A. 2010 Third Quarter Budget Update
Supervisor Colsey opened the discussion at 6:09 PM. Using a PowerPoint presentation,
the Supervisor gave an update on the Town's finances through the 3rd Quarter of 2010. The
Board was also provided with revenue and expense reports. Those reports are also being posted
to the Town's website. Supervisor Colsey closed the discussion at 6:13 PM.
B. Tentative Budget - Presented by Town Clerk
Supervisor Colsey opened the discussion at 6:13 PM. Using a PowerPoint presentation,
Supervisor Colsey gave a summary of the 2011 Tentative Budget. He first compared the 2011
figures to the 2010 figures. He also compared what was submitted by the department heads and
what actually went into the Tentative Budget. Supervisor Colsey proceeded to explain the
components in the various funds of the Tentative Budget. The Town Clerk, Chris Masterson,
presented the Tentative Budget to the Town Board Members. Supervisor Colsey closed the
discussion at 6:29 PM.

RESOLUTION: 2010-304
Resolution Accepting Proposed Benefit Assessment Rolls for Special Improvement Districts
and Special Improvement Areas for Fiscal Year 2011 and Setting a Public Hearing to Hear
Any Objections Thereto
WHEREAS, the Town Assessor has created preliminary benefit assessment rolls for all Special
Improvement Districts and Improvement Areas within the Town of Wappinger for the Fiscal Year 2011
and filed said rolls with the Town Clerk pursuant to Town Law § 239; and
WHEREAS, the Town Board, as required by Town Law § 239, hereby schedules and orders a
Public Hearing for the purposes of hearing and considering any objections which may be made to the
aforementioned assessment rolls for the Special Improvement Districts and Special Improvement Areas
for Fiscal Year 2011.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set forth and
adopted herein.

Resolution Setting Public Hearing on the Proposed Budgets, O&M Charges, Water/Sewer
Rates and Rents for Special Improvement Districts and Special Improvement Areas for
Fiscal Year 2011
WHEREAS, the Town Board annually establishes budgets for the financing of all
r, Special Improvement Districts and Special Improvement Areas within the Town of Wappinger
for the ensuing year, and as part of the budget process the Town Board establishes Operation and
Maintenance Charges (O&M Charges), Rates and/or Rents, to be charged against those
properties within said Special Improvement Districts or Special Improvement Areas; and
WHEREAS, the Town Board has completed the proposed budgets and has established
proposed quarterly O&M Charges, Rates and Rents to be charged against those properties within
said Special Improvement Districts and Special Improvements Areas for Fiscal Year 2011; and
WHEREAS, the Town Board, as required by Town Law, hereby schedules and orders a
Public Hearing for the purposes of hearing and considering any objections which may be made
to the aforementioned proposed budgets, and the proposed quarterly O&M Charges, Rates and

RESOLUTION: 2010-308
Resolution Authorizing Refund of Unused Seeding and Grading Escrow in Connection
with 14 Circle Drive
WHEREAS, on or about July 27, 2010, Peter A. Campbell made a deposit in the amount
of Eleven Thousand Dollars and 00/100 ($11,000.00) into an escrow account with the Town of
Wappinger in connection with the seeding, grading and stabilization located on 14 Circle Drive;
and
WHEREAS, all work has been completed, inspected and approved by Susan Dao, Code
Enforcement Officer and Robert J. Gray, P.E., Engineer to the Town; and
WHEREAS, Peter A. Campbell has requested that the escrow be returned.
NOW, THEREFORE, BE IT RESOLVED:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby authorizes a refund of the escrow to Peter A. Campbell
in the total amount of Eleven Thousand Dollars and 00/100 ($11,000.00).

IX. Special Consideration
Town option to purchase a parcel
Supervisor Colsey opened the discussion at 8:26 PM. Al Roberts, Town Attorney,
explained that there is a landlocked parcel that was supposed to have been dedicated to the
Town, but never was. This parcel is going up for sale and the Town needs to decide if it would
like to purchase this parcel. The Town Board discussed whether it would like to purchase the
parcel. Councilwoman Czarniecki asked if there is any access to the parcel. Mr. Roberts
answered that, according to the map, there appears to be an easement, or 25 foot path, leading to
the parcel. Discussion followed. Councilwoman Czarniecki asked when the Town would have
to make the decision. Mr. Roberts answered that he would need to make the notification
tomorrow. Councilwoman Czarniecki noted that she would be in favor of this. She asked what
would happen if the Town chose not to buy it. Mr. Roberts discussed the fact that the property
has a restricted use. Supervisor Colsey noted that he would like the input of Councilman Bettina,
but Councilman Bettina was out of the room at the time. Supervisor Colsey then recommended
that the Board return to this item later in the Meeting.

Councilwoman Czarniecki New Business
Councilwoman Czarniecki noted that a resident has asked for stop signs to be put up at
the intersection of Helen Drive and Barbara Drive, in both directions. Supervisor Colsey stated
that Graham Foster, Highway Superintendent, needs to be contacted for his recommendation.

XII. Special Consideration
Town option to purchase a parcel, cont'd
Supervisor Colsey reopened the discussion from earlier in the Meeting. The Town Board
decided that it was not interested in purchasing this parcel.
Dog Licensing Local Law
Al Roberts, Town Attorney, noted that the Town Clerk, Chris Masterson, has asked his
office to prepare a Dog Licensing Local Law for the Board to adopt. He went on to say that,
apparently, most of the communities have done nothing and are waiting to see what Wappinger
comes up with. Mr. Roberts is asking for the Board's direction. Supervisor Colsey made a
motion to authorize the Town Attorney to start the process for a Local Law on dog licensing.
The motion was seconded by Councilman Beale. Councilwoman Czarniecki asked if this was
something that the Town really had to do. Mr. Masterson confirmed that the Town Board does
have to do this Local Law. The motion passed unanimously.
