The Board of Fire Commissioners of the Hughsonville Fire District requests
that legislation be proposed that all review and inspection procedures as
listed under the New York State Uniform Fire Prevention and Building Code
(9NYCRR) be placed back as the responsibility of the local authorities.

Local Code Enforcement agencies are presently set up to review all plans
in their jurisdiction and to enforce the Code by making the necessary site
and field inspections during the construction procedure.
Since the Coldenham disaster, many articles have been published which indi-
cate that the State Education Department does not have the time or manpower
to properly review all building plan applications nor does it do any site
inspections during construction to oversee proper construction procedures
and code compliance.
Therefore, we recommend that legislation be proposed returning the inspec-
tion and review of all buildings currently under jurisdiction of the State
Education Dept. be placed under the jurisdiction of the local enforcement
agencies.
We appreciate any considerations you may give to help the local jurisdictions
enforce the State Uniform Code in our public schools.
