The purpose of the meeting, sponsored by the New York State Department of
Environmental Conservation (DEC) and the New York State Department of Health (DOH),
is to discuss the Proposed Remedial Action Plan (PRAP) for the Greer Toyota inactive
hazardous waste disposal site (#314088). The site is located at 1420 Route 9 in the Town
of Wappinger, Dutchess County.
A copy of the Proposed Remedial Action Plan is available for public review at the
Grinnell Library, 26 East Main Street, Wappingers Falls, NY 12590; The Office of the
Town Clerk, 20 Middlebush Road, Wappingers Falls, NY 12590; and the Region 3 Office
of the DEC, 21 S. Putt Corners Road, New Paltz, NY 12561. Additional information
regarding the proposal and investigations that have been conducted at the site is available
in the above repositories and in the attached fact sheet.
The public is invited to comment on the proposed remedial action plan during the March
19, 2002 public meeting. Written comments also will be accepted during the public
comment period which begins February 26, 2002 and ends March 27, 2002. All
comments will be considered BEFORE the final selection of a remedial action plan. To
be included in the decision-making process, written comments must be POSTMARKED
by the March 27, 2002 deadline. Written comments and concerns should be sent to:

The community is invited to attend a public meeting on March 19,2002 at 7:00
pm in the Wappinger Town Hall to discuss the proposed remediation of soil and
groundwater contamination at the Greer Toyota site located at 1420 Route 9.
This meeting is sponsored by the New York State Department of Environmental
Conservation (NYSDEC) and the New York State Department of Health
(NYSDOH). The NYSDEC will present several alternatives which were
evaluated to address this contamination, along with the rationale for
recommending the Proposed Remedial Action Plan (pRAP).
During the meeting, the NYSDEC \\-ill accept comments on the proposed plan.
The NYSDEC will also accept written comments on the plan through March 27,
2002. After considering both verbal and written comments on the proposed plan,
the NYSDEC will select the remedy for the site and issue a Record of Decision
(ROD).
SITE LOCATION
The Greer Toyota site is a 2.3-acre new and used automobile dealership and
repair center.
The site is bounded by Route 9 to the east, a commercial property to the north,
Old Route 9 to the west and Old Hopewell Road to the south (see Figure 1).
Two single-story buildings are present on the site, which is zoned for Highway
Business use. The buildings cover approximately 15% of the site, the remainder
is covered by asphalt (75%) and grass (10%). The topography is relatively flat
but rises slightly around the perimeter of the building. The general slope is to the
north/northwest of the site.

SITE mSTORY
Until 2000, the site was used as an automobile dealer and repair center by Greer
Automotive, Ltd.. Since then, the property has been under lease from Greer
Automotive, Ltd. and continues to be used as an automobile dealershlp and repair
center.

In 1992 the Dutchess County Health Department (DCHD) and the NYSDEP conducted
an inspection of the Greer Toyota dealership and other area businesses ~ ll'esponse to
groundwater contamination in area drinking water wells. During this ~spection,
samples were taken from the oil/water separator used to separate water an~ oil in the
site's septic system. Results of that sampling event indicated the ~esence of
chlorinated solvents and petroleum compounds. Therefore, the oil/water s~~aratorwas
cleaned and sealed. In 1993 the NYSDOH ordered Greer to place carbon filters on
three private water drinking wells contaminated with compounds similar to those found
in the on-site oil/water separator. Greer has been maintaining those filters on a
quarterly basis since 1993.
In 1997, the site was listed on the NYSDEC "Registry of Inactive Haz~dous Waste
Disposal Sites in New York State" as a Class 2 site. On July 22, 1997, a KJonsent
Order between Greer Automotive Ltd. and the NYSDEC went into effect. A Consent Order is a legal and e:nforceable
agreement negotiated between NYSDEC and a responsible party. The order sets forth agreed upon terms by which a
responsible party will undertake site investigation and/or cleanup, or pay for the costs of those activities!.
SITE INVESTIGATION
The Consent Orderrequired a Focused Remedial Investigation/Feasibility Study (RI/FS) to defme the natute and extent
of any contamination at the site. The field investigations associated with the RIfFS were conducted durin~ four phases
that took place between September 1997 and August 2001. A November 2001 report entitled "Expand~cil Remedial
Investigation/FeasibiIity Study and Interim Remedial Measures Report" describes the field activities an<lifindings of
the RlIFS in detail. This report is available at the local document repositories.
The RlIFS included the following activities:
1. Groundwater Sampling of 6 on-site wells, to identify the volatile organic compounds (VOCs) and *mi-volatile
organic compounds (SVOCs) in on-site groundwater.
2. Collection and analysis of approximately 68 soil samples to characterize and delineate on-site soil cdntamination
which is the source for contaminated groundwater on site. I
3. Soil-Gas Sampling beneath the main building to determine if contamination existed below the buildiqg:.

4. Removal of two underground storage tanks and, to the extent possible, the contaminated soil associ~ted with the
removal of those tanks.

Based on the RI/FS results, and in light of relevant NYSDEC Standards, Criteria, and Guidance valuesl (]SCGs) and
potential public health and environmental exposure routes, NYSDEC has determined that the groundwatet at the Greer

Toyota site requires remediation. I
THE PROPOSED REMEDY
Four remedial alternatives were evaluated to address the soil and groundwater contamination discussed
above.
Based upon the results of the RIfFS, and an evaluation of these alternatives, the NYSDEC is proposing the
following:
1. Installation, maintenance and monitoring of a soil vapor extraction (SVE) system to bring soil
contamination into conformity with SCG compliance levels. Delivery of hydrogen release
compounds (HRC) and oxygen release compounds (ORC) into the impacted soil and groundwater
to further degrade the contamination.
2. Continued maintenance and improvements to the site that will reduc~ infiltration "into the source
area.
3. Maintenance and monitoring of existing treatment (carbon filters) on impacted private drinking
water wells until SCGs are met.
4. Survey of private drinking water wells near the site to confirm all impacted wells are known. If
wells are found to be impacted by site related contaminants, Greer shall install carbon filters and
maintain them on a quarterly basis until SCGs are met.
CITIZEN PARTIClPATION
The NYSDEC, in conjunction with the NYSDOH, is committed to establishing effective two-way communication
with the public. The public is encouraged to make use of the Document Repositories and to comment on the PRAP,
either during the February ?, 2002 public meeting, or during the February?, 2002 through March ?, 2002 public
comment period. Documents currently in the repositories are the PRAP, the RIIFS, and the 1997 Order on Consent.

After considering comments on the PRAP, the NYSDEC will select the remedy for the site and issue the Record of
Decision (ROD). The ROD will contain" a "Responsiveness Summary", which will address the questions and
concerns raised during the comment period. A copy of the ROD will be placed in the Document Repositories and
a "Notice of ROD Availability" will be mailed to the site's contact list.
