1996-08-05 SPMJ. V a 080596.SPM A Special Emergency Meeting of the Town Board of the Town of Wappinger was held on August 5, 1996 at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York. Supervisor Smith Called the Meeting to order at 6:30 P.M. Present: C Constance Smith, Supervisor Joseph Ruggiero, Councilman Robert Valdati, Councilman Vincent Bettina, Councilman June Visconti, Councilman Elaine H. Snowden, Town Clerk Others Present: Al Roberts, Attorney to the Town Jay Paggi, Engineer to the Town The Supervisor called the Special Town Board Emergency Meeting for August 5, 1996 for the purpose of addressing Authorization to replace the vehicle for the Dog Warden; also, sign consent from the Village of Wappinger to become Lead Agency of the Market Street Industrial Park Access Project; Authorize repair + of Building Inspectors Vehicle; Authorize Town Clerk I Computerization; and, update on the filling of the Building Inspector position. The first item taken into consideration was giving consent for the -Village of Wappingers Falls Planning Board to serve as Lead Agency for the Market Street Industrial Park Access Project. COUNCILWOMAN VISCONTI moved to authorize Supervisor Smith to sign the consent approving the Village of Wappingers Falls Planning Board to serve as Lead Agency for the Market Street Industrial Park Access Project. Seconded by Mr. Bettina Motion Unanimously Carried The car the Dog Warden is presently using has broken down twice this month, and was towed. On Monday the door fell off on the road. Supervisor Smith spoke to Terry Glass, Highway mechanic, and he said it needed to be replaced because it was badly Page 1 080596.SPM rusted, and the transmission was going. A new vehicle on state bid is.anywhere from $22,000 to $25,000. John Parsons was asked if he could locate a good second hand vehicle. He has located a vehicle which is in excellent condition. However, he needs to know if the Town wishes,to purchase it because it can only be held a short time. COUNCILMAN VALDATI moved to authorize a Budget transfer to Decrease 1990.4A Contingency Account by $13,000 and Increase 3510.2A Equipment for Dog Warden for the purchase of a used van for the Dog Warden. Seconded by Mrs. Visconti Motion Unanimously Carried An estimate was received for the repair of the Building Inspectors car. Several Estimates were received, the lowest being Five Star Automotive at $714.72. COUNCILWOMAN VISCONTI moved to authorize $714.72 to Five Star Automotive for the repair of the Building Inspectors Car, they being the lowest estimate. Seconded by Mr. Bettina Motion Unanimously Carried Next is an estimate for $20,081 from Northeast Computer Services for Computers for the Town Clerks Office. The estimate includes the scanner and optical recognition hardware and software, as well as preparation for network connection and the installation of Town Clerk Software and training. COUNCILWOMAN VISCONTI moved to authorize up to $20,081, payable to Northeast Computer Services for Computers for the Town Clerks Office. Seconded by Mr. Bettina Motion Unanimously Carried a a SUPERVISOR SMITH announced that the the next workshop for the Board would be held on August 26, 1996 at 7:00 P.M. prior to the Town Board Meeting. Page 2 080596.SPM The last item is an update for filling the Building Inspectors position. Supervisor Smith informed the Board that she had sent out canvas letters offering $25,000. There is a man working in Newburgh interested, and he would like a lateral move which would take precedence over the list. At present this gentleman is making $29,000. She would like to offer the position at $29,000 but needs authorization from the Board. COUNCILWOMAN VISCONTI moved to authorize Supervisor Smith to canvas for the position of Building Inspector at a salary of $29,000 annually. Seconded by Mr. Valdati Motion Unanimously Carried There was no other Business to come before the Board.
