1988-11-10 PHA Public Hearing was held by the Town Board of the Town of Wappinger
on November 10, 1988, at the Town Hall, 20 Middlebush Road, Town of
Wappinger, Dutchess County, New YOrk, on the Preliminary Budget for
1989.
Supervisor Paino opened the Hearing at 7:35 P.M.

The Town Clerk offered for the record the Affidavits of Posting and
Publication duly signed and notarized. (These Affidavits are attached
hereto and made part thereof of the Minutes of this Hearing).
Mrs. Paino asked if there were any questions or comments from the
audience regarding the Budget as presented for 1989.
Martin Leskow spoke to the Board and stated that he has lived in
the Town since 1941 and he remembers when the taxes were $150 per
year for both land and school. He felt that the people who work for
the Town are very dedicated people, has nothing against that, but
budgets should not be raised higher than living expenses, especially
for senior citizens. Raises are great but they have to be done with
compassion and feeling.
Mrs. Paino referred to a previous discussion on proposed funds to
be allocated to the Grinnell Library; the amount of $37,000 was put
in for 1988 and the same for 1989, however, the Library representatives
have requested $42,000 for 1989. During the work shops the amount was
left at the original $37,000 but Councilman Valdati has expressed his
desire that it be raised to $42,000.
Mr. Valdati asked to address the matter of a refuse pickup for the
Village and what could they do to alleviate that situation.
Mr. Farina wanted to clarify a statement made in the Southern Dutchess
News pertinent to the Councilpeople each having a desk and telephone at
the Town Hall. This, he pointed out was incorrect; there would be one
office, one desk and one telephone shared by the four Councilpeople.
Mrs. Smith added her comments that her personal feeling was that
elected officials should not get a raise this year and for that reason

she did not take part in any discussions on that particular matter.
Judge Francese asked if he could have one more work shop before the
adoption of the Budget and Mrs. Paino said she would set one up for
him.
Mrs. Paino asked for comments from the public either for or against
the Preliminary Budget of 1989, as presented.
There were no comments made by those present.
MR. REIS moved to close the Public Hearing, seconded by Mr. Farina
and unanimously carried.
The Hearing closed at 7:45 P.M.
