ADJOURNMENT 2 010598.REM The Reorganization Meeting of the Town Board of the Town of Wappinger was held on January 5, 1998 at the Town Hall, 20 Middlebush Road, Wappingers Falls, Dutchess County, New York. Supervisor Smith opened the Meeting at 7:30 P.M. Present: Constance Smith, Supervisor Robert Valdati, Councilman Vincent Bettina, Councilman Joseph Ruggiero, Councilman Joseph Paoloni, Councilman Elaine H. Snowden, Town Clerk Others Present: Albert Roberts, Attorney to the Town Graham Foster, Highway Superintendent The SUPERVISOR asked all to join in the Pledge of Allegiance to the Flag. The Supervisor confirmed the appointment of Deborah Viggiano as Deputy Supervisor, serving at the pleasure of the Supervisor, and Deborah Viggiano as Confidential Secretary. The TOWN CLERK confirmed the appointment of Sandra Kosakowski as First Deputy Clerk, and Florence Hannon as Second Deputy Clerk. The HIGHWAY SUPERINTENDENT confirmed the appointment of Glenn Thomas Heady as Deputy Highway Superintendent. Resolution #1 TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK APPOINTING PERSONNEL TO VARIOUS TOWN OFFICES & POSITIONS The following Resolution was offered by COUNCILMAN VALDATI who moved its adoption: RESOLVED, that the following persons be and they hereby are appointed to the following offices and positions of employment with the Town of Wappinger to serve in such capacity at the pleasure of the Town Board for the year 1998. TOWN BOARD, TOWN OF WAPPINGER APPOINTING THE COMPTROLLER IN THE TOWN OF WAPPINGER The following Resolution was offered by COUNCILMAN VALDATI who moved its adoption: RESOLVED, that Ann Buckley be and she hereby is appointed to the office of Comptroller in the Town of Wappinger, to serve in such capacity for a term ending on the 31st of day of December, 1999, and BE IT FURTHER RESOLVED, that the Comptroller be paid an annual salary of $ 43,410.00, payable every Friday throughout the year 1998, with the first payday to be January 2, 1998. Seconded by: Mr. Bettina At this time Mr. Ruggiero wished to discuss the appointment of Mrs. Buckley to the position. Mr. Ruggiero stated that he has been on the Board for four years, and through both terms has supported Mrs. Buckley's appointment. He was pleased with her performance in the past, but following an October budget meeting, he felt the Comptroller had not cooperated with him, and he felt the relationship became strained because she felt that he was attacking her personally because of questions he asked of a fiduciary manner. He felt that she did not present the Board with accurate information. The relationship was damaged, therefore he cannot support Mrs. Buckley's nomination. Seconded by Mr. Bettina Resolution #4 Motion Unanimously Carried TOWN BOARD, TOWN OF WAPPINGER APPOINTING THE RECEIVER OF TAXES AND ASSESSMENT IN THE TOWN OF WAPPINGER The following Resolution was offered by SUPERVISOR SMITH who moved its adoption: RESOLVED that Patricia Maupin be and she hereby is appointed to the office of Receiver of Taxes and Assessments in the Town of Wappinger, to serve in such capacity for a term ending on the 31st day of December, 1999, and BE IT FURTHER RESOLVED, that the Receiver of Taxes and Assessments be paid an annual salary of $ 29,952.00, payable every Friday throughout the year 1998, with the first payday to be January 2, 1998, and BE IT FURTHER RESOLVED, that the Receiver of Taxes and assessments be and she hereby is authorized to employ such clerical employees as may be necessary for the performance of her duties and to compensate such clerical employees up to the prevailing maximum hourly rate. Mr. Paoloni felt that there was a conflict of interest when Mr. Roberts was working for the Town and involved in the bid for the re-election of Mrs. Visconti in November and arguing on her behalf. He did not feel that an appointee should be campaigning for candidates. In his defense, Mr. Roberts did not feel it was a conflict, because his legal partner originally was handling the appeal. At the last moment his partner was unavailable to argue the case, and Mr. Roberts was forced to finish it.
