A Special Town Board Meeting was held on November 18, 1998 at the Town
Hall 20 Middlebush Road, Wappingers Falls, New York.
Supervisor Smith called the meeting to order at 7:35 p.m.

The Supervisor scheduled the Special Meeting to consider the adoption of the
Preliminary Budget for 1999.
Supervisor Smith announced that the Village Tax was .89 cents per
thousand, last year, and this year its $1.17. which is a 31% increase. The
town residential homestead is 9% increase. It went from $2.55 to $2.79. The
non -homestead commercial village was $1.79, its now $2.24, which is a 25%
increase. Town commercial was $5.18, it will now be $5.40, which is a 4%
increase. In the tentative budget it was 51% in the village, 38% in the town.
The differences between the tentative and the preliminary budget is that we
increase revenues by increasing fees, we lowered elected official salaries, we
deleted the Deputy Building Inspector position, we deleted projects such as
Greystone, recycling, codification, town wide water, joint city water. We took
$20 K out of the computer line, reduced coupon fees by $3,000, deleted $39K
from equipment in the parks, decreased the State Retirement $3,000, because
we had the bill, increased settlements by $30K, increased Little League by
$2,000, increased the library by $2,000 added two positions in the Highway
and added one position in the Senior Citizen Center. Supervisor Smith also
wished to update the board on the Highway Capital Fund. In the Highway
Capital Fund in March of 1994, we passed a resolution to change the amount
that we had put in from $150K to $50K and then last year we reduced it to
$25K. We have never put it in there. At the time we wanted to keep at least
$50K to $100K in the account, and at this moment we have $41,398.30.
There is also a little over $21,006.29 in Flexi-cash. She also wished. to
update the Board on Parklands Trust. There is $104,897.67 in Parklands
Trust. There was a discussion following Supervisor's Smith presentation of
the figures. The Town Board was not satisfied with the outcome of the
Budget and wished to work on the Budget further, and meet again before
adopting a final Budget. Collectively they agreed to continue working on
various areas of concern at the conclusion of this session.
COUNCILMAN RUGGIERO moved to set the next meeting for the purpose
of adopting the 1999 Budget for November 19, 1998 at 7:30 p.m.
