Reference: Greer Toyota/Inactive Hazardous Waste Site
Dear Supervisor Ruggiero:
As requested, I attended the Public Hearing for the above referenced project's
Inactive Hazardous Waste Site conducted by the New York State Department of
Environmental Conservation on March 19th, 2002. The Public Hearing was held on
the proposed remediation action planned for the above site and was held at Town
Hall.
The comments from our office regarding the remedial action plan are as follows:
1. Town sewer will be available for sanitary and the vehicle prep waste on or
about May 15th, 2002. As you are aware, these parcels are part of Phase
3A of the Wappinger Sewer Transmission/Treatment Improvement Area. It
will be mandated that all discharges into the newly constructed Town
collector system be in conformance with the current Sewer Use Ordinance.
We could provide the owner of the above site and/or their Professional with
an as-built copy of the sewer line and lateral location if requested.
2. With respect to the discharge of the treated pumping/recovery wells, the
Town would need more information on the quantity and quality of the
discharge prior to making a decision. From a quantity perspective, the
original Map, Plan and Report did not anticipate this flow and from a quality
perspective, we must, again, insure that the discharge complies with the
Sewer Use Ordinance.
3. With respect to the potential Town water line, the Greer site has been
included in the proposal that is currently in front of the Town Board. As you
are aware, there are a number of legal, financial, and administrative issues
being considered presently by the Board. It is not clear at this point in time
what action will be taken, however, it appears that it is the intent of the
Town Board to eventually install this line.
