NEW YORK 12!590 TEL. 297.6256 January 25th, 1979 Town Board Town of Wappinger Mill street Wappingers Falls, NY 12590 RE: Imperial Boulevard connector Road Dear Board Members: The Planning Board of the Town of Wappinger would like to take this opportunity to go on record as recommending that serious consideration be given to insure that the proposed Imperial Boulevard Connector Road is completed to Myers Corners Road. This connector road would benefit both the Town and the village as well as providing a funnel for the ever increasing Route 9 traffic. Enclosed are letters from the New York state Department of Transportation regarding the Waldbaum's Shopping center with reference to access and traffic on Route 9. The Planning Board feels strongly that something should be done to expedite the completion of this road and urges both the Town and village Boards to move with deliberate speed to accomplish this end. It is also hoped that better communication between the Town and the village will be possible as the Planning Board has on a number of occasins been unaware of site developments on Route 9 in the Village which become important considerations in the Town's planning processes. Virginia Keeler, a member of the Town of Wappinger Planning Board, called me on December 7, 1978, indicating that my letter of November 29, 1978 caused some confusion among the board members as to the position of the State Depart- ment of Transportation on the matter of providing and locating a median open- ing on Route US 9 for the subject shopping center. I am writing at her re~uest to hopefully clarifYour point of view. 1. In the event \~aldbaum's Shopping Center receives local planning board approval, the State will authorize a single median opening to Route US 9, north of Myers Corners Road. 2. The geometries of the drive to Route US 9 will be as required by the State. 3. The Dutchess County Department of Public "forks must be satisfied with and indicate their approval of any access to MYers Corners Road before the State will agree to and issue a permit for access to Route US 9. 4. The median opening for Waldba~m's is an exception to State pOlicy justified by the potential congestion caused at Myers Corners Road if all left turns to and from Waldba~m' s were made at the intersection. The Dutchess County Department of Planning has recommended that the access and median opening on Route US 9 be located at the north extremity of the site so that the shopping center access can, in the future, serve other land parcels and provide a connection to a potential marginal road paralleling Route US 9, to the rear of the site. Since only one median opening will be permitted by the State, it makes sense that it is best located to serve future conditions. Town of Wappinger Planning Board December 11, 1978 Page 2 6. We endorse the recommendation in 5 above. This reQuires that the Waldbaum site be designed to provide access at the northerly property line. The local planning board must make this decision and dictate terms for site development. The State does not interfere with decisions on in- ternal structure of developments. 7. A traffic signal~ as required, at either of the proposed drive locations on Route US 9, will influence the unimpeded movement of traffic along Route US 9; however, because of the distance between the existing signals at Myers Corners Road and Imperial Plaza, in the Village of Wappingers Falls, we an- ticipate no one location will have a greater impact than the other on traffic conditions at existing signals. In summary, this Department favors access to Route US 9 as recommended by the Dutchess County Department of Planning; however, since the drive location is based on future local planning concepts, which are under local regulation and subject to local decision, we must await a local determination on the require- ments imposed on site development before authorizing a median opening. It is normally undesirable to provide single user ~edian openings along any divided highway. This is especially true when a highway of the nature of Route US 9 is involved. It is a fact that this Department will be limiting median openings to central locations in future reconstruction projects along Route US 9 in and north of the Village of Wappingers Falls. With this in mind and assuming construction of the Waldbaum Shopping Center, which is desirable from a community standpoint, we must determine what, if any, extenuating conditions may favor a median opening over access via Myers Corners Road. At our request the developer's consultant has made a traffic study at the MYers Corners Road intersection to determine what impact site generated traffic would have on this already heavily trafficked intersection with and without a median opening to the north. We have received and studied the consultant's report, and it is indicated that without a separate median opening for access to the site from Route US 9, the additional traffic volumes ~enerated would cause objectionable congestion and reductions in the level of service during critical peak hours at the Myers Corners Road intersection. This depreciation of the traffic flow is caused nrimarily by the projected number of additional southbound left turns from Route US 9 and westbound left turns from Myers Corners Road. v,r. Louis D. Diehl, Supervisor ~ovember 27, 1978 Pa~e 2 It is our conclusion that a signalized median opening at Waldbaum's would not be improper and will serve a portion of the site traffic that would otherwise reduce capacity at the intersection of Myers Corners Road. We have a copy of a letter to the Town of Wappin~er Planning Board from ~. Eric Gillert, of the Dutchess County Department of ?lanning, vherein specific comment and recommendations are made relative to the development of the subject site. Mr. Gillert points out a general planning concept which envisions a marginal access road paralleling Route US 9 with access to Waldbaum's providing a common interconnect to Route US 9 and serving land parcels to the north and east. This is a valid recommendation and one that we readily endorse. This determination is a Town function, and it is not within the purview of this Department to decide on local plan- ning matters. No access or median opening viII be authorized until local officials and/or agencies have decided on and indicated site approval. ft~ concept for access to Waldbaum's Shopping Center must be developed vith- in certain definite parameters which are dictated by existing physical and traffic conditions. The proposed median opening must be no less than 650 feet north of the intersection of Myers Corners Road; &~d it viII be con- trolled by a traffic signal interconnected and coordinated with the exist- ing signal to the south. Any access to MYers Corners Foad must be subject to the requirements and approval of the County Department of Public Works. It appears that access to Myers Corners Road should be a minimum of 500~ feet east of Route US 9 and should include an eastbound left turn storage lane approximatelY 200 feet in length. The provision for a major signal- ized access to Route US 9 and the nature of the traffic volumes and speeds on this artery favor a single access to Route US 9 to limit points of con- flict and avoid differential speed areas. The specific access design elements involved viII be worked out with the developer's consultant once we are apprised of local decisions and the re- quirements imposed on site development, including the resolution of the recommendation that the Route US 9 access serve other land parcels and pro- vide future interconnect to a marginal access road paralleling Route US 9 to the east. Any agreement to a median opening at Waldbaum's is a policy exception limited to this location and determined proper only to avoid the potential for un- acceptable con~estion and delay at Myers Corners Road which may occur if the shopping center vas to operate without alternate access.
