A Special Meeting of the Town Board of the Town of Wappinger
was held on March 9, 1992 at the Town Hall, 20 Middlebush Road,
Wappingers Falls, New York.
Supervisor Smith opened. the Fleeting at 6:25 P.M.
Present:

The Supervisor scheduled this meeting for March 9, 1992 for
elle p►.►rposes of: 1. considerinb the bids for fuel oil;
2. approve P.U. for Recreation Commission for payment of the
Deerhill Scrim Program; 3. dedicate "Recycling Awareness Month";
1. consider repeal of Town of Iiappinger SEQRA; 5. request of
Comptroller- for permission to apply surplus finds in Watch Hill
Seger• District to off -set Town share of Town of Fishkill bonded
indebtedness; 6. Direct Attorney to prepare Rezoning Resolution
for• Alpine.
Notices were sent to the Town Board Members on March 9th, 1992
calling said meeting for March 9th, at 6:15 P.M. Notice was sent.
to the News Media on the sante date and posted on the Town Bulletin
Board.
'file first matter, consideration of awarding the bid for fuel
oil, was tabled at the January 27th, 1992 Meeting since there were
only three Board Members present and lir. Wallace had a conflict of
interest on voting• to award this bid. At this time it appeared
that the same situation existed, so Mrs. Smith preferred to table
this matter to later in the Meeting.

The Recreation Commission wrote a Memo requesting approval for a
purchase order in the amount of $5,500 for a contract with
Deer Hill Conference Center for the 1992 Swim Program.
MRS. VISCONTI moved. to approve the purchase order for the
Recreation Commission in the amount of $5,500 for the Deer
Hill Conference Center and authorize the Supervisor to sign
said contract.

Motion Unanimously Carried
Mrs. Smith stated that she wished to make a Proclamation for the
month of April at this time since the Regular March Meeting would
be too late to publicize it.
I, CONSTANCE O. SMITH, SUPERVISOR OF THE TOWN OF WAPPINGER DC
HEREBY PROCLAIM THAT THE MONTH OF APRIL t�+'ILL BE DEDICATED AS
RECYCLING AWARENESS MONTH.
A Memo was received from the Zoning Administrator stating that
the Planning Board recommends the repeal of the Town of Wappinger
SEQRA Law with the exception of the threshold section. They
requested this retention because the Town Law is more stringent
than the State SEQRA Law, Section 617.
MRS. VISCONTI moved to rescind Local Law#2 of 1977, entitled
"A Local Law Pursuant to Article 8 of the New York Environmental
Conservation Law Providing for. Environmental Quality Review of
Actions Which May Have a Significant. Effect on the Environment.",
and authorize the Attorney to prepare an amended Local Law to
include the Soils Map and adopt the Threshold Section only- as
contained in the previous Law.

Motion Unanimously Carried
The Comptroller forwarded a Memo to the Board. regarding the use
of surplus funds in the Watch Hill Sewer_ District (46 residents
SP30992
that are within the Town of Wappinger but connected to Dutchess
Park Sewer District in Fishkill). She required permission to
use $6,000.00 of the surplus to offset the bond indebtedness,
noting that the balance could be billed quarterly or semi-annuai.ly
whichever the Board preferred to do. Quarterly charges would be
$32.63, semi-annual would be $65.25. The Comptroller recommended
payback at different times than the regular O&M billing so it
would not put a burden on these residents who recently received
a large rate increase in the rates from Fishkill.
MRS. VISCONTI moved to authorize the Comptroller to utilize
$6,000 of the surplus fund in the Watch Hill Sewer District
to offset the assessment by the Town of Fishkill for bonded
indebtedness.

The next item for consideration was authorization for the
Attorney to prepare a resolution for rezoning a parcel of land
ov.ned by Ivanoff for the purpose of the ?alpine Company purchasing;
the property and applying for approval of Phase II of the project.
The Supervisor called a recess so the Board Members could discuss
this prior to taking action on it.
The Town Board recessed at 6:35 P.M.
The Town Board Meeting was called back to order at 6:15 P.M.
The Supervisor, Councilwoman Visconti and Councilman Wallace were
present.
MRS. VISCONTI moved to authorize the Attorney to the Town to
prepare a Resolution for Rezoning the Lands of Ivanoff for
introduction at. the March 23rd, 1992 and consideration of setting
a Public Hearing on same.

Councilman Robert Valdati arrived at the Meeting at 6:45 P.M.
and the Board then considered action on awarding the bid for
fuel oil which was tabled at the previous meeting.
Bids were received for fuel oil from Bottini Oil Company and
Vince's Oil Company. Bottini quoted .599 per gallon, $85.00
burner contract; Vince's quoted .6625 per gallon, $40.00 per
hour burner contract, $60 per hour overtime plus parts 24 hr.
service. The Superintendent recommended the bid for fuel oil
and the Burner Contract be awarded to Bottini Oil Compant-.
MR.. VALDATI moved to award the bid for fuel oil and the Burner
Contract to Bottini Oil Company, as low bidder, as recommended
by the Highway Superintendent.
Seconded by Mrs. Visconti
Roll Call Vote: 3 Ayes Mr. Wallace ---Abstained
There was no other business to come before the Board.
MRS. VISCONTI moved to close the Special Meeting, seconded by
Mr. Wallace and unanimously carried.
