Enclosed please find a copy of Executive Order No. 2010-001 for your records, which has also been filed with Town of Wappinger Town Clerk Masterson and County Clerk Kendall. As of this writing on February 27,2010 @ 3:45 PM, the Local State of Emergency is still in effect due to numerous roads remaining closed due to downed power lines and trees. Colsey, Supervisor Town of Wappinger TOWN OF WAPPINGER LOCAL STATE OF EMERGENCY DECLARED Executive Order No. 2010-001 WHEREAS, during the period of February 25th & February 26t\ the Town of Wappinger received heavy snow accumulation; and WHEREAS, said storm has caused various Town, County and State roads within the political boundaries of the Town of Wappinger to be impassable due to snow accumulation, fallen trees and downed power lines, and WHEREAS, the Town of Wappinger Highway Superintendent Graham Foster has determined road conditions to be unsafe for non-emergency purposes, and WHEREAS, unnecessary travel by residents is detrimental to the efficient and safe clearing of the roadways by emergency personnel, and WHEREAS, the Town of Wappinger opened its Town Hall under the direction of Town Supervisor Christopher Colsey and Deputy Town Supervisor William H. Beale at midnight on February 25th to address any emergency concerns of the residents, and WHEREAS, Town Supervisor Christopher Colsey and Deputy Supervisor William H. Beale communicated the State of Emergency to various emergency agencies, to include the NY State Police, Dutchess County Sheriff, various Fire Districts and Dutchess County E-911, and WHEREAS, Central Hudson has reported that more than 12,000 Dutchess County residents were without power to include known outages in the first and third wards of the Town of Wappinger, and THEREFORE, I, CHRISTOPHER COLSEY, SUPERVISOR OF THE TOWN OF WAPPINGER, under the powers granted to me by the State of New York in Article 2B of Executive Law, do hereby declare a State of Emergency exists in the Town of Wappinger, AND PURSUANT TO EXECUTIVE LAW, I, CHRISTOPHER COLSEY, SUPERVISOR OF THE TOWN OF WAPPINGER, issue the following Executive Order: 1. The recitations above set forth are incorporated in this Executive Order as if fully set forth and adopted herein. 2. All roadways within the Town of Wappinger, is hereby closed until further notice due to severe snow accumulation conditions. 3. I hereby authorize the Town of Wappinger Highway Department, CAMO Pollution Control, Hughsonville Fire District, New Hackensack Fire District, Chelsea Fire District, the NYS State Police and the Town of Wappinger Patrol to take whatever steps are necessary to protect life and property, public infrastructure, and provide any other emergency assistance as deemed necessary. 4. The Town of Wappinger Highway Department, Town Code Enforcement Officials and any other Emergency Services Personnel are hereby authorized to access private property within said disaster area for purposes which they deem necessary to assist residents ofthe Town of Wappinger and in carrying out this Executive Order. This Executive Order is effective immediately, and shall remain in effect until further notice.
