1992-08-10 SPMAar SP81092 A Special Meeting of the Town Board of the Town of Wappinger was held on August 10, 1992, at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York. Supervisor Smith opened the Meeting at 6:50 P.M. Present: Constance Smith, Supervisor James Mills, Councilman Robert Valdati, Councilman June Visconti, Councilwoman Elaine H. Snowden, Town Clerk Absent: Robert Wallace, Councilman Others Present: Albert Roberts, Attorney Joseph E. Paggi, Jr. Engineer Graham Foster, Highway Superintendent The Supervisor sent notices of this Special Meeting to the Town Board and the Media on August 7, 1992, scheduling it for August 10, 1992 at 6:45 P.M. at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York. The purpose of the meeting was to award the bid for the demolition of the Braker Building on Old Route 9, to consider the State Bids for the Supervisor's car and any other business that may come before the Board. The Meeting commenced with all joining in the Pledge of Allegiance to the Flag. Three bids were received for the demolition of the Braker Building at the intersection of Old Route 9 and Middlebush Road. The apparent low bidder was Woodwaste, Inc. at a total figure of $6,350.00. MR. VALDATI moved to award the bid for the demolition of the Braker Building located at the intersection of Old Route 9 and Middlebush Road, to Woodwaste, Inc. as low bidder, in the amount of $6,350. Seconded by Mrs. Visconti Motion Unanimously Carried SP81092 At this time Mrs. Smith asked the Engineer for figures for test borings at the Castle Point Landfill in regard to its closure. Whatever information he was prepared to give them would then be discussed at the work shop following this meeting. He informed them that Chazen Environmental Services completed the subsurface investigation and it was accepted by the P.E.C. They had expended approximately $8,000 less than authorized. The State now wants them to do soil work on the top 12 inches and analyze it to determine if it is the proper soil for closure. A suitable cap now has to be placed over the landfill and Mr. Paggi explained that they are trying to convince the State that the cap is there --the proper amount and is the proper consistency that the water will run off of it, not into it. The cost for Chazen Environmental Services to do this work is $4,500. It is still a lesser amount than anticipated. The Town. has 1.00 days to submit this information, starting from the date of the receipt of the letter which was August. 4, 1992. MRS. VISCONTI moved to authorize the expenditure quoted by Chazen Environmental Services, to effectuate the closing and capping of the Castle Point Landfill, based on the information provided by the Engineer to the Town. Seconded by Mr. Valdati Motion Unanimously Carried Mrs. Smith received the State bid for the Supervisor's car and asked the Board to consider what action they wished to take -- act on bid, get additional bids or table it to next year. Mrs. Visconti made a motion to go out to bid for additional figures, however, Mr. Mills expressed his opinion that he wanted to know what he was voting for and preferred that they had specs available for their review. MRS. VISCONTI moved to table action on this matter pending further information on specs for Supervisor's car. Seconded by Mr. Mills Motion Unanimously Carried. a�3 SP81092 The Supervisor asked for consideration of one more item -- she required authorization for the Planning Board to be designated as Lead Agency in the matter of an application from Herb Redl for his project, Hit & Putt. MR. VALDATI moved to authorize the Supervisor to sign approval for the Planning Board to act as Lead Agency in the matter of Mr. Redl's application for "Hit & Putt". Seconded by Mrs. Visconti Motion Unanimously Carried There was no other business to come before the Board. MR.
