The Reorganization Meeting of the Town Board of the Town of Wappinger
was held on January 5, 1998 at the Town Hall, 20 Middlebush Road,
Wappingers Falls, Dutchess County, New York. Supervisor Smith opened
the Meeting at 7:30 P.M.

The SUPERVISOR asked all to join in the Pledge of Allegiance to the Flag.
The Supervisor confirmed the appointment of Deborah Viggiano as Deputy
Supervisor, serving at the pleasure of the Supervisor, and Deborah Viggiano
as Confidential Secretary.
The TOWN CLERK confirmed the appointment of Sandra Kosakowski as
First Deputy Clerk, and Florence Hannon as Second Deputy Clerk.
The HIGHWAY SUPERINTENDENT confirmed the appointment of Glenn
Thomas Heady as Deputy Highway Superintendent.

APPOINTING THE COMPTROLLER
IN THE TOWN OF WAPPINGER
The following Resolution was offered by COUNCILMAN VALDATI who
moved its adoption:
RESOLVED, that Ann Buckley be and she hereby is appointed to the
office of Comptroller in the Town of Wappinger, to serve in such capacity for a
term ending on the 31st of day of December, 1999, and
BE IT FURTHER RESOLVED, that the Comptroller be paid an
annual salary of $ 43,410.00, payable every Friday throughout the year 1998,
with the first payday to be January 2, 1998.

At this time Mr. Ruggiero wished to discuss the appointment of Mrs. Buckley
to the position. Mr. Ruggiero stated that he has been on the Board for four
years, and through both terms has supported Mrs. Buckley's appointment.
He was pleased with her performance in the past, but following an October
budget meeting, he felt the Comptroller had not cooperated with him, and he
felt the relationship became strained because she felt that he was attacking
her personally because of questions he asked of a fiduciary manner. He felt
that she did not present the Board with accurate information. The
relationship was damaged, therefore he cannot support Mrs. Buckley's
nomination.

the office of Receiver of Taxes and Assessments in the Town of Wappinger, to
serve in such capacity for a term ending on the 31st day of December, 1999,
and
BE IT FURTHER RESOLVED, that the Receiver of Taxes and
Assessments be paid an annual salary of $ 29,952.00, payable every Friday
throughout the year 1998, with the first payday to be January 2, 1998, and
BE IT FURTHER RESOLVED, that the Receiver of Taxes and
assessments be and she hereby is authorized to employ such clerical
employees as may be necessary for the performance of her duties and to

Marriage Officer for the Town of Wappinger, pursuant to Article 3 Section
11c of the Domestic Relations Law, to serve at the pleasure of the Town

There was some discussion by Mr. Paoloni on the appointment of Mr. Roberts
as Attorney to the Town. Mr. Paoloni felt that there was a conflict of
interest when Mr. Roberts was working for the Town and involved in the bid
for the re-election of Mrs. Visconti in November and arguing on her behalf.
He did not feel that an appointee should be campaigning for candidates. In
his defense, Mr. Roberts did not feel it was a conflict, because his legal
partner originally was handling the appeal. At the last moment his partner
was unavailable to argue the case, and Mr. Roberts was forced to finish it.

surplus and excess funds of the Town in the aforesaid manner pursuant to
Section 11 of the General Municipal Law of the State of New York, and
IT IS FURTHER RESOLVED, that such Temporary Deposits and/or
investments shall be secured, registered or held, as the case may be in the
manner prescribed by Section 11 of the General Municipal Law of the State
of New York, and
IT IS FURTHER RESOLVED, that the Supervisor of the Town of
Wappinger be and she hereby authorized and empowered to invest and
participate in a Flexi-Cash program, sponsored by Merrill, Lynch, Pierce,
Fenner and Smith, Inc., and administered by the Bank of New York, in the
manner prescribed by Section 11 of the General Municipal Law, and
IT IS FURTHER RESOLVED, that the aforesaid Supervisor of this
Town be and she hereby is authorized, empowered and directed to take all

AUTHORIZING THE SUBMISSION OF
THE SUPERVISOR'S ANNUAL FINANCIAL
REPORT TO THE STATE COMPTROLLER
The following Resolution was offered by COUNCILMAN BETTINA who
moved its adoption:
WHEREAS, subdivision 10 of Section 29 of the Town Law requires
that the Supervisor of each Town prepare and file with the Town Clerk
within 30 days after the expiration of each fiscal year an annual financial
report accounting for all monies received and disbursed by him, together with
the certificates or certificate of the bank or trust company where Town
monies are deposited, showing the amount of such monies on deposit with

said bank or trust company, and cause a certified copy of such report to be
published in the official newspaper, and
WHEREAS, in lieu of preparing the report required by Subdivision 10
of Section 29 of Town Law, the Town Board may determine, by resolution,
that the Supervisor shall submit to the Town Clerk within 60 days after the
close of the fiscal year, a copy of the report to the State Comptroller required
by Section 30 of the General Municipal Law and the Town Clerk shall cause
a summary of such report to be published within 10 days after receipt thereof
in a form approved by the State Comptroller in the official newspaper.
NOW, THEREFOR IT IS HEREBY RESOLVED, that in lieu of

PURCHASING PROCEDURES
The following Resolution was offered by COUNCILMAN VALDATI who
moved its adoption:
WHEREAS, pursuant to Town Law, a Budget is prepared each year by
the Supervisor detailing expenses and revenues for the ensuing year, and
WHEREAS, the Town Board shall review said tentative budget and
reject or modify any budgetary item as the deem appropriate, and
WHEREAS, that after due process of Public Hearing and provision for
additional amendments, the annual Budget shall be adopted,
NOW THEREFORE BE IT RESOLVED, that within the confines of
section 117 of the Town Law where provisions have been made in the annual
budget for specific, large expenditures, further approval by the Town Board

to consider the purchase of those expenditure need not be sought, provided
that no other part of the Town's procurement Policy is circumvented, and
BE IT FURTHER RESOLVED, that the Town Board permission to
seek bids on various large purchases may not be required if any item is
available through either State or County Bids.

RESOLVED, that John Morgan be and he hereby is appointed, to the
Civil Service position of Building Inspector for the Town of Wappinger, and
BE IT FURTHER RESOLVED, that the annual salary for this
classified Civil Service position in the Town be and the same hereby is fixed
and established at he following annual rate of $32,826, pro -rated, to be paid
every Friday throughout the year. Mr. Morgan to start on January 15, 1998.
