Recently our department performed a series of fire flow
tests on the fire hydrant on Myers Corners Road at the entrance
to Roy C. Ketcham High School.
The National Fire Protection Association has guidelines
for the water supply capabilities for hydrants in a residential
area. Such recommendations are as follows:
1) A suggested fire flow of 750 1000 gpm for an area of
single family dwellings not less than thirty-one feet
apart. Such fire flow is to last a minim~~ duration
of two hours.
2) The residual pressure shall be a minimum of 20 psig at
all times. Pressures less than this can result in health
and domestic water supply problems.
Our fire flow tests were conducted on February 9th, using
a fire department pumper connected to the above hydrant with
one, 3 inch supply line.
The results are as follows:

Based on the above results, it can be observed that the
present system can not provide a satisfactory water supply as
per the National Fire Protection Association recommendations.
We plan to conduct more fire flow tests in the future to
familiarize ourselves with the available water supply.

would like to suggest that the Engineer to the Town be asked
to address this and make a report on the adequacy of the water
system in view of the fire company's comments.
The Planning Board is particularly concerned as the proposed
cranberry Hills project is to be supplied and the Board would like
to know what will be done to insure there is capacity.

Re: Pressure Problems in the
Orchard Homes Subdivision of the
Central Wappinqer Water Imp.
Dear Mr. Lehigh:
As you are well aware, the problem of water pressure has
been present for a long time in the Orchard Homes Section
of the system, even though other areas at higher elevations
have not experienced such difficulties.

Since the middle of 1976, the Town has attempted to alleviate
the problem by repairing all the leaks in the Orchard Homes
area and having a leak survey made of the entire system. New
fire hydrants for blow-off purposes and fire protection were
also installed. The Town is also periodically pressure check-
ing the system a~d trying to make sure that all valves are
fully open. We have recently found where valves have been
partially closed for unknown reasons and then are of course,
immediately opened. The reason for such happenings could be
varied due to the large amount of line, and the varied pri-
vate people working in the Town.
Because of the expense, the Town has attempted to solve the
problem without replacing the main lines. That may be the ul-
timate answer.
However, before that is done, the., use of pressure tanks should
be tried because of the nature of the problem where only large
draws cause the pressure to drop, (the same as you indicated
in your letter of July'15, 1979) the incoming line would act
as a source and the pressure tank would take care of those
instantaneous outages that occur. It would obviously not be

capable of withstanding a 2 hour outage. It is our opinion,
that the problems in Orchard Homes is an isolated one, caused
by a large head loss due to deteriorating pipes or the in-
stallation of pipes not in accordance with plans. The system
. containing Ardmore Drive and Orchard Drive is supposed to be
an 8" diameter asbestos cement loop and under a simulated fire
condition that was performed in March 1979, the pressure should.
have been sufficient, even if the pipes were twice their pre-
sent age.
Since the pressure did not hold, it is possible that the entire
loop is not 8"rD pipe and other sizes have been inserted during
construction, decreasing the carrying capacity of the pipes or
lastly, that the 8".16 pipes have so deteriorated that the carry-
ing capacity is less than what can be normally expected.
To further answer your letter, t~.e Town has sufficien t 'N3 ter to
provide for the new building now being done as projected. To my
knowledge, the Orchard Homes area is the only one with a gravity
feed that is experiencing this problem.
In September 1976 under the direction of the Board of Fire
Comrnissioners (Will iam Pa rson, Cha irman, and Howard Prager, Jr.,
Fire Chief) the Public Protection Dept. of the Insurances Ser-
vices Office performed a fire protection survey.
I believe this information should be on file in the Fire House.
If not, it can be obtained from the Town or from my office. You,
as Pire Chief, can of course, ask for a re-certification if you
so desire.
Lastly, if you must have fire drills, I recommend that tney be
made at a time of minimal use within the system and such test
be made in the area of the well pumping station, so that it will
hdve minimal effect on the system. We have enclosed a topogra9hic
map of the system for your information.
