursery school, they
would require a number of variances. One being a variance of the minimum
lot size for schools. After discussing this with the applicant, Dan Wery and
Jay Paggi, felt the most appropriate way would be to readdress the zoning
ordinance, which would be limited to nursery schools, and could be done by
just amending the underlying portion under 440.9.1, which just eliminates
the ten acre minimum lot size. Discussion followed.
COUNCILMAN RUGGIERO moved to refer this matter to Dan Wery the
Town Planner.

SUPERVISOR SMITH informed the Board that on Wednesday, May 19th at
7:30 p.m. she will be doing interviews for the Zoning Administrator and

discussions on Astor Home. SUPERVISOR SMITH announced that we gave
the previous Zoning Administrator extra money, because he did not take the
health benefits. The present salary for the Zoning Administrator is $39,000.
Discussion followed.
COUNCILMAN BETTINA moved to set the salary for the Zoning
Administrator at $36,000 per year.

Next is to introduce the proposed Local Law for stop signs on Kent Road.
The following Resolution was moved by COUNCILMAN RUGGIERO and
seconded by Councilman Bettina.
WHEREAS, the Town Board has recently received numerous complaints
from residents regarding traffic conditions on Kent Road and the need to
establish the following full stop streets:
Kent Road at its west bound intersection with Robin Lane;
Kent Road at its southbound intersection with Central Avenue;
Kent Road at its eastbound intersection with Applesauce Lane.
WHEREAS, the Town Board has determined that it is in the best interest
of the public health, welfare and safety of the People of the Town of
Wappinger to designate and formally establish the aforementioned full stop
streets.
NOW, THEREFORE, BE IT RESOLVED,
1. The Town Board hereby introduces for adoption Local Law #_ of the
Year 1999 in the form annexed hereto.
2. The Town Board hereby determines that the proposed action, this is
the introduction of the aforementioned Local Law, is a Type II action
as defined in 6 NYCRR 617.5 (c)(16) and, accordingly, the Town Board
hereby expressly determines that this action is not an action that
requires review pursuant to the provisions of the New York State
Environmental Quality Review Act (SEQRA) or pursuant to Local Law
#6 of 1992 or pursuant to 6 NYCRR Part 617.
BE IT FURTHER RESOLVED, that the Town Board hereby schedules a
Public Hearing on the proposed adoption of Local Law #_ of 1999 to be held
at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York on the
24th day of May, 1999 at 7:15 p.m., and that the Town Clerk be directed to
post and publish notice of the Public Hearing in the form annexed hereto.
The question of adoption of the foregoing Resolution was duly put to a vote
on roll cal which resulted as follows:

Next is a report from CAMO Pollution and a sewer bill for $493.36.
Supervisor Smith suggests that the bill be sent to the insurance company
along with the report from CAMO. Discussion followed.

Next are several proposals for the landscaping of the Town Hall, Fieldstone,
Wildwood, and the Emergency Services Building. SUPERVISOR SMITH
informed the board she sent out specs and received 2 responses out of 5 or 6,
and Lehigh Lawn and Landscaping still came in as the lowest.

Next is the Inter -Municipal agreement which is the agreement the
Supervisors Association came up with along with the Highway
Superintendents Association. This agreement will allow each municipality
to loan equipment out. Supervisor Smith sent the agreement to the towns
insurance company, and the Attorney to the Town, and they see no problems
with it.
COUNCILMAN VALDATI moved to authorize the Supervisor to sign the
Inter -Municipal agreement.

Next are proposals from Vendors for the Y2K compliance. Everyone said we
were in compliance, but we know one that is not.

MR. TERWILLIGER, the Comptroller for the Town informed the board that
EOS has been providing the accounting software package for the Town for a
ten year period. The last update to upgrade the system was done in 1995.
There has been four upgrades that they have gone out and done, which we
have not implemented here. We are working with an accounting system
which is very slow. With these proposals they will install all the updates
which will take care of the daily maintenance, but scheduling to have the
updates installed is our responsibility to contact them. At no charge, they
will bring all the updates on board. With the last update they converted the
system to a Real Time Accounting System. It has many good advantages to
it. He thinks the $2,500 to convert is definitely going to be worth it to the
town. It will give his staff the ability to generate some additional recording
that we can't do now. For another $1,325 we get three days of training for
the staff, which we should definitely take advantage of so the staff is cross
trained. With vacation time upon us he would like the girls in the office to
each know how to perform two functions, and it will give him a chance to
overview the entire system, so he may assist if he is shorthanded. Discussion
followed.
COUNCILMAN RUGGIERO moved to authorize $4,400 to be expended to do
the EOS software update for the Comptrollers office. The funds to come out of
Fund Balance.

Paul Foody, Building Inspector. Paul went on to explain that the Data
Entry girls in his office have been having difficulty with the Govern
Computer System that they use for the Building Department. The system he
used in New Paltz was much more user friendly, he introduced Jay
Greenblatt, of Software Consulting Associates, who made a presentation on
his Software system. Mr. Greenblatt said they service the town of Fishkill,
Poughkeepsie, Red Hook, Pine Plains, and Village of Tivoli, including many
other towns out of the area. The system is easy to learn and easy to use, and
comes with complete training, and most of all, is a local company. The cost of
the system for the first year which includes training but not data
conversion is around $3,100 per year and the annual fee each year is $500 for
the unlimited telephone line support. A question and answer period followed.
Mr. Greenblatt would return for the June 14th workshop with a final review
of the system and determine if it fits the towns needs.
Next is to accept the Bids for the Capital Equipment for the Highway
Department. Mr. Fosters original estimate of (memo 3/9/99) $331,000 for

equipment replacement and his estimate of (memo 8/28/98) $60,000 for
easement cleaning equipment, totaled $391,000. Mr. Foster explained the
difference in the $391,000 and the $363,544 is a result of the vendors offering
us some very attractive pricing on the equipment we requested bids on. He
feels we should go ahead with the purchase of this equipment with the money
from our fund balance then band to replace the funds. By purchasing now,
we can take advantage of the excellent prices we have been quoted. We will
also reduce the lead time required to get this equipment in house. Discussion
followed as to which fund the money would come from in order to purchase
the equipment. Comptroller, Gerry Terwilliger informed the Board that
there is $600,000 in B Fund.
COUNCILMAN RUGGIERO moved to authorize the Al Roberts, Attorney to
the Town get in touch with the Bond Council to draft a Resolution for the
bonding of $363, 544.00 for the following Capital Equipment:
1. Compressor $11,900
2. 2 truck Cab & Chassis 89,012
3. 2 plows 8,770
4. 1 Skid Steer Loader w/attachments 48,546
5. 1 4 -Yard Wheel Loader 95,834
6. 1 Pick-up Truck 25,641
7. 1 Trailer for Skid Steer Loader 12,000
8. 2 Multi -Purpose Bodies w/Plows 61,406
9. 2 Sanders 9,076
10. Walk Behind Mower 1,359

COUNCILMAN PAOLONI moved to borrow money from the B Fund, Fund
Balance and it will be a loan on a short term basis, an amount not to exceed,
$365,000 to cover cost of Capital Equipment.

Next is to award the bids for the Capital Equipment for Highway. Two Bids
were received for the Compressor, Albany Ladder at $10,494, and Ralph C.
Herman at $11,900. The minimum spec called for 80 H.P. Mr. Foster
recommends the bid for Albany Ladder be disqualified as not meeting the
minimum specs and award the bid to Ralph C. Herman for $11,900.

Supervisor Smith informed the Board that the 911 street names have to be
scratched, because she did not receive the list from the County. Some streets
must be renamed. Start thinking of some names. NO ACTION TAKEN.
COUNCILMAN VALDATI, on the amount of cars parked at Greer Toyota
and was told this needs to be followed up by the Zoning Administrator.
NO ACTION TAKEN.
There was no other business to come before the Board.
