Resolution Permanently Appointing Recreation Director
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New
York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on April 12, 2010.
The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being called,
the following were present:

The following Resolution was introduced by Councilman Paoloni and seconded by Councilman
Beale.
WHEREAS, Jaclyn Smith was appointed to the hourly position of Recreation Director on
February 9, 2009, by Resolution No. 2009-073; and
WHEREAS, by Resolution No. 2010-102, adopted on February 22, 2010, Jaclyn Smith was
provisionally appointed to the full time position of Recreation Director; and
WHEREAS, Jaclyn Smith was provisionally appointed because there was no current Dutchess
County Civil Service Certificate of Eligible for the position of Recreation Director; and
WHEREAS, Dutchess County Civil Service conducted an examination for the position of
Recreation Director on February 6, 2010; and
WHEREAS, Jaclyn Smith successfully passed the Civil Service examination for Recreation
Director and is eligible for permanent appointment to said position
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set forth and
adopted herein.
2. The Town Board hereby appoints Jaclyn Smith to the full time position of Recreation
Director with her salary to be paid in accordance with Resolution No. 2010-102, adopted
on February 22, 2010.

Please prepare a resolution appointing Jaclyn Smith to the position of Recreation Director as she has
successfully challenged the respective Civil Service examination, as attached.
As you know, Jaclyn was appointed provisionally in February 2009 (Resolution attached) and her duties
increased to the full time role of further overseeing the Senior Center February 2010 (Resolution
attached).
Please include a provision to waive the probation period as she has served in the role for greater than
one year and provided satisfactory performance.

Director for the Town of Wappinger Recreation Department

WHEREAS, the Town of Wappinger appointed Jaclyn Smith to the part-time position of
Recreation Director, through Resolution 2009-073, on February 9, 2009; and
WHEREAS, prior to the appointment, Dutchess County Personnel Department reviewed
the credentials of Jaclyn Smith and determined that she held the qualifications in accordance with
the Civil Service guidelines for the position of Recreation Director; and
WHEREAS, a copy of the Civil Service job description for the title Recreation Director has
been provided to the Town Board in advance of this resolution; and
WHEREAS, in accordance with her appointment, Jaclyn Smith challenged the Civil
Service examination for Recreation Director on February 6, 2010; and
WHEREAS, a vacancy occurred in the position of Recreation Leader (Senior Center) due
to a voluntary resignation effective February 12, 2010; and
WHEREAS, the Town Board discussed the proposal, as initiated by the Town Supervisor,
to utilize the part-time Recreation Director to supervise the Senior Center in addition to oversight of
the Town recreation programs, for the creation of a full-time Recreation Director; and
WHEREAS, the Town Supervisor gained advice from Dutchess County Personnel
Department in respect to this proposal and such was determined consistent with the job duties of the
role; and
WHEREAS, Jaclyn Smith currently earns $15,450 annually through budget line B7310.100
for the part-time (hourly) post of Recreation Director; and
WHEREAS, the position of Senior Center Director is budgeted in the amount of
$28,840.00 in the 2010 Town of Wappinger Budget; and
WHEREAS, the proposed position would be funded from budget lines B7310.100
(Recreation Director) and A7620.100 (Senior Director) for the total amount of $36,400.00
($20.00/hr) based upon a thirty-five (35) hour work week.
NOW, THEREFORE, BE IT RESOLVED, that Town Supervisor Christopher Colsey is
hereby authorized to appoint Jaclyn Smith to the full-time role of Recreation Director with the
responsibilities to provide supervision to the Senior Center and Youth Recreation programs of the
Town of Wappinger.

BE IT FURTHER RESOLVED, that compensation for said role shall be in the amount of
Twenty Dollars and 00/100 ($20.00) per hour to be funded from budget line B7310.100 (Recreation
Director) and A7620.100 (Senior Director).
BE IT FURTHER RESOLVED, that the office of the Recreation Director be re -located to
the Town of Wappinger Senior Center using in-house labor force. Further, the Recreation Director
is permitted to utilize off-site Town owned buildings to conduct employee meetings, resident
seminars and classes, and to conduct off-site Town business as deemed necessary to ensure the
success and integrity of the Town of Wappinger Recreation programs.
BE IT FURTHER RESOLVED, that this position shall be deemed effective upon
adoption by the Town Board.

WHEREAS, the Town of Wappinger incurred a vacancy for the hourly position of
Recreation Director in August of 2008, due to a voluntary resignation; and
WHEREAS, the Town Recreation Commissioner sought candidates through a list provided
by Dutchess County Department of Personnel; and
WHEREAS, the Civil Service list was deemed non-viable by the Dutchess County
Department of Personnel upon the negative response of five of the six listed candidates; and
WHEREAS, the Dutchess County Department of Personnel provided advice to the Town
Recreation Commissioner and Town Supervisor that a candidate may be sought through direct
recruitment; and
WHEREAS, the Recreation Commissioner further was advised that candidates must hold
qualifications in accordance with the Civil Service guidelines for the position of Recreation
Director; and
WHEREAS, the Recreation Commissioner discussed candidates with the Town Board and
representatives of the Dutchess County Department of Personnel at the Special Town Board
meeting of December 15, 2008; and
WHEREAS, the Town Board conducted interviews for the position of Recreation Director
on January 19, 2009; and
WHEREAS, Ralph Holt, Chairman of the Recreation Commission, has recommended
Jaclyn Smith for the post of Recreation Director; and
WHEREAS, the Town Board, on January 19, 2009, authorized Supervisor Christopher
Colsey to tender an offer of employment to Jaclyn Smith effective immediately; and
WHEREAS, Jaclyn Smith is eligible for the position of Recreation Director under New
York Civil Service Law, the Rules and Regulations of the Dutchess County Department of
Personnel, and the Rules and Regulations of the Town of Wappinger.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby confirms the appointment of Jaclyn Smith as Recreation

Director in the Recreation Department directed by and under the supervision of the
Town Board.
3. The Recreation Director's primary duties shall be to provide oversight to the
Town seasonal youth recreation programs and lead in the completion of the annual
Recreation Guide.
4. The salary for the Recreation Assistant shall be provided from budget line
B7310.100 (Youth Programs/Recreation Director) in the annual amount of Fifteen
Thousand, Four Hundred Fifty Dollars and 00/100 ($15,450.00), in accordance with
the Town of Wappinger 2009 Budget.
5. This resolution shall take effect immediately.
