Resolution Authorizing the Acceptance of Partial or Excess Payments for Sewer and Water
Payments
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New
York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on May 24, 2010.
The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being called,
the following were present:
PRESENT: Supervisor - Christopher J. Colsey
Councilmembers - William H. Beale (arrived at 6:36 PM)
Vincent F. Bettina
Ismay Czarniecki (arrived at 6:23 PM)
Joseph P. Paoloni (arrived at 6:48 PM)
ABSENT:
The following Resolution was introduced by Councilman Bettina and seconded by
Councilwoman Czarniecki.
WHEREAS, the current policy for accepting water and sewer payments requires the acceptance
of only the amount matching the invoiced balance; and
WHEREAS, it is an increasing occurrence that payments are received in incorrect or obsolete
amounts, such as through automatic bill payment services; and
WHEREAS, the former software package did not allow the ability to accept a payment not
consistent with the invoiced balance, thus requiring a rejection of payment; and
WHEREAS, the Town Accountant, through a memo dated May 12, 2010, recommends the
acceptance of partial or excess payments of water and sewer payments; and
WHEREAS, this proposed internal policy modification will decrease costs, reduce employee
collection efforts and limit re -levy balances.
NOW, THEREFORE, BE IT RESOLVED, the Town Board hereby authorizes the acceptance
of partial or excess payments for sewer and water payments, effective immediately upon adoption.
The foregoing was put to a vote which resulted as follows:

Re: Internal Policy on Sewer and Water Payments
The Accounting Department hereby proposes an internal policy relating to the collection
of water and sewer services billed. There have been several cases in the past where Home
Owners made partial or excess payments for services billed, only for the Sewer and
Water Billing Clerk to return such payments. This has lead to increased cost to the Town
in terms of administration, phone calls and unnecessary postage. The internal policy
attached is an attempt to streamline this area.

INTERNAL POLICY ON COLLECTION OF WATER AND SEWER
BILLS # 2010-0001
1.1 All sewer and water bills should be paid by due date in full. A penalty of 10%
on balance due will be imposed on any unpaid bills by due date.
1.2The Town of Wappinger may accept partial payment for water and sewer
services. Any balances due from the partial payments will also incur a penalty
of 10%. Partial payments will be apportioned to water and/or sewer accounts,
where applicable, at the discretion of the Accounting Department.
1.3 The Town's Accounting Department may accept payments for water and
sewer services over and above the amounts billed for each Quarter. Excess
payments will be credited to the Home Owner to be applied on the next and
/or future billing. The Town will refund excess payments if more than twelve
months (4 Quarters) of water and sewer billing.
