1987-11-05 PHA Public Hearing was held by the Town Board of the Town of Wappinger on November 5, 1987 at the Town Hall, Middlebush Road, Town of Wappinger, Dutchess County, New York, on the Benefit Assessment Roll for the Central Wappinger Water Improvement Area. Supervisor Paino opened the Hearing at 7:30 P.M. Present: Irene Paino, Supervisor Vincent Farina, Councilman Robert Valdati, Councilman June Visconti, Councilwoman Elaine H. Snowden, Town Clerk Absent: David Reis, Councilman The Town Clerk offered for the record the Affidavit of Posting and Publication duly signed and notarized. (The Affidavits are attached hereto and made part thereof of the Minutes of this Hearing). In 1988 the cost per unit will be $61.00 per unit for the Benefit Assessment. Mrs. Paino asked for comments from the public on the Benefit Assessment Roll for Central Wappinger Water Improvement Area. There were no comments made by the public either for or against the Roll. Mrs. Paino asked for comments from the public relating to the Assessment Roll for Wappinger Sewer Improvement Area #1. Mr. Herbert Wallace, representing D.W.S. Holdings and the Cranberry Development, was present to protest, not so much the rate of the assessment, but their inclusion in the district as to the benefit units. They are assessed for 480 benefit units, based on 1976; the formula is based on preliminary subdivision approval. The basis of the protest for those amount of benefit units is the fact that they allege they cannot build and cannot use that number of units because the Improvement Area that they are in cannot support this number. It is their contention that it is overloaded and cannot serve the units that they are assessed for. They are bing taxed for something they cannot use; they are being overtaxed and on that basis they respectfully request that they be assessed for vacant land which formula would set their assessment at 22.8 benefit units. They feel this would be the correct assessment for that district. Mrs. Paino asked if there were other questions or comments on this Assessment Roll. Mr. Incoronato noted that the Supervisor was receiving $12,000 for 1987 and $15,000 for 1988, that's a 25% increase. Bernice Mills asked for a breakdown of the personal services under the Supervisor ---$12,000 Secretary, $2,500 Deputy Supervisor, $15,000 Supervisor. Mrs. Mills then asked if the Deputy Supervisor is on the Board, is he getting an additional salary for doing the Supervisor's work, if so, that amount should come out of the Supervisor's salary. The taxpayers are paying this amount and the Supervisor was elected to do a job, not to pay extra for a Deputy to do some of her work. Mrs. Mills asked for a breakdown on the personal services of the Comptroller ---$30,000, Comptroller, $18,550, Assistant, $14670, Bookkeeper, $10,000 Floater. This represents a 15% increase for the Comptroller. Mrs. Mills asked if everyone in the Town was getting 15% or was this a set amount. Mrs. Paino noted that they will be holding a work shop next Thursday night to consider the input from the residents and they will then make adjustments on some of the line items. Mrs. Mills asked for the breakdown on the Justice Court Personal Services ---Town Justices, each $18,000, Court Clerk, $20,000, 3 part time clerks, $17,790, part time guard, $5,960. They are presently receiving $10,000 each. She also asked for an explanation of coupon fees and the Comptroller explained. The Receiver of Taxes breakdown on personal services --- R/T $21,000, Deputy $12,000, part time clerks $7,500. When told the Deputy was full time, she questioned why that office needs two full time people when it is seasonal work. The increase for the R/T is 10%. The equipment is for a typewriter and file. Mrs. Mills questioned why a typewriter, aren't they looking to computerization rather than spending money on antiquated equipment like typewriters. The response from the Supervisor was that they are looking into computerizing Building, Zoning and Planning with the Assessor's computor and the cost is under Central Processing. The Engineer's fee has gone up quite a lot, combined A & B fund is $71,000; this amount represents everything including the drainage projects. The base salary for the Attorney is $45.00 per hour. Mr. Incoronato noted the increases in the Engineer's fees and asked how they justify these huge increases. The Town should consider a full time Engineer and Attorney. Mike Usifer had a number of comments to make and started with a question on the lighting districts and fire districts, also the Watch Hill Sewer District. Mrs. Snowden noted that the fire districts submit their budget to the Town and we have no control over them. The budget on the lighting districts are set by Central Hudson and the amounts given in both instances are the amounts to be raised by taxes and turned over to them for their operation. He had also detected a $49,000 error in amount to be raised by taxes and explained it to the Comptroller who noted that it could be an error, he would check it out. Mr. Usifer had a number of questions on some of the line items which the Comptroller explained. He also suggested that the Board supply the public with year to date on actual numbers and the number of full time employees so they can identify new positions. Other items he asked about included a decrease in Building, Personal Services, which represented a cut back of hours on maintenance personnel; increase under General Repairs, Contractual due to request for radios and drainage work, road striping; snow removal increase due to road material increase. Under Playgrounds and Recreation Center an increase from $6,897 to $26,150 was due to a new position of Senior Citizen Director and an instructor for a new program that will be started at Town Hall, also additional counselors for the playground program due to increase of children participating. Mr. Usifer again suggested that a list of personnel for these programs be provided for the public. Mayor Synnett asked for a joint meeting with the Town Board and Village Board and their respective Treasurers to see if they could work something out on reductions for the Village residents since they did have a big increase in assessments this year. Mrs. Paino said a meeting could be arranged, however, she did have good news for the Village residents in that the Town taxes will be reduced significantly next year. This year the average homeowner paid $85.00 in Town taxes, next year the same household will pay $48.70. Sandra Goldberg approved the increase in the Town Board salaries from $5,000 to $6,000. Bill Egan asked how they arrived at the unexpended balance of $400,000; this was due, he was told, to the second mortage tax this year which was not anticipated to be as large as it was, also the insurance payment is less than budgeted for; combine this with better control practices and the purchase order system, it gave them extra money. Next year the projection is $500,000 for mortgage tax. The increase in Data Process is due to additional equipment for planning and zoning to tie into the Assessor's terminal. Jim Mills, Building, referred to a $9,000 increase and suggested that the air conditioning and heating units be serviced, it's either too hot or too cold in the building. He then questioned Planning Board Fees going from $5,300 in 1986 to $37,900 projected in 1988. The Chairman had submitted these figures assuming that a new fee schedule will be adopted. If a surplus amount was figured into this $38,000, Mr. Mills strongly objected to an increase in Planning Board fees. Joseph Incoronato noted that there was a 30% increase in Assessors Personal Services and asked if there was any justification in this increase. The breakdown and comparison of 1987 and 1988 is: Assessor, 31,460 - 40,000, Assessor's Aide, 12,700 - 18,500, Clerk, 11,000 - 13,500. He thought these increases were outrageous; one projected increase was 50% and that's not even done in IBM, it's more like 5% over a period of eighteen months. He was told that these were requests, not actual figures and the Town Board will hold a work shop to consider what the final figures will be and are anticipating that cuts will be made. Jim Mills asked about Building Department, Personal Services --- the Building Inspector is presently $26,000 and is requesting $29,000, an Assistant Inspector, new position, part time $6,000, the Secretary/ Clerk from $11,000 to $12,500 and another clerk position to be shared between zoning, planning and building for $11,075. The Secretary to Planning and Zoning has been put in for a salary of $14,500. Mrs. Mills asked about the Refuse and Garbage account and if the Board planned a pickup this year. The Comptroller replied that an amount would be placed in for the dumpsters which will be needed even if a.pickup is planned. Mrs.Mills asked if they had the figure for heating the Town Hall and the response from the Comptroller was that up to August, gas and electric $11,000; he's projecting $26,000 for 1988. She then went to snow removal and did not think the increase the Highway Superintendent requested was justified. If they wanted to cut, they should look at the Highway Department since that was the largest budget. On Vandalism Patrol, the amount increased due to increased hours, not an increase in the hourly pay of $9.00. The equipment is for a new car which they feel is badly needed and the present one has over 100,000 miles on it and is constantly in the repair shop. Instead of a car they are looking for something heavier such as a Bronco type which can travel in mud etc. The Board is planning to buy two cars this year, one for the Vandalism Patrol and one for the Building Inspector and they will both go out to state bid. In respons?.to Mrs. Mills's question on the annual fund to replace cars, Mrs. Paino stated that they did not keep up that practice this year since they were buying two cars, perhaps the year after they will resume this fund. In regard to the Fire Prevention Bureau, the salary requested for the Fire Inspecotr is $23,420; some monies are reimbursed from the state but not for salaries, this pertains to inspections, etc. Mrs. Mills asked if refunds from the CATV franchise could be refunded to the taxpayers; these monies are put into the budget as revenues and are used to offset the amount needed, this way everyone benefits. The garbage revenues represent the monies from the Saturday Morning Garbage Program which had to be increased back in April due to an increase from the carters. The idea of that program is for the Town to break even, there is no profit involved. In regard to the Senior Program, $22,000 was received from Consortium funds to set up this program so it will not cost the taxpayers anything. Mrs. Mill felt that salaries of $16,000 for director and instructors weletoo high whgncthey are not even .spending that much for the program. Bill Egan asked about the time frame of the Ambulance District since it evidently wasn't in the budget. Mrs. Paino explained that they would consider that at the next Town Board meeting since it was brought out at the public hearing that the residents of Chelsea did now want to be included and they were already receiving service from the Beacon Volunteer Service at no charge. A new public hearing will not be necessary since it was to form the district, not to set the rates. Mrs. Paino had discussed this with the Assessor and with %1100 Sloper Willen and came up with these figures ---on a $100,000 assess- ment, there are two options the Town is considering, one is for a contract with Sloper Willen for $150,000 and the other is $223,000; the rate would be $16.60 without Chelsea, $15.50, with Chelsea; the second would be $24.65 without Chelsea and $23.10. They will not include Chelsea since it is not their preference, but they're really is little difference with the rate with their exclusion. Mrs. Mills questioned if anyone can get out of the district if they want to and it was explained that they are the only ones who have expressed their desire not to be included since they are covered by another ambulance service free of charge. The proposals were then explained as they had been at the public hearing on the ambulance district. Proposal A included forwarding a bill to your insurance carrier for payment to the ambulance company and Proposal B did not include this paper work. Mrs. Mills felt that perhaps in using Proposal B you would not get the coverage you were entitled to in your insurance. Mike Usifer asked if the PASNY grant money could be used to offset the cost of the ambulance district. He was told that the Board would ask the Attorney for a legal opinion on this question. Jim Mills, regarding the Garbage Program suggested that Town stickers be given to the residents to use this Program as he has seen a pickup there every Saturday that he has been there with 25 and 30 bags of garbage. He has talked to residents of La Grange, Fishkill and Poughkeepsie who bring their garbage there because it is cheaper. He reiterated his suggestion to use Town stickers, as some other Towns do and this restricts other towns from using it. Joseph Incoronato referred to Serial Bonds noting that for the last two years the figure has been $28,950 and now it jumped to $116,950. This was due to a new serial bond for the Town Hall and a truck for recreation. Rick Kosowski asked the amount of increase on snow removal materials and Mr. Croshier replied that the salt went from $7.00 a ton to $8.50 a ton; there are additional miles to cover and he is also increasing the amount of tons needed for better road application. Mrs. Mills commended the Highway Superintendent for his 5% salary increase request. She asked him to add something to this department and have a leaf pickup for the residents. They are due this, they're not getting a fair shake on their tax dollars. Mrs. Paino noted that the Village has a machine to pick up leaves, maybe our Highway Superintendent could work something out with them. There were no other comments or questions from the public. Mrs. Paino thanked the public for their time and noted that they would consider the input gathered tonight and would have a work shop for further cuts prior to the adoption of the budget. MRS.
