This letter is inform you that I have just had opportunity to review the seminar manual
compiled for the above referenced training event being sponsored by the New York State
Association for Solid Waste Management and the New York State Department of Environmental
Conservation. Based on the contents of the manual, this seminar will be an event that you will
not want to miss. This seminar will provide the latest information on the topic of developing up-
to-date construction quality assurance (CQA) programs and specifications for ensuring proper
landfill liner and final cover system construction, picking up where the seminar presented two
years ago on Lessons Learned In Landfill Design left off. The seminar will also provide the
latest information on solid waste screening and special waste handling procedures for solid waste
management facilities in general.
Over the years, new and improved methods of landfill construction and materials of
construction have evolved. however, unfortunately our procedures and specification for
construction quality control (CQC) and CQA have not evolved to address these changes. The
Seminar Committee has developed this agenda to basically update the status quo with respect to
CQC and CQA procedures to reflect these changes. The seminar will be of great value to those
who: design and specify CQA plans for landfill liner and final cover system construction; own or
operate landfills; perform independent CQA and construction certification; and those who
regulate these disposal facilities.

In addition, this seminar also provides a focused half-day session on waste screening and
procedures for special wastes handling applicable to solid waste management facilities in
general. While this information would be applicable to landfills, it would also be of value to
solid waste transfer stations, waste-to-energy facilities and regulated medical waste facilities
also. It is becoming increasingly evident that there will be additional pressures for our solid
waste management facilities to handle wastes that have not been routinely accepted by them in
the past.
One of these new waste streams may be as a result of affects of chronic wasting disease
(CWD) which has been found in wild deer and elk in a number of states. New York State has
initiated deer surveys and rule-making to prevent the spread of this disease to the New York State
deer population. This seminar will present information on CWD and provide guidance
requirements for handling and disposal of animal carcasses generated as a result the disease.

In addition, appropriate management and disposal of regulated medical waste (RMW) is
important to protect public health and the environment. This seminar will present information on
the requirements for the handling and disposal ofRMW. The seminar will also provide
information regarding best management practices for the handling, storage, transportation,
treatment and disposal of wastes generated from a biohazard incidents.
For those who wish to only attend the last days presentation (March 13) which is more
geared to solid waste management facility operators, the New York State Association for Solid
Waste Management has arranged for a special reduced registration fee of only $70.00.

Both the Divisiort 'of Solid & Hazardous Materials and the New York State Association
for Solid Waste Management recognize the benefits of proper solid waste management training
and believe that this seminar will present an opportunity for landfill designers, and solid waste
management facility owners, operators and regulators to be trained together improving our

About This Seminar
Proper design and construction of landfill liner and
final cover systems is paramount to ensunng
preservation of our natural resources. The data being
collected regarding the constructed performance of
landfills indicates that these modem day waste
containment systems are indeed working well.
However, this by no means implies that construction
quality can not be improved upon. In fact many of the
CQC & CQA requirements used today are now out
dated and do not adequately take advantage of new
CQA tools and procedures appropriate for use with
new and improved geosynthetic materials, and
construction tecimiques that are being used today to
build landfill final cover and liner systems.
This seminar will devote an entire day of the agenda to
the latest landfill design considerations and updates
associated with the basic principals of modem waste
containment system CQC and CQA procedures geared
toward updating the current status quo. This seminar
will present the basis for the need for these updates,
addressing the short comings of the current
procedures, and recommend new and improved
methods to be used to improve upon overalll;llldfill
construction quality.
The seminar will also present information on the latest
waste screening operations being used at landfills.
NYS's solid waste regulations prohibit the disposal of
regulated radioactive waste in landfills. An overview
of benefits that properly installed radiation detectors
can provide to the SWMF will be discussed. Modem
Landfill operations will be increasingly called upon to
accept special types of wastes in the future. A session
has been added to introduce the attendees to some
relevant concerns for the proper handling and disposal
of such special waste as: animal carcasses resulting
from a breakout of chronic wasting disease; bio-
terrorism debris; and regulated medical waste.
On each day each new discussion topic will be opened
with a brief regulatory statement regarding the
discussion topic, advising attendees of the primary
regulatory concerns associated with each topic.

Those who are involved with the design, construction,
operation and regulation of modem landfills should
attend this seminar. Seminar participants will be
provided with a thorough understanding of the latest
methods of landfill CQC and CQA, and waste
screening operations. The presentations are designed
to build upon the participant's existing knowledge
relating to these topics.
About our Instructors
Principal CQC &CQA Instructor: Dr. Robert M.
Koerner, Director, Geosynthetic Institute. Robert
M. Koerner, Ph.. D., P.E., H. L. Bowman Professor
of Civil Engineering at Drexel University. Dr.
Koerner serves as Director of the Geosynthetics
Research Institute (GRI). The GRI performs generic
research on geosynthetic materials and their various
applications while providing continuing education for
a broad audience via professional symposia and
seminars. Dr. Koerner has authored numerous papers
on geosynthetics and is known as one of the premier
instructors and speakers throughout the international
geosynthetics community.
