It was noted that rider ship in January was up by 35% but down (except for Wappingers) for February and March. The rider ship for our second bus on Tuesday and Wednesday is combined in this report. I requested a report showing rider ship for our second bus on Tuesday since this is a new service this year. The minutes and statistics are attached to this report. Policies and procedures for Dial-a-Rides were discussed. There were questions and answers on specific procedures. A copy of this is attached. . I asked for clarification on seniors calling at 8:00a.m. on any given day and asking to be picked up and taken to their destination. This practice is being discouraged. However, if there is space on the schedule, it may be possible to be added to the pickup. A video from Taconic Resources for Independence was shown. The meeting was adjourned. The Town of Hyde Park has contacted Dial A Ride expressing concern about where riders will shop wich the closure of Shap Rite in Hyde park. 'I Dutchess County DIAL-A-RIDE Senior Citizen and Disabled Transportation System Policy and Procedures WHAT IS DIAL-A-RIDE? DIAL-A-RIDE is a curb-to-curb transportation service, designed to serve senior citizens and individuals who have a physical or mental disability which prevents them from using the regular LOOP buses. WHO IS ELIGIBLE? In order to serve the special transportation needs of the elderly and disabled public, the service is offered' only to those who need it. If an individual can use the regular LOOP bus service, that individual is not eligible for DIAL-A-RIDE service. To be eligible for DIAL-A-RIDE service, an individual must be 60+ years of age OR have a,physical or mental disability which makes it significantly difficult to do one or more of the following: · walk more than 200 feet · stand outside more than 10 minutes . negotiate a flight of stairs . get on or off a standard bus · stand on a moving bus · read information due to visual impairment, cognitive or learning disability · hear announcements by a bus driver However, if a disability is a result of any of the following, an individual will not qualify for DIAL-A-RIDE service: · pregnancy · obesity · impairment due to use of drugs or alcohol · controlled epilepsy : · any contagious disease · any disability which renders one potentially violent so as to be dangerous to oneself or other passengers WHERE DOES THE SERVICE OPERATE? DIAL-A-RIDE service operates in the areas according to schedule. (See Dial-A-Ride schedule, attached) 2 IDENTIFICATION CARDS In order to access DIAL-A-RIDE, an individual must have an identification card and number. The number identifies the individual as an eligible rider when he or she calls for a trip reservation. To determine eligibility it is required that an individual fill out an application and return it to the address below. DIAL-A-RIDE staff will verify an individual's eligibility and notify each individual, by mail,. as to their eligibility sta tus . Eligibility due to disability will be verified via a Medical Doctor's note. If eligible for DIAL-A-RIDE service, an identification card and additional information on the DIAL-A-RIDE service will be forwarded, by mail, to the individual. Mail application to: Dutchess County Division of Mass Transit DIAL-A-RIDE 14 Commerce Street Poughkeepsie NY 12603 The information that an individual provides on the application is intended for the purpose establishing eligibility for the DIAL-A- RIDE service and complying with mandated reporting requirements. Dutchess County will not release this information without written permission from the individual applicant. .ALL EMPLOYEES All employees having contact with the elderly and disabled persons using the DIAL-A-RIDE system will be sensitive to their needs and capabilities. Employees will show respect for, and consideration of, elderly and disabled persons at all times. Employees will understand the need for flexibility in working with and serving users of the DIAL-A-RIDE system. DRIVERS All drivers will have the appropriate license to operate DIAL-A- RIDE vehicles. Drivers will assist patrons on aDd off the vehicles but wil~ not act as escorts to and from a location. Drivers will assist patrons with parcels. A maximum of four packages per person will be permitted. Drivers will report any prpblems either with patrons or with vehicles to their Supervisor. Drivers will refuse to transport any disabled individual who cannot function independently unless that individual is accompanied by a 3 personal aide who shall ride at no charge. Drivers will be responsible for seeing that fares are paid and completing such forms as may be required to account for fares collected, passenger trips, mileage traveled each day, etc. Drivers may not make change, though they may assist those who are unable to place coins in fare box. Drivers may not accept tips. Fares will be collected as follows: one way within a municipality. . . . . . . . $ .75 round trip within a municipality. . . . . . .$1.25 one-way between municipalities. . . . . . . .$1.00 round trip between municipalities. . . . . . $1.75 NOTE: No one will be denied service because of inability or refusal to pay. If a fare is not collected, driver will record on daily report. When schedules allow , drivers will allow up to three (3) stops within a municipality per passenger with an additional charge of $.75 each additional stop. Drivers will be available for service in municipalities until 3:00 p.m. Drivers are to be sensitive to the individual needs of passengers and are required to exercise patience at all times. On all shopping trips passengers are to be advised of time and place to meet for return trip. Mall shopping is for three hours. Supermarket shopping is for two hours. Drivers are to provide assistance both with loading and unloading parcels and with getting people on and off the vehicle where necessary. Under no condition will a driver leave a senior stranded. DISPATCHER Dispatchers will be located at the contractor's office with a telephone number specifically assigned for use in the DIAL-A-RIDE System. Dispatchers will accept reservations up to 7 days in advance and no later than 3 days before the desired date of service between the hours of 8:00 a.m. and 2:00 p.m., Monday through Friday. Dispatchers will schedule service to begin at 8:30 a.m. and will . . 4 allow drivers enough time to return to base by 4:00 p.m. Dispatchers will design the daily routes of the vehicles based upon the number of riders in the most efficient manner an in accordance with the advertised schedule. Emergency requests for service will be considered by the dispatcher on an individual basis, and when possible, will be accommodated. The dispatcher will report any problems encountered with patrons to the Aging Services Coordinator at the Office for the Aging. VEHICLES Vehicles will be used in the DIAL-A-RIDE System on five days of the week (Monday through Friday). A back-up vehicle will be available at all times. The vehicles will meet the applicable New York State Department of Transportation standards for vehicles providing service to senior citizens and disabled individuals. Any breakdown of a vehicle will not interrupt the prov~s~on of service. Another vehicle meeting the New York State Department of Transportation standards will be substituted. Maximum vehicle capacity on any given day will be in accordance with the New York State Department of Transportation standard regarding the availability of space for parcels. PASSENGERS Passengers must plan activities so that reservations may be made ahead of time. Passengers must call for reservations as early as possible when in need of medical transportation. Dispatchers will accept reservations up to 7 days in advance and no later than 3 days before the desired date of service between the hours of 8:00 a.m. and 2:00 p.m., Monday through Friday. Passengers must call for reserva~ions between the hours of 8:00 a.m. - 2: 00 p.m. Passengers should schedule appointments before 2: 30 p.m., and earlier, wherever possible due to the need for the bus to return to base by 4:00 p.m. When a ride is scheduled, passengers must tell the dispatcher exactly where they are going, including additional stops. The driver has a schedule to follow which cannot be changed. 5 Passengers are limited to a maximum four shopping bags or parcels. On all shopping trips passengers are to be advised of time and place to meet for return trip. Mall shopping is for three hours. Supermarket shopping is for two ho~rs. Passengers who do not comply wi th this provision may receive a letter regarding their non- compliance and may also have their Dial-A-Ride privileges suspended. Passengers should wait inside their homes so that the dispatcher may call if there will be a delay. Passengers should allow a 15 minute leeway in scheduled pick-up time. Be ready 15 minutes early, but be prepared to wait 15 minutes longer than scheduled time. Passengers should try to be patient, as drivers can be delayed through no fault of their own. Passengers should ask for help if assistance is needed on or off the vehicles or with parcels. Passengers shall place fares in the fare box on their own. Those who are unable to do so may receive assistance from drivers. Passengers shall carry exact change. Drivers are not permitted to make change. Drivers are not permitted to accept tips. Passengers who are dissatisfied with service, wish to express a concern, or make a suggestion should attempt to resolve the matter with Dial-A-Ride. Those matters that cannot be resolved with Dial- A-Ride may be brought to the attention of the Office for the Aging or the appropriate town/city Advisory Board representative. The Office for the Aging telephone number is 486-2555. Names and phone numbers of Advisory Board representatives may be provided by the Office for the Aging. HOLIDAYS All maj or holidays will be observed. The DIAL-A-RIDE Advisory Board will have the option of declaring additional holidays. CONTRACTOR The contractor is responsive to the Director of the Dutchess County Office for the Aging and is a non-voting member of the Transportation Advisory Board which monitors the administration of the DIAL-A-RIDE system DIAL-A-RIDE ADVISORY BO.ARD The DIAL-A-RIDE Advisory Board works with the Office for the Aging . " 6 and with Dutchess County Mass Transit to set policy and to address problems and concerns expressed by the program's passengers and dri vers. A represemtati ve from Dutchess County Mass Transit attends meetings to provide technical assistance as required. The Advisory Board is chaired by the Office for the Aging's Aging Services Coordinator. Participating Town Supervisors, the Mayor of Poughkeepsie, and Taconic Resources for Independence may appoint a representative to the Advisory Board. WINTER CANCELLATION POLICY Cancellations due to poor driving conditions will be announced on all local radio stations between 7:00 and 8:00 a.m. If it is necessary to cancel DIAL-A-RIDE service, all pick-ups scheduled before 11:00 a.m. will be canceled for the day. If road conditions do not improve by 11:00 a.m., DIAL-A-RIDE service will be canceled for the remainder of the day. Local radio stations will announce the cancellation between 11: 00 a .m. and 12:00 noon. OrvISION OF MASS TRANSIT All operation policy decisions will be the sole responsibility of the Division of Mass Transit. The Office for the Aging and the DIAL-A-RIDE Advisory Committee will be consulted with, as appropriate, before any policy or service modification is enacted that may significantly impact the method or scope of services delivered.
