SNOWDEN Dear Sir or Madam: In accordance with Section 11 of the Town Law, I am furnishing you with a photocopy of the original authenti- cation of the census report received from the Director of the Bureau of the Census concerning the final population counts of the 1980 Census for the State of New York. I am also sending you a photocopy of the page of the census re- port which lists the population of your town. Any town of the second class which has a population of 10,000 or more, excepting towns in Suffolk and Broome Counties, and excepting the towns of Potsdam in St. Law- rence County and Ulster in Ulster County, shall become a town of the first class on January 1, 1982. In addition, any town of the second class with a population of 5,000 or more and an assessed valuation of taxable real property in excess of $10,000,000 may, at its option, become a town of the first class.
