Establishing Petty Cash fund for the Recreation Comm. 940103.REM The Reorganizational Meeting of the Town Board of the Town of Wappinger was held on January 3, 1994, at the Town Hall, 20 Middlebush Road, Wappingers Falls, Dutchess County, New York. Supervisor Smith opened the Meeting at 7:00 P.M. Present: Joseph Ruggiero, Councilman Robert Valdati, Councilman Joseph Incoronato, Councilman June Visconti, Councilwomen Constance Smith, Supervisor Elaine H. Snowden, Town Clerk Others Present: Albert Roberts, Attorney to the Town Joseph E. Paggi, Engineer to the Town Graham Foster, Highway Superintendent The Supervisor asked all to join in the Pledge of Allegiance to the Flag. The Supervisor confirmed the appointment of June Visconti as Deputy Supervisor and Deborah Hongach as Confidential Secretary. The Town Clerk confirmed the appointment of Sandra Kosakowski as First Deputy, and Second Deputy (which is still provisional) Florence Hannon. 6 The Highway Superintendent confirmed the appointment of Glenn Thomas Heady as Deputy Highway Superintendent. RESOLUTIONS --- APPOINTING PERSONNEL TO VARIOUS TOWN OFFICES AND POSITIONS OF EMPLOYMENT ------------------------------------------ The Following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that the following persons be and they hereby are appointed to the following offices and positions of employment with the Town of Wappinger to serve in such capacity at the pleasure of the Town Board for the year 1994. Heady Deputy Supt. of Highways Dawn Idema Secretary to Planning Board Dawn Idema Secretary to Zoning Board of appeals Page 1 940103.REM AND IT IS FURTHER RESOLVED, that the salaries otherwise fired for the above designated offices and positions shall be paid to the holders of such offices and positions every Friday throughout the year 1994, with the first payday to be January 7, 1994, with the Exception that no compensation shall be paid to the holder of the office of Deputy Town Superintendent of Highways, and, the Town Historian is to be paid on a semi-annual basis. There was some discussion regarding the weekly salaries by Mr. Incoronato, whether it would be more cost saving to go to semi-monthly. Mrs. Smith explained that because the payroll is done in-house it does not cost any more to do it weekly. Seconded by Supervisor Smith Motion Unanimously Carried 2• ESTABLISHING THE SALARIES OF CERTAIN CLASSIFIED CIVIL SERVICE POSITIONS IN THE TOWN The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption. AUTHORIZING ISSUANCE AND PAYMENT FOR PAYDAYS OF 1994 --------------------------------------- The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that the salaries of all persons holding either full time or part time positions as otherwise fixed for these designated positions shall be paid to the holders of such offices and positions payable every Friday throughout the year 1994, and BE IT FURTHER RESOLVED, that the Receiver of Taxes and Assessments be and she hereby is authorized to employ such clerical employees as may be necessary for the performance of her duties and to compensate such clerical employees up to the prevailing maximum hourly rate. APPOINTING THE RECEIVER OF TAXES AND ASSESSMENTS IN THE TOWN OF WAPPINGER The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that Patricia Maupin be and she hereby is appointed to the office of Receiver of Taxes and Assessments in the Town of Wappinger, to serve in such capacity for a term ending on the 31st day of December, 1995, and BE IT FURTHER RESOLVED, that the Receiver of Taxes and Assessments be paid an annual salary of $24,308.00 payable every Friday throughout the year 1994, with the first payday to be January 7, 1994, and BE IT FURTHER RESOLVED, that the Receiver of Taxes and Assessments be and she hereby is authorized to employ such clerical employees as may be necessary for the performance of her duties and to compensate such clerical employees up to the prevailing maximum hourly rate. APPOINTING A SECRETARY TO THE RECREATION COMMITTEE OF THE TOWN OF WAPPINGER ---------------------------------------- The following resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that Margaret B. Roe be and she hereby is appointed to serve as Secretary to the Recreation Committee of the Town of Wappinger, Dutchess County, New York, and BE IT FURTHER RESOLVED,that the annual salary for the Secretary to the Recreation Committee of the Town of Wappinger be and the same hereby is fixed and established at the annual rate of $17,946.00 to be paid every Friday throughout the year 1994, with the first payday to be January 7, 1994. APPOINTING A CLERK TO THE ZONING ADMINISTRATOR OF THE TOWN OF WAPPINGER ---------------------------------------- The following Resolution was offered by COUNCILMAN VALDATI who moved its adoption: RESOLVED, that Jean Francese be and she hereby is appointed to serve as Clerk to the Zoning Administrator of the Town of Wappinger, Dutchess County, New York, and BE IT FURTHER RESOLVED, that the annual salary for the Clerk to the zoning Administrator of the Town of Wappinger, be and the same hereby is fixed and established at the annual rate of $15,837.00 to be paid every Friday throughout the year 1994, with the first payday to be January 7, 1994. APPOINTING A CONSULTANT TO THE RECREATION COMMITTEE OF THE TOWN OF WAPPINGER ---------------------------------------- The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, Ralph Holt, Chairman of the Recreation Committee, be and he hereby is appointed to serve as the Consultant to the Town of Wappinger Recreation Committee, and BE IT FURTHER RESOLVED, that the annual salary for the Consultant to the Recreation Committee of the Town of Wappinger be and the same hereby is fixed and established at the annual rate of $7,200.00, to be paid every Friday throughout the year 1994, with the first payday to be January 7, 1994. APPOINTING A BUILDING AND GROUNDS CUSTODIAN FOR THE TOWN OF WAPPINGER ------------------------------------- The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that Joel Petrus be and he hereby is appointed so serve as the Custodian for the maintenance of the Building and Grounds at the Town Hall of the Town of Wappinger, and BE IT FURTHER RESOLVED, that the salary for the Custodian of Buildings and Grounds be and the same hereby is fixed and established at an annual rate of $20,260.00, to be paid every Friday throughout the year 1994, with the first payday to be January 7, 1994. Seconded by Mrs. Smith There was a discussion lead by Mr. Incoronato regarding the duties of the Custodian. Mrs. Smith explained all the duties of the Custodian, such as, coming in at 7:30 every morning to help the Contractors get started with the Senior Citizens Center, moving the furniture, washing & waxing the floors, shoveling the sidewalks. Mr. Incoronato related that at one time two years ago when he was on the Board there were just two part time Custodians, and getting significantly less salary. He questioned whether the duties for the Custodian increased. Mrs. Page 10 F, F" :I 940103.REM Smith stated that at that time many of the duties were contracted out, because the part time Custodians did not have the time to handle all the work. Mr. Incoronato felt the salary of the Custodian for the level of skills needed is highly overpaid. Mrs. Smith felt that after a discussion and workshop on this matter that the decision to hire a full time custodian was far less than contracting the work out. She offered to give Mr. Incoronato all the figures. Mr. Incoronato requested a Roll Call Vote on this matter. Roll Call Vote: 14W Councilman Ruggiero Councilman Valdati Supervisor Smith Councilman Incoronato Councilwoman Visconti Motion Carried 22• APPOINTING THE SENIOR CITIZEN DIRECTOR FOR THE TOWN OF WAPPINGER Aye Aye Aye Abstain Aye The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED that Kathleen Delisa be and she hereby is appointed to serve as Senior Citizen Center Director for the Town of Wappinger, Dutchess County, New York, and BE IT FURTHER RESOLVED, that the annual salary for the Senior Citizen Center Director of the Town of Wappinger be and the same hereby is fixed and established at the annual rate of $15,580.00 to be paid every Friday throughout the year 1994 with the first payday to be January 7, 1994. Seconded by Mr. Incoronato Motion Unanimously Carried 23• DESIGNATING COURT OFFICERS FOR THE TOWN OF WAPPINGER JUSTICE COURT The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that all individuals hereinafter designated by the Town Board as Court Officers as such title is defined by the Uniform Justice court Act have all those powers accorded to Court Officers by Law during such time they are actually serving in such capacity, and BE IT FURTHER RESOLVED, that the town justices of the Town shall designate and schedule the days and evenings such Page 11 940103.REM individuals shall serve as Court Officers, and BE IT FURTHER RESOLVED, that the Court Officers shall be compensated at the hourly rate of $8.20 for time actually served, and BE IT FURTHER RESOLVED, that Armed Officers shall be compensated at the hourly rate of $11.47 for time actually served at sessions of Court where their services are required, and 1i BE IT FURTHER RESOLVED, that the Town Justices shall submit to the Town Comptroller on a weekly basis the names and hours served, and that the Town Comptroller be empowered to issue remuneration consistent with the foregoing from funds appropriated for Justice Court, and BE IT FURTHER RESOLVED, that the following individuals be designated as Court Officers for the year 1994: Robert J. APPOINTING A DOG CONTROL OFFICER OF THE TOWN OF WAPPINGER ------------------------------------ The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that Anne Marie Buck be and hereby is appointed to serve as Dog Control Officer of the Town of Wappinger, Dutchess County, New York, and BE IT FURTHER RESOLVED, that the annual salary for the Dog Control Officer of the Town of Wappinger be and the same hereby is fixed and established at the annual rate of $10,500.00 to be paid every Friday throughout the year 1994 with the first payday to be January 7, 1994. ESTABLISHING THE PAY SCALE FOR CERTAIN EMPLOYEES OF THE TOWN OF WAPPINGER HIGHWAY DEPARTMENT ------------------------------------------ The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that the Pay Scale for the employees hired by the Town of Wappinger Highway Department will be in accordance with the C.S.E.A. Contract,and BE IT FURTHER Page 12 940103.REM RESOLVED, that all of such Highway Department employees engaged on an hourly basis shall be paid every Friday throughout the year 1994 consistent with the pay schedule in accordance with a signed C.S.E.A. Contract, with the first payday to be January 7, 1994. RESOLVED, that the pay scale for all presently employed part-time clerical employees engaged to perform services for the Town Board and/or its Officers, Officials and Agencies, be and the same hereby is fixed and established at a minimum hourly rate of $4.25 to a maximum hourly rate of $8.40 per hour, and BE IT FURTHER RESOLVED, that the part-time hourly rate for any subsequent Part -Time Clerical employee engaged by any official or Agency Department Head shall be established at the minimum hourly rate, or if otherwise fixed and established, shall be subject to the approval of the Town Board, and BE IT FURTHER RESOLVED, that Emergency Highway Employees be paid at the rate of $7.00 per hour and BE IT FURTHER RESOLVED, that the pay scale for all presently employed part-time Laborers and Maintenance men, other than Highway Personnel, engaged to perform services for the Town Board and/or its Officers, Officials and Agencies, be and the same hereby is fixed and established at a minimum hourly rate of $4.25 to a maximum hourly rate of $8.93 per hour, and BE IT FURTHER RESOLVED, that all such extra part-time clerical employees and Laborers and Maintenance men, other than Highway personnel, engaged on an hourly basis shall be paid every Friday throughout the year 1994, with the first payday to be on Friday, January 7, 1994. Town of Wappinger on the 2nd day of January, 1991, the Town of Wappinger, on behalf of the Wappinger Ambulance District, entered into a certain agreement with the Sloper-Will-en Community Ambulance Service, Inc. to provide ambulance service for the residents of the Town of Wappinger located within the jurisdictional confines of the Wappinger Ambulance District; and WHEREAS, pursuant to letter dated September 13, 1991, Sloper- Willen Community Ambulance Service, Inc. offered to renew the contract with no increase in fees for the calendar year 1992 and a maximum increase of five percent in calendar year 1993, provided 1 the Town enters into a two-year agreement; and 1%W WHEREAS, the Town Board is desirous of entering into a two- year contract with Sloper-Willen Community Ambulance Service, Inc. to provide ambulance service to the Wappinger Ambulance District upon the same terms and conditions as set forth in the contract dated January 2, 1991, except for the monetary consideration above set forth. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. The Town Board of the Town of Wappinger hereby determines that it is in the best interests of the residents of the Wappinger Ambulance District to enter into a contract for ambulance services with the Sloper-Willen Community Ambulance Service, Inc. upon the same terms and conditions as are set forth in a certain agreement dated the 2nd day of January, 1991, by and between the Town of 4W Wappinger on behalf of the Wappinger Ambulance District and the Sloper-Willen Community Ambulance Service, Inc. 2. The Town Board of the Town of Wappinger hereby elects to enter into said agreement for a period of two years upon terms hereinafter set forth. 3. The fee for ambulance service for calendar year 1992 shall be the same fee as presently set forth in paragraph 2 of the Agreement dated January 2, 1991, to wit the sum of $15,082.50 monthly, subject to fee adjustment as set forth in said paragraph. 4. The fee schedule for calendar year 1993 will be subject to increase as determined by mutual agreement of the parties, which increase shall not exceed five percent of the present fee E structure. 5. The Supervisor of the Town of Wappinger is hereby 4W authorized to enter into an agreement in substantially the same form as the agreement dated the 2nd day of January, 1991, by and between the Town of Wappinger, on behalf of the Wappinger Ambulance District, and the Sloper-Willen Community Ambulance Service, Inc., subject to the fee increases as set forth herein. 6. The contract shall further provide that the agreement is subject to budgetary appropriations made by the Town Board of the Town of Wappinger for the calendar year 1993. Mr. Fosters commented that he received a letter saying it was denied, but Mrs. Smith Corrected him by saying " SHIPS" not " CHIPS". Mr. Graham Foster, Highway Superintend reminded Mrs. Smith this should be sent out for Bids as soon as possible and Mrs. Smith agreed to take care of the matter at the January 27 meeting.
