VALDATI TOWN OF WAPPINGER RECEIVED OCT - 1 2002 TOWN CLERK SUPERVISOR'S OFFICE 20 MIDDLEBUSH ROAD WAPPINGERS FALLS, NY 12590-0324 (845) 297-2744 FAX: (845) 297-4558 Executive Order # 2002 - 33 WHEREAS, the Town of Wappinger owns a 99 acre estate property located on Wheeler Hill Road in the Town of Wappinger, commonly known as the "Greystone Estate"; and WHEREAS, one of the primary structures on the property is the "Camwath Mansion", a three story mansion constructed in the mid-1800s which is listed on the State and Federal Registrar of Historical Places; and WHEREAS, the Town has planned the long term rehabilitation of the Camwath Mansion and has applied for grants to fund its restoration; and WHEREAS, inspections by the engineer to the Town, Joseph E. Paggi, Jr., Paggi, Martin, & Del Bene and the architect to the Town, Donald Swartz of Cerniglia & Swartz, discovered numerous openings in the roof and the exterior walls of the Carnwath Mansion exposing the building to the ravages of the weather and the elements which have resulted in significant damage to the building structure, both internal and external; and WHEREAS, both the engineer and architect to the Town have recommended in their letters to the Town Supervisor dated August 2,2002 and September 6,2002, respectively, that interim emergency repairs be performed to shore up the structure and weatherproof the building envelope to prevent further irreparable damage. THEREFORE, I, JOSEPH RUGGIERO, SUPERVISOR OF THE TOWN OF WAPPINGER, under the powers granted to me by the State of New York in Article 2-B ~24 of Executive Law, do hereby declare that a State of Emergency exists in the Town of Wappinger, with respect to the building known as the Camwath Mansion located at the Greystone Estate and that immediate repairs are required to shore up and weather proof the building to prevent any further damages resulting from the exposure to the weather and the elements; AND PURSUANT TO EXECUTIVE LAW, I, JOSEPH RUGGIERO, SUPERVISOR OF THE TOWN OF WAPPINGER, issue the following Executive Order: C:\DOCUME-1 \Gina\lOCALS-1 \Temp\Executive Order.doc FINAL September 30, 2002 . 1) The Greystone Estate and its property at Wheeler Hill Road in the Town of Wappinger, New York, is hereby closed to the public. 2) The following Town Officers and/or employees and/or professionals are hereby directed to take whatever steps are needed and to coordinate whatever repair work is necessary to shore up and weatherproof the Carnwath Mansion: Building Inspector, Town Clerk, Highway Superintendent, Engineer to Town, Attorney to Town, and Architect to Town. 3) The Town of Wappinger Procurement Policy is hereby suspended for the purposes of making such interim emergency repairs, purchases and expenditures to shore up and weather proof the Carnwath Mansion to prevent further damage to said building from the weather and the elements in accordance with plans and specifications prepared by the Architect to Town and/or Engineer to Town. 4) This Executive Order is effective immediately, and shall remain in affect for a period of five days or until rescinded or extended as circumstances dictate. h ;(:~ N.
