With regard to the existing moratorium pending adoption of the new Town
Zoning Ordinance and Zoning Map, I suggest that the Town Board seriously
consider a 90 day extension of the moratorium.
Pursuant to provisions of the Real Property Tax Law, properties are assessed
as of their condition on March 1 of each year. One factor in valuing
conditions is the current zoning. Under the moratorium we have had no
complaints of change in value. We will have some and perhaps many upon
apoption of the new zoning. Since I have not yet received a copy of the
new ordinance or map, I cannot make any judgement as to the effect on value.
The 90 day extension would also carry us through Grievance Day on May 16,1989.
An extension would also seem appropriate to afford both the Town officials
and property owners a reasonable opportunity to view the changes and submit
comments to the Town Board.
