LOCAL STATE OF EMERGENCY DECLA
EXECUTIVE ORDER NO. 2010-002

WHEREAS, during the period of December 26,2010 and December 27,2010, the Town
of Wappinger received heavy snow accumulation in excess of sixteen (16) inches complicated by
winds ranging from 30 - 60 miles per hour causing "whiteout" visibility conditions; and
WHEREAS, the storm caused numerous State, County and local roads to be impassable
due to snow accumulation; and,
WHEREAS, the Town Supervisor sought consultation from Highway Superintendent
Graham Foster and Deputy Supervisor William H. Beale prior to declaring the local State of
Emergency; and,
WHEREAS, unnecessary travel by non-emergency vehicles was detrimental to the
efficient and safe clearing of the roadways by emergency personnel; and,
WHEREAS, the Town Supervisor communicated the local State of Emergency to the
State Police, Dutchess County Sheriff s Office, and various media outlets; and,
WHEREAS, the Town Supervisor sought consultation from Highway Superintendent
Graham Foster on December 27,2010 at 6:00am in respect to road conditions and was provided
advice that roadway conditions were clearing with expected safe travel on all roads by 10:00am;
and
WHEREAS, the Town Supervisor opened the Town of Wappinger Town Hall on
December 27,2010 at 1 0:00am; and
THEREFORE, I, CHRISTOPHER J. COLSEY, SUPERVISOR OF THE TOWN
OF WAPPINGER, under the powers granted to me by the State of New York in Article 2B of
Executive Law, do hereby declared a State of Emergency exists within the Town of Wappinger
from Sunday, December 26,2010 at 11:40pm and concluding on Monday, December 27,2010 at
10:00am.
AND PURSUANT TO EXECUTIVE LAW, I, CHRISTOPHER J. COLSEY,
SUPERVISOR OF THE TOWN OF WAPPINGER, issue the following Executive Order,
1. The recitations above set forth are incorporated in this Executive Order as if fully
set forth and adopted herein.
2. All roadways within the Town of Wappinger are hereby closed to all non-
emergency vehicles from Sunday, December 26, 2010 at 11 :40pm through and
concluding on Monday, December 27,2010 at 10:00am.
3. This Executive Order is effective immediately and shall expire on Monday,
December 27, 2010 at 10:00am.
