Remedial Action to Begin
at Greer Toyota Site

The New York State Department of Environmental Conservation (NYSDEC)
is about to begin remedial action to address hazardous waste contamination at
the Greer Toyota Site. This 2.3-acre site is an automobi-le dealership and
repair center located on Route 9 in the Town of Wappinger, Dutchess County.
The site is bounded by Route 9 to the east, a commercial property to the
north, Old Route 9 to the west and Old Hopewell Road to the south (see
Figure 1).
Hazardous wastes disposed at the site have contaminated soil and
groundwater at the site. The Greer Toyota site is listed as a Class "2" site in
the NY State Registry ofInactive Hazardous Waste Disposal Sites. A Class 2
site represents a significant threat to public health or the environment; action
is required.
The Remedial Action: Highlights of the upcoming cleanup action include:
. Installation, maintenance and monitoring of a soil vapor extraction
(SVE) system to treat contaminated soil.
. Delivery of hydrogen release compounds (lIRC) and oxygen release
compounds (ORC) into the impacted soil and groundwater to further
degrade the contamination.
. Maintenance and monitoring of existing treatment (carbon filters)
systems on impacted private grinking water wells until NY State
Standards, Criteria and Guidance (SCGs) are met.
. Survey of private drinking water wells near the site to confirm all
impacted wells are known.

SITE DESCRIPTION AND INVESTIGATION

Site Description: The site consists of two single-story buildings, which cover approximately 15% of the site.
The remainder of the site is covered by asphalt (75%) and grass (10%). The topography is relatively flaJt but
rises slightly around the perimeter of the building. The general slope is to the north/northwest of the site.
The site is an automobile dealership with a garage facility to repair and maintain automobiles. The garajge uses
various products to clean automobile parts, some of these products contain chlorinated solvents. Solvents were
historically disposed of to an underground storage tank and an oil/water separator, which was connected to an
on-site septic system.
Site Investigation: In July 1997, Greer Toyota entered into an Order on Consent with the NYSDEC for the
implementation of a Remedial Investigation and Feasibility Study (RIJFS). The upcoming cleanup action is based on
the results of the RIfFS. The RIfFS was completed in November 2001. The Report determined that conlaminated
soils and groundwater on site contained volatile organic compounds (VOCs) in excess ofNYS guidance v~lues. The
Report also showed contamination in groundwater off-site in water supply wells in the vicinity of the site. Carbon
filters were installed on wells that had contamination levels about the NYS drinking water standards. During the
investigation, an Interim Reniedial Measure was performed to remove 2 underground storage taI1ks.
..... THE SELECTED REMEDY

On March 29,2002, NYSDEC issued a Record of Decision (ROD) for the Greer Toyota Site. The ROD presented
the remedial action that was selected to effectively address the site's hazardous wa~te contamination. Theselection
was based on the findings of the RIfFS completed in November 2001 and public comments gathered during the
public comment period on the Proposed Remedial Action Plan.
The selected remedy includes:
· Installation of a soil vapor extraction (SVE) system to treat contaminated soils.
· Delivery of hydrogen release compounds (HRC) and oxygen release compounds (aRC) to contaminated soil
and groundwater to destroy the contaminants through rapid biological degradation.
· Maintenance and monitoring of existing treatment (carbon filters) systems on impacted private supply wells.
· A private well survey near the site to confirm that all private wells have been identified and sampled.
· A long term monitoring program to track the progress of the remedy.
The design ofthe remedy was completed inMay 2003. The construction of the SVE system was completed dUring.
the IRM phase ofthe investigation. Pilot testing of the SVE system to determine if additional SVE wells are needed
will be completed by mid-su~er_ Full-scale start-up of the SVE system is expected by the end of Summer 2003.
WHAT HAPPENS NEXT
After the full-scale start up of the SVE system this summer, the system will operate for a period of time (to be
determined by sampling data) after which, the HRC/ORC treatment will be.conducted. The work will be
performed by Greer Toyota with NYSDEC oversight. Greer Toyota's contractor will be required to implement a
Health and Safety Plan, which will be specifically developed for this site to protects its employee~ and the
community.

Dear Resident,
As you may know there has been some environmental concerns at the formal
property of Greer Toyota In March of2002 it was determined by the New York State
Department of Environmental Conservation that remedial action must be taken by Greer
Toyota to rectify the problem of soil and groundwater pollution caused from hazardous
waste. The design for the remedy was completed in May of2003, and the start of the
clean up will commence by the end of Summer of 2003.
Enclosed you will find a Fact Sheet from the New York State Department of
Environmental Conservation, which discusses in further detail of what actions will take
place to rectify this situation.
