Dear Sirs:
As a result of a recently completed fire rotection survey
in the New Hackensack Fire District, the Insurance Services
Office municipal protection classification for the Fire Dis-
trict has been up-graded. As you know, thlis reclassification
is based on the Fire Department of the District, the equipment
the department operates and how the department operates as a
wh 0 Ie.
A.nother very important reason for reclassi fi cation, 0 f course,
is water supply which is based on the hydrants which have been
approved for use by ISO. These hydrants, when working pro1Jerly,
can be a great asset to the fire department.
There were some recommendations made by the Engineering Representa-
tive of ISO for the improvement of the hydrant system being
, classified, of which I am enclosing a copy for your perusal.
I would like to take a minute to mention about Item #3. All
hydrants should be inspected at least annually by personnel
and all problems corrected as soon as possible. Hydrants which
are out of service should either be marked by an appropriate
device, and the fire department should be notified regarding
the change of any hydrant. Hydrant conditions as noted during
the survey were generally fair. Several hydrants were out-of-
service or for one reason or another inoperable. In addition,
several hydrants in the system need te be raised out of the ground.
These recommendations\\rere written on September 10, 1976 and sent
to the Town of'Yappinger Engineer. At t he time of the wri tting of
thi s letter, I find that the same hydra,nts whi ch were inoperabl e
in September are still inoperable. The fire department has yet
to be notified of any hydrants out-of-service.

I feel that an insI'ec,tion of all hydrants with a report of the
findings should be made and any hydrants which are presently
inoperable be repaired immediately, so that when the fire
department hooks up to a. hydrant it will be able to use it,
and not waste precious time finding out if it works or not.

As requested dur1n~ our recent field survey of the Central Wappinger
l-later Improvenent District enclosed please find some material for your
review and consideration.
We have enclosed two copies of the "Suggested Records for Water Departm!nts"
data sheet and two copies of the "Recommended t-later System Design Standards II
data sheet. In addition, we have several recOIIlIrondations which cover various
aspects of the water supply and distribution facilities.
Copies of the fire flow test results, together with our final report will be
forthcOII'.ing upon completion of our field survey work in the Town of Happinger.

RECOMMENDATIONS
1. Future distribution system improvements should consider the following
items:
a.) Intergrading the Hilltop and Rockingham systems with a large
capaci ty main.
b.) Extend a feeder line from the DeGarmo Hills Road into the former
Midpoint Park sector.
c.) Extend the distribution system along Meyers Corners Road from
DeGarmo Hills Road to Fenmore Drive.
d.) Extend distribution mains to high hazard sectors such as schools
and commercial properties.
2. Hydrants should be installed on mains so that no structure will be more
than 600 feet from a hydrant.

3. All hydrants should be inspected at least annually by personnel and all
prol)lems correc.ted as soon as possible. Hydrants which are out of service
should either be marked by an appropriate device, and the fire department
should be notified in the change of any hydrants. Hydrant conditions as
noted during the survey were generally fair. Several hydrants were out of
service or for one reason or another inoperable. In addition, several
hydrants in the system need to be raised out of the ground.
4. All system valves should be operated and inspected at least annually, with
complete records kept on Ulese inspections and all maintenance work.
5. The existing pump stations should be rebuilt of noncombustible or fire-
resistive construction and suitably protected from hazardous exposures.
6. Consideration should be given to obtainin~ emergency pO\ver supplies for
the primary pump facill ties .
