FROM: RECREATION COMMISSION
RE: PARKLAND FUND DOLLARS VS LAND
Since there are a number of situations presently with us
that will require us to take a position on whether we take
land, (10% of the planned development or dollars $650. per
lot), I felt we should let you know how the Recreation
Comission perceives these.
Since we all know the Town is fast running out of land
for development and this will curtail our ability to acquire
sites for recretion, our first priority must be to take land.

lot should only be exercised when the property available is
too small for us to construct a meaningful playground site Dr
if the terrain is such that too many dollars would have to be
expended to make the land fit the needs of a recreational
park. Our feelings of what a park should provide are;
generally speaking, as follows: It should possess enough
room for ball fields, (soccer-baseball), rest rooms,
basketball court, playground equipment (slides, swings etc.)
and a picnic area. We have found small pocket type parks to
be under utilized for the resources invested in them. We
take the time to look at each piece of property being
offered. We walk through them and make a judgement call as
to how they will Dr will not fit into our plan.
When we take the $650. per lot, you can be assured we
have 9i0en the property available, a test of reasonableness.
We feel there is another option we should explore and
acquire legal counsel on its approprietness; that is to
request from the developer something the Town needs other
than land we don't feel fits our requirements, or $650.00 per
lot which by all accounts is the worst business case we can
accept. We should be able to talk to a developer about land
he Dr she may own in another area of the Town and see if both
parties can come to an agreement. We should be able to
discuss with him~ his supplying some other item of value,
equal to that of the land if we choose not to take the land.

we would like to have your support in pursuing this. We hope
that this will help you to understand our thinking when we
take a position on Parkland Funds (dollars vs Land.)
