A Special Meeting was held by the Town Board of the Town of
Wappinger on April 12th, 1984, at the Town Hall, Mill Street,
Wappingers Falls, New York.
Supervisor Versace opened the meeting at 7:05 P.M.

This meeting was set at the regular meeting of the Town Board
held on April 2nd, 1984, for the purpose of considering action
on awarding a bid for the Handicapped Facilities at Robinson
Lane.
Since only one bid was received from B/D Contracting in the
amount of $23,000.00 and it exceeded the amount allocated by
the County Consortium for this project, the Engineer recommended
that this bid be rejected and the contract be readvertieW for
bids. He felt they could generate more interest in this project
and would make it more competitivesif they rebid.
MR. INCORONATO moved to reject the bid from B/D Contracting
on the Robinson Lane Handicapped Facilities based of the fact
that one bid was received in excess of the funds allocated by
the County for this project.
Seconded by Mrs. Paino

The matter of the establishment of the Kendell Farms Conservation
Park District was tabled from the April 2nd, 1984 meeting for
clarification of the metes and bounds. An amended description
was received from the developer and the Engineer forwarded
correspondence to the Board indicating that the description was
correct and proper and-reconimended'that the district be approved.
IN THE MATTER OF THE ESTABLISHMENT OF KENDELL
FARMS CONSERVATION PARK DISTRICT IN THE TOWN
OF WAPPINGER, DUTCHESS COUNTY, NEW YORK
PURSUANT TO ARTICLE 12 OF THE TOWN LAW.
The following resolution `vas .offered by SUPERVISOR VERSACE
who moved its adoption:
WHEREAS, a petition dated November 28, 1983 has been duly
presented to the Town Board of the Town of Wappinger, with the
necessary map and plan attached thereto according to law,
requesting that a Conservation Park District, as hereinafter
description, be established in the°Town of•Wappinger; and
WHEREAS, James A. Klein has petitioned the Town Board of
the Town of Wappinger, as a condition of subdivision approval
of Kendell Farms Conservation Park District, for the creation
of a Conservation Park District; and
WHEREAS, said Town Board duly adopted on March 5, 1984,
a.resolution,reciting,in general terms the filing of said
petition, the Boundaries of said District, that no Improvements
are proposed: to be made, _and no Public Funds will be expended,
and specifying that said Town Board shall meet at the Town Hall,
Mill Street in the Village of Wappingers Falls, New York on the
2nd day of April, 1984 to consider said petition and hear all
persons interested in the subject thereof, concerning the same;
and
WHEREAS, copies of said resolution were duly published
and posted according to law, and said Town Board did, at the
time and place specified in said resolution, duly meet and
consider the matter of the establishment of said Conservation
Park District, and hear all persons interested in the subject
thereof; and
WHEREAS, the evidence offered at such time and place
requires that the Town Board make the determinations hereinafter
made;
NOW, THEREFORE BE IT RESOLVED, by the Town Board of the
Town of Wappinger, in the County of Dutchess, New York, that it
be and hereby is determined as follows:
1. The aforesaid petition is signed and acknowledged
as provided by law and is otherwise sufficient.
2. That all of the property and property owners within
the proposed Conservation Park District are benefitted
thereby.
3. That all of the property and property owners benefitted
are included within the proposed Conservation Park
District.
4. That it is in the public interest to establish the
proposed Conservation Park District as hereinafter
described.

FURTHER RESOLVED, that the Town Board does hereby approve
the establishment of a Conservation Park District as hereinafter
described, to be known as the "Kendell Farms Conservation Park
District", and shall be bounded and described as follows:
All that parcel of land situate in the Town of
Wappinger, County of Dutchess, and State of New
York bounded and described in Schedule "A" attached
hereto and made a part thereof.

FURTHER RESOLVED, that no funds be expended for improve-
ments, said District to remain in its natural state; and be it
FURTHER RESOLVED, that the applicant, James A. Klein,
as owner of all lands within the District assume any costs
associated with the formation of said District; and be it
FURTHER RESOLVED and determined that this resolution
shall take effect upon the adoption of final subdivision
approval by the Town of Wappinger Planning Board and execution
of the Plat by signature of the Planning Board Chairman, and
as provided by Town Law.

A letter was received from the Planning Board which was
addressed to James Klein, developer of Fieldstone Farms,
approving the lot line realignment requested by him. This
approval was subject to approval by the Town Board of the
changes in the description of the Conservation Park District.
MR. VERSACE moved that the lot line realignment approved by the
Planning Board for Fieldstone Farms, Section II, be approved
based on recommendation of the Engineer that they are minor
changes.

Mrs. Snowden referred to a memo from the Comptroller regarding
an omission in the Town Governing Policy relating to department
heads reporting personal days used by the employee.
Mr. Versace stated that he intended to discuss this memo with
the department heads at their next work shop meeting.
There was no other business to come before the Board.
MR. VERSACE moved to close the Special Meeting, seconded by
Mr. Incoronato and unanimously carried.
