1990-01-29 SPM:
A Special Meeting of the Town Board of the Town of Wappinger was
held on January 29, 1990, at the Town Hall, 20 Middlebush Road,
Town of Wappinger, Dutchess County, New York.
Present:
Constance Smith, Supervisor
Victor Fanuele, Councilman
Joseph Incoronato, Councilman
Robert Valdati, Councilman
June Visconti, Councilwoman
Elaine H. Snowden, Town Clerk
This meeting was set by the Supervisor at the Regular Meeting of
January 22, 1990, for the purpose of appointing an interim Highway
Superintendent through December 31, 1990 and consideration of approving
the Soccer Contract.
All joined in the Pledge of Allegiance to the Flag.
The following Resolution was offered by COUNCILWOMAN VISCONTI who
moved its adoption:
RESOLVED, that Graham Foster be and he hereby is appointed
as Intermin Highway Superintendent, to fill the vacancy created by
the untimely passing of Kenneth Croshier, and
BE IT FURTHER RESOLVED, that Mr. Foster's position shall be
effective immediately at an annual salary of $32,000.00 and
BE IT FURTHER RESOLVED, that Mr. Foster shall serve in this
position to December 31, 1990.
Seconded by: Councilman Incoronato
Roll Call Vote: 5 Ayes 0 Nays
Mrs. Visconti mentioned that Mr. Foster's background in union
negotiations was a very strong factor for selecting him for this
position. He has extensive management training and administrative
training which will be helpful in compiling the Highway Budget which
is the largest one in the Town.
The Soccer Contract was placed before the Board for their consideration.
Mrs. Visconti moved to authorize the Supervisor to sign the Soccer
Contract, seconded by Mr. Valdati.
Mr. Fanuele wanted to discuss this and noted that it was his under-
standing that a good percent of the children in Soccer were not
Town of Wappinger residents, anywhere from 20% to 49%, the number is
not known. He has asked Frank Masci, the President of that League
many times to provide him with a roster but at this time he has not
given him this information. Mrs. Smith and Mrs. Visconti remarked
that they, too, had asked Mr. Masci for this information and have not
received it. Mrs. Smith added that she has been waiting for three

years for this roster, so she agreed with Mr. Fanuele that they
should hold off until this information was forwarded to them.
Mrs. Visconti rescinded her motion to authorize the Supervisor to
sign the Soccer Agreement.
MRS. SMITH moved to table action on the Soccer Agreement pending
receipt of a roster from the President of that League.
Seconded by Mr. Fanuele
Motion Unanimously Carried
Mr. Incoronato felt that they should also request a roster from the
Little League Association of the Town since they do receive considerable
monies from us. All these leagues requesting to be subsized by the Town
should submit a roster of names and addresses of those participating.
It was mentioned by Mrs. Visconti that they could join with other
municipalities to help support the Soccer League since they felt there
was a significant number of children that did not live in the Town of
Wappinger. This was something to talk about with their representatives.
The Supervisor agreed that in all fairness they should ask both Leagues
for a roster and she would take care of it.
Mr. Incoronato brought up the fact that the principal field for the
soccer players is at the Rockingham recreation area where a pond
exists that measures several hundred yards in diameter and at least
six or seven feet deep in the center and it is unprotected. Mrs.
Visconti was of the opinion that a fence had been put up at that area.
They decided to check it out before making any determinations about
protecting the area.
MRS. SMITH moved to refer these matters to a work shop with Mr. Masci
President of the Soccer League and Mr. Holt, Chairman of the Recreation
Commission.
Seconded by Mr. Incoronato
Motion Unanimously Carried
MRS. VISCONTI moved to close the Special Meeting, seconded by Mr.
Incoronato and unanimously carried.
The Special Meeting closed at 8:52 P.M.
