ADJOURNMENT The Reorganizational Meeting of the Town Board of the Town of Wappinger was held on January 2, 1984 at the Town Hall, Mill Street, Village of Wappingers Falls, Dutchess County, New York. Supervisor Versace opened the meeting at 8:00 P.M. Present: Frank Versace, Supervisor Renata Ballard, Councilwoman Joseph Incoronato, Councilman Gerard McCluskey, Councilman Irene Paino, Councilwoman Elaine H. Snowden, Town Clerk The meeting started with the Pledge of Allegiance to the American Flag. Mr. Versace made the following appointments: Joseph Incoronato, Deputy Supervisor, Ann Garrison, Bookkeeper and William Egan, Confidential Secretary. The Town Clerk appointed Gladys Ruit and Margaret Roe as her Deputies. Mr. Croshier, Highway Superintendent, was not present but had indicated to the Town Clerk that he would reappoint John DeCarlo as the Deputy Highway Superintendent. TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK APPOINTING PERSONNEL TO VARIOUS TOWN OFFICES AND POSITIONS OF EMPLOYMENT The following resolution was offered by COUNCILWOMAN BALLARD who moved its adoption: RESOLVED, that the following persons be and they hereby are appointed to the following offices and positions of employment with the Town of Wappinger to serve in such capacity at the pleasure of the Town Board. NAME OFFICE John DeCarlo Constance Smith Robert Blose Deputy Superintendent of Highways Town Historian Recreational Coordinator AND IT IS FURTHER RESOLVED, that the salaries otherwise fixed for the above designated offices and positions shall be paid to the holders of such offices and positions, with the exception that no compensation shall be paid to the holder of the office of Deputy Town Superintendent of Highways, and the Town Historian is to be paid on a semi- annual basis, payable every other Friday throughout the year 1984, with 26 pay periods during such year, with the first payday to be January 6th, 1984. Seconded by: Councilwoman Paino Roll Call Vote: 5 Ayes The next resolution was for the appointment of a Comptroller and Mr. Versace stated that this position would remain vacant at the present time. TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK APPOINTING THE RECEIVER OF TAXES AND ASSESSMENTS IN THE TOWN OF WAPPINGER The following resolution was offered by COUNCILMAN INCORONATO who moved its adoption: RESOLVED, that Cecile Hawksley be and she hereby is appointed to the office of Receiver of Taxes and Assessments in the Town of Wappinger to serve in such capacity for a term ending on the 31st day of December, 1985, and it is further RESOLVED, that the Receiver of Taxes and Assessments be paid an annual salary of $13,000.00 payable every other Friday throughout the year 1984, with 26 pay periods during such year, with the first payday to be January 6th, 1984, and be it further RESOLVED, that the Receiver of Taxes and Assessments be and she hereby is authorized to employ such clerical employees as may be necessary for the performance of her duties and to compensate such clerical employees up to the prevailing maximum hourly rate. MRS. BALLARD moved to eliminate the position of Deputy to the Building Inspector/Zoning Administrator of the Town of Wappinger. Seconded by: Councilwoman Paino Roll Call Vote: 5 Ayes 0 Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK SETTING SALARY FOR CLERK TO THE TOWN JUSTICES The following resolution was offered by COUNCILWOMAN PAINO who moved its adoption: RESOLVED, that Micheline Brudnak be and she hereby is appointed to serve as Clerk to the Town Justices of the Town of Wappinger, Dutchess County, New York, and BE IT FURTHER RESOLVED, that the salary for the Clerk to the Town Justices be and the same hereby is fixed and established at an annual rate of $7,875.00 to be paid every other Friday throughout the year 1984, with the first payday to be January 6th, 1984. Seconded by: Councilwoman Ballard Roll Call Vote: 5 Ayes 0 Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK ESTABLISHING THE SALARIES OF CERTAIN CLASSIFIED CIVIL SERVICE POSITIONS IN THE TOWN The following resolution was offered by SUPERVISOR VERSACE who moved its adoption: RESOLVED, that the annual salary for the following classified civil service position in the Town be and the same hereby ise fixed and established at the following annual rate: Hans Gunderud and it is Building Inspector III $20,000.00 FURTHER RESOLVED, that the salaries of the person holding such position shall be paid every other Friday throughout the year 1984, with 26 pay periods during such year, with the first payday to be January 6th, 1984. Seconded by: Councilman Incoronato Roll Call Vote: 4 Ayes Mr. McCluskey ---Nay MR. VERSACE moved to appoint Hans Gunderud as Fire Inspector for the Town of Wappinger at an annual salary of $6,000.00. Seconded by Mr. Incoronato Roll Call Vote: 4 Ayes Mr. McCluskey ---Nay Mr. Versace noted that this position of Fire Inspector had been vacant for several months and the new Board felt it was a necessary position. It was their opinion that appointing one person for Building Inspector and Fire Inspector would be more efficient for Town operation. MRS. BALLARD moved to appoint Pamela Farnsworth as Zoning Admin- istrator for the Town of Wappinger at an annual salary of $13,000.00 Seconded by Mrs. Paino Roll Call Vote: 4 Ayes Mr. McCluskey ---Nay TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK SETTING SALARY FOR SECRETARY TO THE HIGHWAY SUPERINTENDENT The following resolution was offered by COUNCILWOMAN PAINO who moved its adoption: RESOLVED, that the canual salary for Frances Frisina, Secretary to the Highway Superintendent of the Town of Wappinger, be and the same hereby is fixed and established at the annual rate of $13,770.00, to be paid every other Friday throughout the 7 year 1984, with the first payday to be January 6th, 1984. Seconded by: Councilman Incoronato Roll Call Vote: 5 Ayes 0 Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK APPOINTING REGISTRAR OF VITAL STATISTICS The following resolution was offered by SUPERVISOR VERSACE who moved its adoption: RESOLVED, that Elaine H. Snowden be and she hereby is appointed to serve as Registrar of Vital Statistics to the Town of Wappinger, Dutchess County, New York, for a term of four years commencing January 1st, 1984, and ending December 31st, 1984, pursuant to Section 4123, Public Health Law, and it is further RESOLVED, that said Registrar of Vital Statistics to the Town of Wappinger shall receive no salary or compensation, however, she shall be entitled to receive for the performance of the duties of this respective office the fees fixed by applicable statute. Seconded by: Councilwoman Ballard Roll Call Vote: 5 Ayes 0 Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK ESTABLISHING THE PAY SCALE FOR CERTAIN EMPLOYEES OF THE TOWN OF WAPPINGER HIGHWAY DEPARTMENT The following resolution was offered by COUNCILWOMAN PAINO who moved its adoption: RESOLVED, that the pay scale for the following categories of employees hired by the Town of Wappinger Highway Department be and the same hereby is fixed and established at the{following minimum to maximum hourly rates: Heavy Motor Equipment Operator $9.15 -- $9.50 per hour Light Motor Equipment Operator 9.05 -- 9.20 per hour Laborer 6.36 -- 9.02 per hour Foreman 9.60 -- 10.08 per hour AND BE IT FURTHER RESOLVED, that all of such Highway Depart- ment employees engaged on an hourly basis shall be paid every other Friday throughout the year 1984, with theā€¢_first payday to be January 6th, 1984. Seconded by: Councilman Incoronato Roll Call Vote: 5 Ayes 0 Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK 'ESTABLISHING THE PAY SCALE FOR PART-TIME CLERICAL EMPLOYEES ENGAGED TOt..SERVE THE TOWN BOARD, ITS OFFICERS, OFFICIALS AND AGENCIES The following resolution was offered by COUNCILMAN INCORONATO who moved its adoption: RESOLVED, that the pay scale for all presently employed part-time clerical employees engaged to perform services for the Town Board of this Town and/or its offices, officials and agencies be and the same hereby is fixed and established at a maximum hourly rate of $4.00 per hour, and it is further RESOLVED, that all such extra part-time clerical employees engaged on an hourly basis shall be paid every other Friday throughout the year 1984, with the first payday to be on Friday, January 6th, 1984. Seconded by: Councilwoman Paino Roll Call Vote: 5 Ayes 0 Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK ESTABLISHING THE PAY SEALE FOR PART TIME VANDALISM PATROL PERSONNEL The following resolution was offered by SUPERVISOR VERSACE who moved its adoption: RESOLVED, that the pay scale for part time Town of Wappinger Vandalism Patrol Personnel engaged to perform certain services for the protection of Town parks, various other Town properties and performance of other such duties as may be assigned by the Town Board of this Town be and the same hereby is fixed and established at a maximum hourly rate of $6.50 per hour, and it is further RESOLVED, that all of such part time Town of Wappinger Vandalism Patrol Personnel engaged on an hourly basis shall be paid every other Friday throughout the year 1984, with the first payday to be January 6th, 1984. Seconded by: Councilman Incoronato Roll Call Vote: 4 Ayes Mr. McCluskey ---Abstained Mr. McCluskey questioned if the Sheriff Department would accept the rate of $6.50 per hour and Mr. Versace replied that this department indicated that their personnel would not work for less than $9.00 per hour. It was the intent of the Town Board to employ Town residents to do this job at the salary that was set. Previously deputies from the Sheriff Department had been employed on their off duty hours. The patrol car is equipped to contact the Sheriffs Department and Mr. Versace was confident that they would respond if a situation arose which required a law enforcement agency. Mr. Incoronato noted that this department was requesting a 40% increase and the Board did not feel the position warranted this additional hourly rate. TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK SETTING SALARY FOR PART TIME HYDRANT INSPECTOR The following resolution was offered by COUNCILMAN INCORONATO who moved its adoption: RESOLVED, that the hourly rate for Robert Cacio, part time Hydrant Inspector, under the supervision of the Highway Depart- ment, be and the same hereby is fixed and established at $5.00 per hour, to be paid every other Friday throughout the year 1984, with 26 pay periods during such year, with the first payday to be January 6th, 1984. Seconded by: Councilwoman Paino Roll Call Vote: 4 Ayes Mr. McCluskey ---Abstained TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK AUTHORIZING ISSUANCE AND PAYMENT FOR PAYDAYS OF 1984 The following resolution was offered by SUPERVISOR VERSACE who moved its adoption: RESOLVED, that the salaries of all persons holding either full time or part time positions as otherwise fixed for these designated positions shall be paid to the holders of such offices and positions payable every other Friday throughout the year 1984, with 26 pay periods during such year, with the first payday to be on January 6th, 1984, and be it further RESOLVED, that the Comptroller of the Town of Wappinger be authorized to issue and pay the holders of these designated positions on such designated paydays of the year 1984. Seconded by: Councilman Incoronato Roll Call Vote: 5 Ayes 0 Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK EMPLOYING LEGAL SERVICES FOR THE TOWN The following resolution was offered by COUNCILWOMAN PAINO who moved its adoption: RESOLVED, that Bernard Kessler be and he hereby is employed and retained for the purpose of furnishing to the Town Board, its officers and agencies, such legal advice and services as may be required and they shall receive compensation therefor in accordance with a proposal to this Board. Seconded by: Councilwoman Ballard Roll Call Vote: 4 Ayes Mr. McCluskey ---Abstained TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK EMPLOYING ENGINEERING SERVICES FOR THE TOWN The following resolution was offered by COUNCILMAN INCORONATO who moved its adoption: RESOLVED, that the firm of Morris and Andros be and they hereby are employed and retained for the purpose of furnishing to the Town Board, its officers and agencies, such engineering advice and services as may be required and they shall receive compensation therefor in accordance with a proposal submitted to this Board. Seconded by: Councilwoman Ballard Roll Call Vote: 4 Ayes Mr. McCluskey ---Abstained Mr. Versace introduced Mr. Evangelista, a representative from the firm of Morris and Andros, present at the meeting. TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK DESIGNATING COURT OFFICERS FOR THE TOWN OF WAPPINGER The following resolution was offered by COUNCILWOMAN BALLARD who moved its adoption: RESOLVED, that all individuals hereinafter designated by the Town Board as Court Officers as such title is defined by the Uniform Justice Court Act have all those powers accorded to Court Officers by Law during such time they are actually serving in such capacity, and BE IT FURTHER RESOLVED, that the Court Officers shall be compensated at the hourly rate of $5.00 per hour for time actually served, and BE IT FURTHER RESOLVED, that the Town Justices ahall submit to the Town Comptroller on a weekly basis the names and hours served and that the Town Comptroller be empowered to issue remuneration consistent with the foregoing from funds appropriated for Justice Court Personal Services, and BE IT FURTHER RESOLVED, that the following individuals be designated as Court Officers for the year 1984. Brenda Miller Howard Webster Delbert Wilson Albert Berberich Seconded by: Councilman Incoronato Roll Call Vote: 4 Ayes Mr. McCluskey ---Abstained I/ TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK ESTABLISHING THE AMOUNT OF UNDERTAKINGS TO BE FURNISHED BY THE OFFICERS AND EMPLOYEES OF THE TOWN OF WAPPINGER The following resolution was offered by COUNCILMAN INCORONATO who moved its adoption: RESOLVED, that all of the official bonds and undertakings by the officers, clerks or employees of the Town of Wappinger may be imlthe form of a blanket undertaking from any duly authorized corporate surety and said undertaking shall indemnify the Town of Wappinger against the loss of the type more particu- larly set forth in Article 2, Section 11 of the Public Officers Law. Seconded by: Councilwoman Ballard Roll Call Vote: 5 Ayes The next resolution was for the designation of an insurance agent for the Town. Mr. Versace commented that the Town Board planned to meet with two insurance agents at their work shop session and recommended that this resolution be tabled until the next meeting. MR. VERSACE moved to table the designation of an insurance agent for the Town to the next regular Town Board meeting on January 16th, 1984. Seconded by Mr. Incoronato Motion Unanimously Carried TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK DESIGNATING DEPOSITORIES FOR THE TOWN OF WAPPINGER MONIES The following resolution was offered by COUNCILMAN INCORONATO who moved its adoption: RESOLVED, that the Marine Midland National Bank of Southeastern New York, the Dutchess Bank and Trust Company, the Chemical Bank of New York, the Chase Manhattan Bank and the Fishkill National Bank, each being a banking institution maintaining banking rooms and offices in Dutchess County, New York, be and they each hereby are severally designated as depositories of the monies of this Town, and BE IT FURTHER RESOLVED, that the Town Clerk be and she hereby is directed to give notice of such designation to each of said banking institutions. WHEREAS, in lieu of preparing the report required by Subdivision 10 of Section 29 of Town Law, the Town Board may determine, by resolution, that the Supervisor shall submit to the Town Clerk within 60 days after the close of the fiscal year, a copy of the report to the State Comptroller required by Section 30 of the General Municipal Law and the Town Clerk shall cause a summary of such report to be published within 10 days after receipt thereof in a form approved by the State Comptroller in the official newspaper. Mr. Versace announced that the majority of the Town Board Members agreed that no educational trips will be allowed for anyone employed by the Town of Wappinger for the year 1984 due to the fact that they are not sure of the financial status of the Town at this time. The Clerk to the Comptroller would be notified to cancel all reservations that have been made for the Association of Towns Annual Meeting. MR. VERSACE moved that permission not be granted to any Town Official or Employee to attend educational programs for the year 1984. Seconded by Mrs. Paino Roll Call Vote: 4 Ayes Mr. McCluskey ---Nay Before the vote was taken, Bernice Mills, former Councilwoman, was recognized by the Chair and commented that funds had been included in the 1984 budget for the Town Board and other personnel to attend conferences that would be a benefit to the Town. She pointed out that these programs would be beneficial to the new Town Board Members. Mr. Versace responded that he realized money had been allocated for these programs but it was the opinion of the new Board Members that this money should be applied toward the proper everyday operation of the Town and until they had a better picture of the monies available for 1984 these programs would be postponed. Mr. Hans Gunderud, Building Inspector and Fire Inspector was recognized by the Chair and agreed with Mrs. Mills' statements. He pointed out that there would be some conferences on the new uniform code which required his attendance, also his new position as Fire Inspector would also require his attendance at conferences and he felt the new Zoning Administrator would benefit by these programs. He urged the Board to reconsider this action and make an effort to use the money allotted for these programs that would be beneficial to the personnel. Mr. Tenant was recognized by the Chair and commented that he agreed with Mrs. Milts but he also understood the other side, however, he hoped the door would not be shut on some of these worth while programs. Mr. Versace concluded the discussion by stating that the Board would reconsider and allow attendance at beneficial conferences if a complete review of the budget revealed that monies could be spent on these programs without jeopardizing other services that were provided by the Town. Mr. Versace requested the Town Clerk to contact Joseph Landolfi, Chairman of the Zoning Board of Appeals and ask him to consider changing their meeting from the second Tuesday of the month to the P-1 first Tuesday of the month to ease the work load of the Secretary to the Planning Board and the Zoning Board of Appeals. A letter was received from the Zoning Board of Appeals request- ing that Jon Holden Adams be retained to represent them at the Public Hearing on Appeal #715, Denis & Anne McMahon (Maria Regina Chapel)on January 10th, 1984. MR. VERSACE moved to appoint Catherine Bartolotti as Junior Clerk to the Comptroller at an annual salary of $9,000.00 Seconded by Mrs. Paino Roll Call Vote: 4 Ayes Mr. McCluskey ---Abstained Mr. Versace explained that he was making this appointment due to the fact that they did not plan to appoint a Comptroller at this time and the Junior Clerk would assist the present Clerk to the Comptroller. Mr. Versace had previously stated that he would make a statement regarding the changes in the Town personnel. At this time he stated that the outgoing Supervisor had requested that me meet with him to discuss the positions that would be changed. These people were notified two to three weeks ago so they would have the opportunity to look for other employment and notification was sent to them by the outgoing Supervisor since these people worked under his administration. The changes were due to the fact that the majority of the Town Board had changed and these transitions are normal when new administrations come in. Two of the changes were appointments made by the Supervisor --the position of bookkeeper and the Clerk to the Supervisor. He commented that both Mrs. Buckley, former bookkeeper and Mrs. O'Rourke had done fine jobs under the former Supervisor but he would feel more comfortable with his own appointments. He pointed out that the former Clerk to the Assessor had retired and the new person was there less than a year; the same with the Receiver of Taxes. He felt that the new appointees were qualified people and would do as good a job for the new administration as the people before them had done for the past administration. Part time employees would be brought in when the work load became heavy in some departments. This procedure had been followed in the Receiver of Taxes Department and Mr. Versace noted that the part time worker in that department had done an outstanding job. The former Attorney and Engineer to the Town had served the Town well, however the new administration would have different pro- cedures and they preferred to start with different firms with fresh ideas. Mr. Versace spoke of new procedures such as two Town Board meetings a month and weekly work shop sessions which he felt would help them serve the residents of the Town. He concluded by stating that he hoped he had answered the questions of the residents and the press concerning the change in personnel. Mr. McCluskey commented that he had abstained on some of the appointments since he was not knowledgeable of the person, had not seen any resumes and therefore was not aware of their quali- fications. He hoped in the future that the other Boaad Members would discuss these matters with him and enable him to vote either yes or no on the resolutions. MR.
