1988-09-08 PHA Public Hearing was held by the Town Board of the Town of Wappinger
on September 8th, 1988 at the Town Hall, 20 Middlebush Road, Town of
Wappinger, Dutchess County, New York, with respect to the proposed
establishment of the Wappinger Park Water District.
Supervisor Paino opened the Hearing at 7:00 P.M.

The Town Clerk offered for the record the Affidavits of Posting and
Publication duly signed and notarized. (These Affidavits are attached
hereto and made part thereof of the Minutes of this Hearing.)
Mrs. Paino noted that the Town Board negotiated with the owner of
this privately owned water district, at the request of the residents
of that development, for the sale of said district. At the last
meeting the Board adopted a resolution agreeing on a purchase price
for the water system and the sale is subject to the formation of the
Wappinger Park Water District. It is required that a Public Hearing
be held to hear comments from interested parties, prior to the
finalization of said Agreement.
The Attorney added that the Engineer had filed the long form
Environmental Assessment with the Town Clerk this day for the
Town Board's review and consideration of a negative declaration.
Mr. Paggi referred to his letter of August 18, 1988 to the Town
Board regarding the Wappinger Water District as follows:
August 18, 1988
Dear Board Members:
As you know, the Town Board is pursuing the formation of this
Water District. One of the critical points of this formation is
running a long duration pump test on the well on Mr. Klein's
property on Hark Plaza. I would like to schedule this work as
soon as possible, however, I would need the authorization for
payment to the contractor who would perform this pump test.

Preliminary estimates indicate that these costs could range
approximately $2500.00.
Please contact me at your earliest convenience with your feelings
in this matter.

The authorization that Mr. Paggi has requested will be considered
at the next meeting of the Board.
Rose Wells President of the Wappinger Park Homeowners Association
was present and commended the Town Board and Officials for their
efforts and cooperation in taking a positive attitude on the
request of these residents for the Town to take over the water
system. She then addressed questions to the Attorney and the
Engineer on the procedures that will follow to establish the
water district and finalize the Agreement for the purchase.
There were no other comments from the public.
MR. REIS moved to close the Public Hearing, seconded by Mrs. Smith
and unanimously carried.
The Public Hearing closed at 7:13 P.M.
