AGREEMENT AND NOW, THEREFORE, it is mutually agreed by and between the Contractor and the Federal Government that: A. The Contractor shall provide the necessary funds to defray (1) the traveling expenses, (2) salary, (3) allowance for subsistence at th!l standard Federal rate per day, (4) R1chard C. Burt and other reasonable and necessary expenses of ---l'errence--Er-oLBrien_Uh-h-m-- who has (Name of 8upervisor) been designated by the Federal Government to supervise the taking of the special census indicated above, and who is hereinafter referred to as the Supervisor; and (5) the compensation of such enumerators and other assistants as may be employed in connection with the said special census, at rates of pay fixed by the Federal Government. . . B. The Contractor shall pay the compensation of such enumerators and other assistants upon certification by the Supervisor. The Contractor shall also pay tabulation expenses, costs of map preparation, and other incidental expenses incurred by the Federal Government in completing the special census. C. The Contractor shall supply the Supervisor with proper quarters adequately equipped with telephone(s), office furniture, tvpewriter(s), adding machine(s), and any other necessary office equipment and supplies as specified by the Supervisor. D. The Federal Government, upon the receipt and after the necessary processing of the schedules returned by the enumerators, shall officially certify the results of the said special census at the earliest practicable date. The Contractor agrees to accept as final the results as officially certified. However, prior to the official certification the Supervisor, upon the completion of the enumeration and his or her verification thereof, may, in his or her discretion, transmit to the Contractor a statement, to be regarded as flrelimin,ary and subje~t tg correction, of the total number o~Jl~rsons enumerated at the specIal census aforesaId. . E. The Supervisor shall appoint such number of enumerators and other assistants as he or she may deem necessary for the proper conduct of the work,-it being understood that the Contractor must recruit the necessary enumerators and other assistants, but their appointments shall be entirely discretionary with the Supervisor. F. The data collected by the enumerators shall be regarded as strictly confidential and shall be returned on the proper schedules direct to the Supervisor who will transmit them to the Federal Government for official announcement. All schedules or ques- tionnaires and all other papers relating to the special census are the property of the Federal Government and under law may be made available to and examined by Census Bureau officials and employees only. It is further mutually agreed by and between the parties hereto that (1) the Supervisor, under the direction of the Government, shall have full and complete charge of every feature of the aforesaid enumeration; (2) that the Supervisor shall not be interfered with in any manner whatsoever by the Contractor or by any representative of the Contractor; and (3) that should any misunderstanding or dispute arise as to what are reasonable and necessary expenses within the scope and meaning of this agreement, the question shall be referred to the Secretary of Commerce whose decision shall be final. The Contractor represents that he D has, [i has not, employed or retained a company or person (other than a full-time employee) to solicit or secure this contr.act, and agrees to furnish information relating thereto as requested by the contracting officer. No member of or delegate to Congress or Resident Commissioner shall be admitted to any share or part of this contract or to any benefit that may arise therefrom, unless it be made with a corporation for its general benefit.
