The Reorganizational Meeting of the Town Board of the Town
of Wappinger was held on January 2, 1984 at the Town Hall,
Mill Street, Village of Wappingers Falls, Dutchess County,
New York.
Supervisor Versace opened the meeting at 8:00 P.M.
Present:
Frank Versace, Supervisor
Renata Ballard, Councilwoman
Joseph Incoronato, Councilman
Gerard McCluskey, Councilman
Irene Paino, Councilwoman
Elaine H. Snowden, Town Clerk
The meeting started with the Pledge of Allegiance to the
American Flag.
Mr. Versace made the following appointments: Joseph Incoronato,
Deputy Supervisor, Ann Garrison, Bookkeeper and William Egan,
Confidential Secretary.
The Town Clerk appointed Gladys Ruit and Margaret Roe as her
Deputies.
Mr. Croshier, Highway Superintendent, was not present but had
indicated to the Town Clerk that he would reappoint John DeCarlo
as the Deputy Highway Superintendent.

The following resolution was offered by COUNCILWOMAN BALLARD
who moved its adoption:
RESOLVED, that the following persons be and they hereby
are appointed to the following offices and positions of
employment with the Town of Wappinger to serve in such
capacity at the pleasure of the Town Board.

AND IT IS FURTHER RESOLVED, that the salaries otherwise
fixed for the above designated offices and positions shall
be paid to the holders of such offices and positions, with
the exception that no compensation shall be paid to the
holder of the office of Deputy Town Superintendent of
Highways, and the Town Historian is to be paid on a semi-
annual basis, payable every other Friday throughout the year
1984, with 26 pay periods during such year, with the first
payday to be January 6th, 1984.

TAXES AND ASSESSMENTS IN
THE TOWN OF WAPPINGER
The following resolution was offered by COUNCILMAN INCORONATO
who moved its adoption:
RESOLVED, that Cecile Hawksley be and she hereby is
appointed to the office of Receiver of Taxes and Assessments
in the Town of Wappinger to serve in such capacity for a
term ending on the 31st day of December, 1985, and it is
further
RESOLVED, that the Receiver of Taxes and Assessments
be paid an annual salary of $13,000.00 payable every other
Friday throughout the year 1984, with 26 pay periods during
such year, with the first payday to be January 6th, 1984,
and be it further
RESOLVED, that the Receiver of Taxes and Assessments
be and she hereby is authorized to employ such clerical
employees as may be necessary for the performance of her
duties and to compensate such clerical employees up to
the prevailing maximum hourly rate.

such position shall be paid every other Friday throughout the

MR. VERSACE moved to appoint Hans Gunderud as Fire Inspector
for the Town of Wappinger at an annual salary of $6,000.00.

Mr. Versace noted that this position of Fire Inspector had been
vacant for several months and the new Board felt it was a necessary
position. It was their opinion that appointing one person for
Building Inspector and Fire Inspector would be more efficient for
Town operation.
MRS. BALLARD moved to appoint Pamela Farnsworth as Zoning Admin-
istrator for the Town of Wappinger at an annual salary of $13,000.00

Secretary to the Highway Superintendent of the Town of Wappinger,

rate of $13,770.00, to be paid every other Friday throughout the

RESOLVED, that Elaine H. Snowden be and she hereby is
appointed to serve as Registrar of Vital Statistics to the
Town of Wappinger, Dutchess County, New York, for a term
of four years commencing January 1st, 1984, and ending
December 31st, 1984, pursuant to Section 4123, Public
Health Law, and it is further
RESOLVED, that said Registrar of Vital Statistics to
the Town of Wappinger shall receive no salary or compensation,
however, she shall be entitled to receive for the performance
of the duties of this respective office the fees fixed by
applicable statute.

RESOLVED, that the pay scale for the following categories
of employees hired by the Town of Wappinger Highway Department
be and the same hereby is fixed and established at the{following
minimum to maximum hourly rates:
Heavy Motor Equipment Operator $9.15 -- $9.50 per hour
Light Motor Equipment Operator 9.05 -- 9.20 per hour
Laborer 6.36 -- 9.02 per hour
Foreman 9.60 -- 10.08 per hour
AND BE IT FURTHER RESOLVED, that all of such Highway Depart-
ment employees engaged on an hourly basis shall be paid every
other Friday throughout the year 1984, with theā¢_first payday
to be January 6th, 1984.

RESOLVED, that the pay scale for all presently employed
part-time clerical employees engaged to perform services for
the Town Board of this Town and/or its offices, officials and
agencies be and the same hereby is fixed and established at
a maximum hourly rate of $4.00 per hour, and it is further
RESOLVED, that all such extra part-time clerical employees
engaged on an hourly basis shall be paid every other Friday
throughout the year 1984, with the first payday to be on
Friday, January 6th, 1984.

FOR PART TIME VANDALISM
PATROL PERSONNEL
The following resolution was offered by SUPERVISOR VERSACE
who moved its adoption:
RESOLVED, that the pay scale for part time Town of
Wappinger Vandalism Patrol Personnel engaged to perform
certain services for the protection of Town parks, various
other Town properties and performance of other such duties
as may be assigned by the Town Board of this Town be and
the same hereby is fixed and established at a maximum hourly
rate of $6.50 per hour, and it is further
RESOLVED, that all of such part time Town of Wappinger
Vandalism Patrol Personnel engaged on an hourly basis shall
be paid every other Friday throughout the year 1984, with
the first payday to be January 6th, 1984.

Mr. McCluskey questioned if the Sheriff Department would accept
the rate of $6.50 per hour and Mr. Versace replied that this
department indicated that their personnel would not work for
less than $9.00 per hour. It was the intent of the Town Board
to employ Town residents to do this job at the salary that was
set. Previously deputies from the Sheriff Department had been
employed on their off duty hours. The patrol car is equipped
to contact the Sheriffs Department and Mr. Versace was confident
that they would respond if a situation arose which required a
law enforcement agency.
Mr. Incoronato noted that this department was requesting a 40%
increase and the Board did not feel the position warranted this
additional hourly rate.

The following resolution was offered by COUNCILMAN INCORONATO
who moved its adoption:
RESOLVED, that the hourly rate for Robert Cacio, part time
Hydrant Inspector, under the supervision of the Highway Depart-
ment, be and the same hereby is fixed and established at $5.00
per hour, to be paid every other Friday throughout the year
1984, with 26 pay periods during such year, with the first
payday to be January 6th, 1984.

who moved its adoption:
RESOLVED, that the salaries of all persons holding
either full time or part time positions as otherwise fixed
for these designated positions shall be paid to the holders
of such offices and positions payable every other Friday
throughout the year 1984, with 26 pay periods during such
year, with the first payday to be on January 6th, 1984,
and be it further
RESOLVED, that the Comptroller of the Town of Wappinger
be authorized to issue and pay the holders of these designated
positions on such designated paydays of the year 1984.

Town Board, its officers and agencies, such legal advice
and services as may be required and they shall receive
compensation therefor in accordance with a proposal to
this Board.

to the Town Board, its officers and agencies, such engineering
advice and services as may be required and they shall receive
compensation therefor in accordance with a proposal submitted
to this Board.

FOR THE TOWN OF WAPPINGER
The following resolution was offered by COUNCILWOMAN BALLARD
who moved its adoption:
RESOLVED, that all individuals hereinafter designated
by the Town Board as Court Officers as such title is defined
by the Uniform Justice Court Act have all those powers accorded
to Court Officers by Law during such time they are actually
serving in such capacity, and
BE IT FURTHER RESOLVED, that the Court Officers shall
be compensated at the hourly rate of $5.00 per hour for time
actually served, and
BE IT FURTHER RESOLVED, that the Town Justices ahall
submit to the Town Comptroller on a weekly basis the names
and hours served and that the Town Comptroller be empowered
to issue remuneration consistent with the foregoing from
funds appropriated for Justice Court Personal Services, and
BE IT FURTHER RESOLVED, that the following individuals
be designated as Court Officers for the year 1984.

The following resolution was offered by COUNCILMAN INCORONATO
who moved its adoption:
RESOLVED, that all of the official bonds and undertakings
by the officers, clerks or employees of the Town of Wappinger
may be imlthe form of a blanket undertaking from any duly
authorized corporate surety and said undertaking shall indemnify
the Town of Wappinger against the loss of the type more particu-
larly set forth in Article 2, Section 11 of the Public Officers
Law.

WHEREAS, it has come to the attention of this Town Board
of the Town of Wappinger that there are now or may be in the
future funds and monies, except proceeds of loans and monies
the investment of which is otherwise provided by law, belonging
to the Town which are or which may be in excess of the amount
required for immediate expenditure to pay current expenses
and obligations, and
WHEREAS, it is or it may be to the advantage of the Town
to deposit and/or invest all or part of such funds in special
time deposit accounts, or in certificates of deposit issued
by, banks or trust companies located and authorized to do
business in this State, short term obligations of the United
States of America and/or the State of New York, and
WHEREAS, it appears that the Temporary Deposit and/or
investment of such excess and surplus funds may be beneficial
and profitable to the Town of Wappinger,
NOW, THEREFORE, IT IS HEREBY
RESOLVED, that the duly elected, qualified and acting
Supervisor of the Town of Wappinger be and he hereby is
authorized, empowered and directed to deposit and/or invest
such surplus and excess funds of this Town in the aforesaid
manner pursuant to Section 11 of the General Municipal Law

of the State of New York, and
IT IS FURTHER
RESOLVED, that such Temporary Deposits and/or investments
shall be secured, registered or held, as the case may be in
the manner prescribed by Section 11 of the General Municipal

The following resolution was offered by COUNCILWOMAN PAINO
who moved its adoption:
WHEREAS, Subdivision 10 of Section 29 of the Town Law
requires that the Supervisor of each Town prepare and file
with the Town Clerk within 30 days after the expiration of
each fiscal year, an annual financial report accounting for
all moniesreceived and disbursed by him, together with the
certificates or certificate of the bank or trust company
where Town monies are deposited, showing the amount of such
monies on deposit with said bank or trust company, and cause
a certified copy of such report to be published in the official
newspaper.
WHEREAS, in lieu of preparing the report required by
Subdivision 10 of Section 29 of Town Law, the Town Board
may determine, by resolution, that the Supervisor shall
submit to the Town Clerk within 60 days after the close of
the fiscal year, a copy of the report to the State Comptroller
required by Section 30 of the General Municipal Law and the
Town Clerk shall cause a summary of such report to be published
within 10 days after receipt thereof in a form approved by the
State Comptroller in the official newspaper.
NOW, THEREFORE IT IS HEREBY
RESOLVED, that in lieu of preparing the report required

The next item on the Agenda was to grant permission to Town
Officials and Employees to attend the Association of Towns
Annual Meeting.
Mr. Versace announced that the majority of the Town Board Members
agreed that no educational trips will be allowed for anyone
employed by the Town of Wappinger for the year 1984 due to the
fact that they are not sure of the financial status of the Town
at this time. The Clerk to the Comptroller would be notified to
cancel all reservations that have been made for the Association of
Towns Annual Meeting.
MR. VERSACE moved that permission not be granted to any Town
Official or Employee to attend educational programs for the year
1984.

Before the vote was taken, Bernice Mills, former Councilwoman,
was recognized by the Chair and commented that funds had been
included in the 1984 budget for the Town Board and other personnel
to attend conferences that would be a benefit to the Town. She
pointed out that these programs would be beneficial to the new
Town Board Members.
Mr. Versace responded that he realized money had been allocated
for these programs but it was the opinion of the new Board Members
that this money should be applied toward the proper everyday
operation of the Town and until they had a better picture of the
monies available for 1984 these programs would be postponed.
Mr. Hans Gunderud, Building Inspector and Fire Inspector was
recognized by the Chair and agreed with Mrs. Mills' statements.
He pointed out that there would be some conferences on the new
uniform code which required his attendance, also his new position
as Fire Inspector would also require his attendance at conferences
and he felt the new Zoning Administrator would benefit by these
programs. He urged the Board to reconsider this action and make
an effort to use the money allotted for these programs that would
be beneficial to the personnel.
Mr. Tenant was recognized by the Chair and commented that he
agreed with Mrs. Milts but he also understood the other side,
however, he hoped the door would not be shut on some of these
worth while programs.
Mr. Versace concluded the discussion by stating that the Board
would reconsider and allow attendance at beneficial conferences
if a complete review of the budget revealed that monies could be
spent on these programs without jeopardizing other services that
were provided by the Town.

Mr. Versace requested the Town Clerk to send a letter to Mr.
Lapar thanking him for his services to the Town of Wappinger
and ask him to cooperate with the newly appointed engineering

Mr. Versace requested the Town Clerk to send a letter to the
law firm of Corbally Gartland and Rappleyea thanking them for
the services of Jon Holden Adams to the Town of Wappinger and
ask them to cooperate with Mr. Bernard Kessler, the newly
appointed Attorney to the Town, during the transition period.
Mr. Versace asked the Town Clerk to inform Robert Blose, Vorndran
Drive that he has been appointed as Director of Recreation for
the Town of Wappinger; a letter to Hugh J. Maurer informing him
of Mr. Blose's appointment and a letter of thanks to Mr. Joseph
Ennesser for his past services as Director of Recreation for the
Town of Wappinger.
Mr. Versace requested the Town Clerk to contact Joseph Landolfi,
Chairman of the Zoning Board of Appeals and ask him to consider
changing their meeting from the second Tuesday of the month to the

first Tuesday of the month to ease the work load of the
Secretary to the Planning Board and the Zoning Board of Appeals.
A letter was received from the Zoning Board of Appeals request-
ing that Jon Holden Adams be retained to represent them at the
Public Hearing on Appeal #715, Denis & Anne McMahon (Maria
Regina Chapel)on January 10th, 1984.
MR. VERSACE moved that the Town retain Jon Holden Adams to
represent the Zoning Board of Appeals at the Public Hearing on
January 10th, 1984 on Appeal #715, as requested by the Zoning
Board of Appeals

Clerk to the Comptroller at an annual salary of $9,000.00

Mr. Versace explained that he was making this appointment
due to the fact that they did not plan to appoint a Comptroller
at this time and the Junior Clerk would assist the present Clerk
to the Comptroller.
Mr. Versace had previously stated that he would make a statement
regarding the changes in the Town personnel. At this time he
stated that the outgoing Supervisor had requested that me meet
with him to discuss the positions that would be changed. These
people were notified two to three weeks ago so they would have
the opportunity to look for other employment and notification
was sent to them by the outgoing Supervisor since these people
worked under his administration. The changes were due to the
fact that the majority of the Town Board had changed and these
transitions are normal when new administrations come in. Two
of the changes were appointments made by the Supervisor --the
position of bookkeeper and the Clerk to the Supervisor. He
commented that both Mrs. Buckley, former bookkeeper and Mrs.
O'Rourke had done fine jobs under the former Supervisor but he
would feel more comfortable with his own appointments. He pointed
out that the former Clerk to the Assessor had retired and the new
person was there less than a year; the same with the Receiver of
Taxes. He felt that the new appointees were qualified people and
would do as good a job for the new administration as the people
before them had done for the past administration. Part time
employees would be brought in when the work load became heavy
in some departments. This procedure had been followed in the
Receiver of Taxes Department and Mr. Versace noted that the
part time worker in that department had done an outstanding job.
The former Attorney and Engineer to the Town had served the Town
well, however the new administration would have different pro-
cedures and they preferred to start with different firms with
fresh ideas. Mr. Versace spoke of new procedures such as two
Town Board meetings a month and weekly work shop sessions which
he felt would help them serve the residents of the Town. He
concluded by stating that he hoped he had answered the questions
of the residents and the press concerning the change in personnel.
Mr. McCluskey commented that he had abstained on some of the
appointments since he was not knowledgeable of the person, had
not seen any resumes and therefore was not aware of their quali-
fications. He hoped in the future that the other Boaad Members
would discuss these matters with him and enable him to vote either
yes or no on the resolutions.
MR. VERSACE moved to adjourn the meeting, seconded by Mr.
Incoronato and unanimously carried.
