1994-05-04 SPM940504.SPM A Special Town Board Meeting was held on May 4, 1994 at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York. Supervisor Smith Called the Meeting to order at 7:00 P.M. Present: Constance 0. Smith, Supervisor Joseph Ruggiero, Councilman Robert Valdati, Councilman Joseph Incoronato, Councilman June Visconti, Councilwoman Elaine H. Snowden, Town Clerk Other Present: Jay Paggi, Engineer to the Town Albert Roberts, Attorney to the Town The meeting commenced with the Pledge of Allegiance. The Supervisor scheduled this Meeting on May 4, 1994 for the purpose to vote on a Resolution authorizing the Town of Wappinger to enter into an Agreement with the County of Dutchess for the purpose of undertaking a Community Development Program pursuant to Title I of the Housing and Community Development Act of 1974, as Amended, and the Home Investment Partnerships i Program of Title II of the National Affordable Housing act of 1990. The following Resolution was offered by COUNCILMAN VALDATI who moved its adoption, and Seconded by Mr. Incoronato. WHEREAS, the Secretary of Housing and Urban Development of the United States is authorized, under Title I of the Housing and Community Development Act of 1974, as amended, and the HOME Investment Partnership Program of Title II of the National Affordable Housing Act of 1990, to make grants to states and other units of general local government to help finance Community Development Programs, and WHEREAS, Section 99-h of the General Municipal Law of the t State of New York grants to an municipal corporation the power, either individually or jointly with one or more other municipal corporations, to apply for, accept and expend funds made Page 1 940504.SPM available by the Federal government, either directly or through the state, pursuant to the provisions of any Federal law which is not inconsistent with the statutes or constitution of this State, in order to administer, conduct or participate with the Federal government in programs relating to the general welfare of the inhabitants of such municipal corporation, and WHEREAS, Title I the Housing and Community Development Act of 1974, as amended and the HOME Investment Partnerships Program of Title II of the National Affordable Housing Act of 1990, and any "Eligible Activities" thereunder are not inconsistent with the statutes or Constitution of the State and WHEREAS, a number of municipalities have requested Dutchess County's participation and the County of Dutchess has determined that it is desirable and in the public interest that it make application for Community Development Block Grant funds as an Urban County, and WHEREAS, participation by the County of Dutchess as an Urban County in the Community Development Program requires that the Municipality of the Town of Wappingers Falls, and the County of Dutchess cooperate in undertaking, and assist in undertaking, essential community development and housing activities, specifically those activities authorized by statutes enacted pursuant to Article 9 and 17 of the New York Constitution, and WHEREAS, the Board deems it to be in the public interest for the Municipality of the Town of Wappingers Falls to enter in a Cooperation Agreement with the County of Dutchess for the aforesaid purposes, now, therefore be it. RESOLVED, the SUPERVISOR SMITH be and hereby is authorized to execute a Cooperation Agreement attached hereto for the three year period 1995, 1996 and 1997 between the Municipality of the Town of Wappingers Falls, and the County of Dutchess for the Page 2 9405011.SPM purposes of undertaking a Community Development Program pursuant to Title I of the Housing and Community Development Act of 1974, as amended, and the HOME Investment Partnerships Program of Title II of the National Affordable Housing Act of 1990. At this time, 7:05 P.M. MRS. VISCONTI moved to go into Executive Session regarding the Consortium Funds The Meeting Reconvened at 9:34 P.M. with all Board Members present. There was no action to be taken from the Executive Meeting. There was no other Business to come before the Board.
